We undertke to ensure, s fr s resonbly prcticble, the helth, sfety nd welfre of our employees, sub-contrctors nd generl public ttending the Buddhfield Festivl 2013 event. To this end we will ensure complince with ll legl requirements lid out in Regultions mde under the Act. We will follow s fr s resonbly prcticble the guidnce lid down in The Event Sfety Guide HSG195: A Guide to Helth, Sfety nd Welfre t Music nd Similr Events (ISBN ) vilble from HSE; nd The Regultory Reform (Fire Sfety) Order 2005: Fire Sfety Risk Assessment: Open Air Events nd Venues (ISBN-13: ). We re reviewing the drft of the new Purple Guide published by the Events Industry Forum on 01/05/2013. Specificlly, we undertke to: Ensure tht sufficient funds nd resources re mde vilble to dischrge our duties of cre. Assess known hzrds nd quntify the risks. Mesures to reduce the level of risk will be tken where it is not possible to eliminte the risk completely. Provide sufficient trining nd instruction. Appoint competent contrctors. Monitor our contrctors to ensure they dischrge their duties of cre. Ensure dequte welfre provision for employees, contrctors, performers nd public. Provide n dequte crowd mngement system, security nd stewrding rrngements. Hve in plce trffic mngement system. Hve in plce contingency pln nd dequte communiction links. We re committed to prctising nd teching Buddhism nd medittion whilst living in low-impct nd sustinble mnner in the nturl environment 2. This yers Theme is File In The Hert nd refers to the prctice of loving kindness. The Buddhist prctice of loving kindness cn help us discover the rdint, joyful hert within ech of us. Loving kindness is revolutionry becuse it hs the power to rdiclly chnge the wy we experience ourselves nd the world, helping us cultivte true hppiness nd genuine compssion for others. Loving-kindness is not wek or pssive, but is the strength tht comes from seeing the true nture of suffering in the world, enbling us to ber witness to tht suffering without fer. It lso mkes joy flourish in response to other s hppiness. The Festivl presents us with the opportunity to prctice loving kindness for 5 whole dys, with three thousnd like-minded people, nd experience its powerfully trnsformtive effects. It is to chieve such ends tht we hve no drugs nd no lcohol policy on site 4. We require music to be moderte in volume nd to cese t resonble hour 5 We tke wste nd recycling prticulrly seriously: wste wter will be minimised through the use of dry compost toilets; lndfill wste will be minimised through recycling of orgnic mtter, glss, tin nd crdbord 6. A proportion of the cr prking fee for ech vehicle will be used to plnt trees to counterct the environmentl impct cused by vehicles trvelling to the event. We encourge the use of public trnsport nd, to reduce the number of vehicles trvelling to the site, we provide free shuttle bus from Tunton to the site 7. Buddhfield opertes under severl legl bodies. 13 1.2 Experience of Licensee/Orgnisers Buddhfield hs orgnised n nnul Buddhist cmping festivl since is therefore our 18 th consecutive yer. For the first 5 yers our Festivl ws held ner Shepton Mllet, Somerset. From it ws held t the Gllops, Clyhidon, few miles from the current site on the Westcombe Estte. The event hs grdully grown to rech its present size of pproximtely 3000 people. This hs given the orgnisers considerble mount of experience of working on ll res of event mngement. A significnt number of orgnisers hve ttended ll 17 previous events. The mjority of key personnel hve remined stble for over the lst 5 yers. Buddhfield ttends or orgnises number of cmping events every summer 9. This hs, gin, provided us with mple relevnt experience especilly in ctering for such events, but lso of site infrstructure work, stewrding nd wreness of udience issues. 14 2 Pre-Event Plnning 2.1 The Festivl Mngement Tem (FMT) We recognise tht by building in risk evlution t the pre-event stge, risks cn be minimised. We will ensure risks re evluted t n erly stge by orgnising series of pre-event meetings including debriefing from Buddhfield 2012 nd liising s required with Tunton Dene Borough Council. These meetings re to ssess the risks tht my rise, nd to decide wht is required to mnge the event effectively. Preevent meetings will be between the orgnisers, crew nd contrctors s well s with relevnt Environmentl Helth Officers, Fire Sfety Officers, Police nd ny other relevnt prties including consulttion with locl residents. H&S will lso meet with the Buddhfield Cfé nd other cterers nd trders to discuss their risk ssessments nd sfe working procedures. The Buddhfield 2013 FMT will be convening regulr pre-event meetings during the months leding up to the event, during which they re considering: Experience of the Buddhfield Festivl Access nd egress. The prticulr responsibilities nd duties of other persons within BFE seem obvious enough not to be detiled here, except to mention tht in ll cses they should liise with other mngers. In most cses we re plnning to fill specific roles with the sme individuls who did tht job in 2011, thus ensuring high level of experience nd competence in ll res. 4.1 The Directors of Buddhfield Events Ltd (BFE) The Directors understnd their generl responsibilities towrds the public, fellow workers nd themselves nd will: Produce detiled plns to chieve helth nd sfety objectives. Co-ordinte the specilist dvice which is necessry to ensure effective plnning, design nd mngement of the event. 