This will be accmplished by prviding n-land and nwater educatin and skills assessment credentialing fr bth adults and yuth f underrepresented ppulatins in twenty different lcatins, with ten being in an urban envirnment and ten being in a rural setting.

The ACA has cmpleted the tasks utlined belw in the Final Reprt frm August 2015 thrugh September 30, The gal f this prject will be t prvide n-land and n-water skills awareness fr bth adults and yuth f underrepresented ppulatins in eighteen (18) different lcatins, with nine (9) being in an urban envirnment and nine (9) being in a rural setting. Each lcatin will have the pprtunity t cmplete ne (1) Skills Curse and ne (1) Skills Assessment in ne f the fllwing disciplines: Stand Up Paddlebarding, Kayaking, r Caneing. Each lcatin will als have an pprtunity t gain further understanding n ther paddlecraft types and peratins f these vessels, thrugh this prject. As mre individuals in the cmmunity btain knwledge f paddlesprts educatin, the frce multiplier will begin as they start t help thers in their cmmunity rganizatins t better understand safe bating laws and practices in Human-pwered watercrafts. This in turn will als minimize the lss f life, persnal injury, prperty damage and envirnmental impact assciated with the use f recreatinal bats, thrugh preventative means, in rder t maximize safe use and enjyment f U.S. waterways by the public.

3 The ACA has: Cmpleted all f the paperwrk assciated with negtiating the revised budget with the U.S. Cast Guard Acquired the staff resurces needed t cnduct this prject Cntinue effrts t set up prgramming in the eighteen (18) different lcatins, as specified by the grant Fcused effrts n the creatin f a Yuth Paddlesprts Bklet titled Kid s G Paddling with the underlying premise f a slid fundatinal understanding f the Be a L.I.F.E.R acrnym. This principle lks at Lifejacket Wear, Immersin, Fllwing the Rules f the Rad, Evaluatin f the paddling Venue, and Returning Safely. We have partnered with Anzvin t create this yuth bklet t better prvide yuth-apprpriate educatinal resurces, as utlined by the grant stipulatins. Upn the cmpletin f this bklet, each yuth invlved with this prgram will be able t have a cpy f the bklet, in accrdance with the grant stipulatins fr the Yuth Educatinal Packets. Belw is ne f the cncept images fr Blueberry, the female cunterpart t the ther animated character used in prgrams develped thrugh Anzvin fr the ACA and USCG animated prjects. The ACA was awarded 1 st Place fr Bklet/Brchures Media fr this prject at the 2016 Internatinal Bating and Water Safety Summit.

4 At the clse f the grant prject, we had sme additinal financial resurces. We printed and distributed anther rund f the Kid s G Paddling Bklets t the cmmunity rganizatins and site hsts at each lcatin. In additin t these bklets, we printed and distributed SUP and Kayak Safety Placards that had previusly been created by the ACA thrugh anther USCG Grant Prject. These placards, and the infrmatin therein, can be seen belw: These abve items will help with further educatin and utreach pprtunities in each f the specified areas as selected thrugh this grant prgram.

Of thse 78 adults, 52 f the adults passed the skills assessment at Level 1 in varius disciplines. Additinal pertinent infrmatin: One f the greatest challenges f this prgram was the perceived danger f the activity by the participants, r mre crrectly, by the participants parents and grandparents. Since we wrked with individuals frm underserved cmmunities, mst f these individuals, and their families, did nt participate in water sprts activities. Mst f the yuth, and even mst f the adults that tk this skills r assessment curse, did nt knw hw t swim. Even thugh every persn always wre a prperly fitted PFD (lifejacket), t get smene wh is afraid f the water t feel cmfrtable in the water and trust the equipment, and the instructr, in a limited amunt f time is a challenge. Then t expect the persn t learn hw t prperly and efficiently navigate a paddlesprt is anther challenge. In mst situatins and circumstances, we were able t vercme these hurdles.

8 One f the main reasns why the grant did nt meet the numbers previusly specified is because f this fear f water and parents unwillingness t allw their children t participate. The mrning f mst f the prgrams, I received a phne call frm the cmmunity rganizatin that sme f the children participants wuld nt be cming due t a myriad f reasns, but it all circled back t the parents did nt feel cmfrtable having them participate in a watersprts activity. This is mre f a systemic issue. If we can change the mindset and understanding fr the parents f the yuth, then mre yuth participatin will be had in the future. The best way fr this t ccur is t keep ffering similar prgrams and start with a grassrts effrt in each lcatin just t help the cmmunity members t understand mre abut lifejacket wear. Once they understand that they can be safe in the water, then we can add in the skills and ther aspects necessary fr the cmmunity members t learn paddlesprts prficiency. Financial Update: As f September 29, 2016, $200,000 has been directly charged t the $200,000 in apprved grant funds. We have allcated all financial resurces as f September 30, 2016 and have cmpleted the grant prgram as specified. Thrugh this prgram, we have been able t create a sizable impact n the underserved cmmunity grups in the specified areas f interest.