19 4.2 The Festivl Mngement Tem (FMT) The FMT is pre-event committee ppointed by BFE to oversee plnning nd sfe, successful execution of the event. The Tem understnds their generl responsibilities towrds the ticket holders, fellow event workers nd themselves, nd will: Crry out pre-event inspections. Attend pre-event meetings s required. Appoint suitble Are Co-ordintors. Direct suitble progrmme of ctivities, performnce nd entertinments. Ensure tht the design nd lyout of the site will tke into ccount the following principles: Adequte supply of drinking wter. Adequte provision of toilets nd wshing fcilities. Composition of sfety rules for venues nd existing fire precutions. Access for the Emergency Services. Sfe ccess nd egress to the site for vehicles nd the public. Brriers nd fencing. The siting of sound systems. Adequte signge. Ensure tht the site communiction system remins effective. We believe it s one of the things tht mkes the tmosphere t our Festivl specil. A gret mny people come to Buddhfield becuse tht s our stted im. It s vlue we ctively wnt to promote. This pplies to the crew t lest s much s ticket holders: crew (mny of whom re on site for severl weeks during setup) help set the tone of the event. If the build up of the site is fuelled by booze nd dope, it trickles into the overll vibe nd lter rrivls cn nd do pick up on it. People tell us tht they didn't know they could enjoy Festivl without their drug of choice, so if this would be new wy of experiencing festivl for your crew, encourge them to give it try! Whtever their views on drugs, though, plese ber in mind tht if they choose to work with us, then we d like this vlue to be respected. We cn nd do sk crew to leve if they cn't see their wy to respecting this policy, so plese mke sure you won't be let down by someone Mel Tickets nd Crew Wristbnds A crew wristbnd entitles the werer to get in nd out of the crew servery (next to the Buddhfield Cfé) t ny time for sncks nd drinks. To get mel, they must lso hve mel ticket. This dul system llows us to offer different levels of support: Full bord: hot drinks, cold brekfst nd two hot mels: crew wristbnd nd mel vouchers. Prt bord: hot drinks nd cold brekfst only: crew wristbnd only. Minimum bord: one or more hot mels only: ticket holder wristbnd nd mel vouchers. Plese mke it cler to your crew which of them re entitled to crew wristbnd nd mel tickets. It's not the job of the Ticket Office to decide wht sort of wristbnd the rrivl gets. Tht's down to their AC. On the ground it's up to the AC to sort it out. All rrivls get ticket holders' bnd unless the AC negotites with the Ticket office mnger. It needs to be mde cler to crew tht from lunch on T6 onwrds, they re no longer utomticlly entitled to be fed unless they're either contributing to the tke-down or they've mde specific greement with their mnger. The possessor does not need crew wristbnd to use their voucher in either of the bove plces (but they do need one to use the crew servery t ny other time). We cn keep items for one month fter the festivl. For ech item returned we will chrge fee of 10 to cover the postge, using the reminder to mke contribution to our Lnd Appel. Due to the volume of lost property, nd lck of storge, ny remining stuff will either be destroyed or donted to Chrity shop. Any item left or bndoned on site fter 2pm on T6 (the time when we request ll ticket holders to leve site) becomes the property of Buddhfield Events Ltd. 30 6 Stewrding nd Security 6.1 The stewrds Mngement Tem A series of pre-event plnning meetings re held. Members re experienced stewrds who: Discuss their experience of running the previous yer s event Contribute to this document. A stewrd Mnger should tke be ble to commnd in emergency situtions, ssist in the orgniztion of co-opertive efforts to tckle emergencies, uthorize or impose ny procedure either described in the Event Pln or s result of circumstntil request from Responsible Authority representtive (i.e. the Police or Fire services) Hed stewrd (Stewrd & Security Are Coordintor) The Hed stewrd is stewrd nd Security Are Coordintor nd reports to the Event Mngement Tem. S/he crries responsibility for seeing tht stewrd duties re crried out in ccordnce with BFE's legl nd morl commitments to its ticket-holders, licensing nd Responsible Authorities. He upholds nd exemplifies the vlues of BF s defined by the the FMT. S/he is finl decision mker nd rbitrtor on mtters of site security nd hrmony. S/he is responsible for compiling crew procedures nd subsequently ensuring tht ll stewrd Crew receive trining relevnt to their jobs, be tht from himself or from competent nd designted supervisor Shift Mngers The Shift Mngers implement the decisions of the Hed stewrd nd ct s his lieutennts when he is not on duty. They re empowered to mke whtever decisions they see fit for the helth, sfety nd continued hrmony of the site community (preferbly in consulttion with the Hed stewrd). They re exemplrs of good communiction. They re to fully investigte nd resolve (where possible) disputes, friction nd complints pssed up to them by Tem Leders nd Pecekeepers. They my recommend to the Hed stewrd tht someone be evicted from site, tht stewrd is to forfeit mel vouchers (through missing shift) or tht crewperson should be relieved of their duties. A Shift Mnger is vilble t ll times for extrordinry consulttions, nd emergencies. Shift Mngers will brief the relieving Mnger in the hlf hour before full shift briefing. They pss on briefing to their Tem Leders nd ttend forml shift briefings. The Shift Mnger supervises nd supports his/her Tem Leders, nd TKOFM Tem Leders A Tem Leder is responsible for mnging one Tem on shift. It will be fixed tem throughout the event. S/he is directly responsible for seeing tht ll the roles expected of tht Tem re tken up by Tem member nd tht ech role is conscientiously observed. 31 Reception Tem Leder Supervises the ll rrivls through the Min Gte, seeing tht trffic is mnged smoothly nd people re processed nd redy to be sent through to the Min Site. S/he must hve friendly, but ssertive chrcter Min Site Tem Leder Supervises the deployment of Regulr stewrds round the Min Site, minly in regrd to vehicle mrshlling Regulr stewrds Trffic Mrshls Duties include prking crs in the cr prk, trffic mrshlling on site, prking live-ins on site (minly in the Rings Field). This duty will be rotted mongst Regulr stewrds in the Min Site Sector Pecekeepers They re primrily diplomts, promoting the ethos of Buddhfield. They re the more confident nd rticulte members of the Crew, willing to intervene in heted exchnge or tckle someone who is drinking lcohol, etc. This is fixed duty: these stewrds re hnd-picked for suitbility Security We hve tem of SIA licensed Door Supervisors who s prticulr duty is to del with very heted or potentilly violent dishrmony with view to enforcing n eviction. See Service Providers Groups, Tems & Shifts The Shift System The system we use encourges trnsprency of responsibility, trust nd esprit de corps mongst the Crew, ensuring tht individuls feel supported nd well mnged Pre-Event Shifts Prior to the rrivl of trders, concessions nd contrctors (T-3) shifts re lrgely informl nd primrily consist of sentry duty t site entrnces. they strt ech dy with meeting t the Crew Servery to introduce themselves (especilly the mngers), mke sure newest people re orientted nd join trining progrmme. stewrds re encourged to rrive during this period prtly becuse trining time is more relxed nd therefore more thorough, but prtly becuse erly rriving crew get better hndle on the event nd cn therefore tke more responsibility when ticket holders rrive. Erly rrivls re often ble to support lter rrivls. From T-3 onwrds, shifts become semi-forml. The dily meeting still occurs, but it is followed by three, five hour shifts. Agin, work is primrily sentry duty, but there re more rrivls nd vehicle mrshlling becomes more importnt role nd fully functioning the Ticket Office (TKOF) is necessry (see The Ticket Office). During the event itself, Crew will be working one shift of four hours, in fixed Group. There is no dily meeting; it is replced by hlf hour briefing before ech shift Event Shifts Dylight Shifts Shifts will be rotted to ensure tht no one gets the short end of the stick. 32 Night Shift This shift will be mde up of Pecekeepers (including security) nd hve responsibilities in both Reception nd Min Site sectors. They will be responsible for effective first response to emergencies of ny sort, including the rousing of ssistnce from the EC. In the Reception Field they should ensure tht: Access into the Min Site from the Reception field is closed to incoming trffic from 22:00, but redily vilble to exiting trffic. The Cr Prk is secure. In the Min Site they should ensure tht: Noise is kept within licence limits, tht disturbnces in cmping res re kept to minimum nd tht the Quiet Cmping re is in fct quiet Communl fires re sfely mnged (or put out if they re not being tended). Shifts: Working Principles Shift Briefing There is thirty-minute chngeover period t the strt of every shift during which: There is review of pertinent events of the lst 24 hours. An opportunity to ddress problems nd setbcks from the previous shift. A briefing on wht will be hppening during the coming shift. Job lloction will then be greed. Tem Leders cn choose how they do this, but should encourge people to volunteer. Ech individul s qulities should be tken into ccount nd they should be encourged to ply to their strengths. Roles should be re-ssessed every shift; unpopulr jobs should probbly be rotted. Hopefully mny stewrds will stick with the sme jobs to void retrining. Idelly, incoming stewrds should relieve the corresponding outgoing stewrd nd be encourged to brief ech other before prting. They should then rdio in to log their sitution. Control Points should not be left temporrily unmnned. Tem Leders should ptrol to check everyone is ctully in position nd ech post is OK Post-Shift Debrief A debrief my be clled t the end of the shift, but only if the Shift Mnger deems it necessry. 33 exchnge with nother crew person in the equivlent Tem in nother Group, t the discretion of their Tem Leder nd their Shift Mnger Control Points nd Ptrols Reception Sector The Reception Field is responsible for sfe nd smooth flow of in nd outgoing trffic, for ensuring tht Ticket Holders nd Crew re processed nd orientted efficiently, in friendly nd welcoming mnner Min Gte The Min Gte crew should ensure tht the public highwy is kept cler t ll times by estblishing the rrivl s business nd guiding the vehicle either: Down the trck for rriving ticket holders nd Crew. Into Holding Are if the rrivl needs to be spoken to. Stright on, towrds the Cr Prk, if the rrivl is simply returning. To the coch nd txi drop-off point if they re simply unloding. Off site if they hve no legitimte business. Crew should not llow site ccess to be restricted by people pusing there to mke generl enquiries. Enquirers should be sked to either prk up in the Holding Are or move on wy from site. Min Gte stewrds re only to mnge ccess onto site: they will be mde wre tht ttempting to mnge trffic on public highwys is illegl Arrivls Tem The Arrivls Tem receive rrivls from the Min Gte stewrds nd prepre them to be processed nd orientted. Someone should be monitoring rrivls tht hve been directed stright to the Holding Are, whilst the rest of the Tem mke their wy long the queue of vehicles nd estblish if the occupnts re: Strightforwrd ticket exchnges: these should be smoothly guided to the TKOF. In need of discussion: these should be guided out of line into the Holding Are, wherein in someone should be delegted to resolve their needs. The Arrivls Tem need to be ptient nd not esily flustered: it cn often seem like lmost every rriving person is compliction or n exception. They should support the TKOF in the smooth processing of rrivls by tking complictions out of their hnds. The Arrivls Tem must ensure tht ll new rrivls understnd tht: Buddhfield Festivl Event Pln /05/2013 Pge 33 of 147

34 The site is not prk-up for trvellers. The Festivl is not n open house or fête for locl residents. Stewrds should not llow themselves to be pressured by over-friendly (ctully just plin pushy) locls into giving them on-going free ccess. Crew should not ccept pprently innocent gifts of sweets nd so on these re bribes nd not sufficient exchnge for buying full ticket! Tht dogs re not llowed on site without prior greement (the exceptions will be listed in the TKOF). Anyone else with dog must be sked to leve. Ticket holders my not invite locl friends or fmily to the site t ny time during their sty. Such secondry guests re Dy Visitors nd should be treted s such (tht is, be sked to come bck on T5). A ticket must be produced before rrivls re llowed on site, or they must demonstrte tht they re on Crew, performer or guest list, py for full ticket (if there re ny returns or reminders) or py for Dy Visitors pss. People who clim to hve tickets with third prty (lredy on site or ccompnying lter rrivl) need to tke responsibility for getting those tickets to the TKOF t the time they rrive. Arrivl Tem members should not ccept excuses for the rrivl being unble to chieve this. Mobile phones with flt btteries/no credit nd/or the rrivl voiding resonble methods to mke contct with the lleged ticket holder re indictions of blgging. Someone who is genuine will look wys to prove their cse, not void it. Looking to work in exchnge for ticket. Whilst we discourge this, becuse the compiltion of crew lists is performed well in dvnce nd we do fill up, crew lso frequently drop out t the lst minute. We mke efforts to replce these ltter from mongst those enquiring t the Gte. The only people ble to ccept crew replcements re the (Are Co-ordintors (ACs), nmed in the TKOF longside their respective rdio chnnel nd mobile phone numbers. Note tht no one is permitted to dd extr nmes to the lists ny ttempt t n ddition should be drwn to the ttention of the Hed Stewrd The Ticket Office The TKOF is where ll rrivls re orientted fter they hve been legitimted by the Arrivls Tem. There re two stff in the TKOF, both t the windows, including the Office Supervisor. TKOF Crew should be very cler bout when they need help nd be in good communiction with the ctive Reception Tem Leder. On T1 in prticulr the TKOF needs considerble support from the Shift Mnger on duty, since s/he will often be the rbiter on problems nd disputes. The Arrivls Tem will sk rrivls to prk up netly in front of the TKOF crvn nd tke their tickets to one of the two Office windows. See more bout TKOF procedures in The Ticket Office Control Point: Chrlie CP:Chrlie ensure tht only processed people nd vehicles re llowed into the cr prk nd Min Site. They should be on their gurd for people simply mrching on site nd mrshl trffic pssing in both directions down the trck Cr Prk Crs should not be driven down to the ren fields unless it is truly unvoidble, which mens the unloding of Buddhfield Festivl Event Pln /05/2013 Pge 34 of 147

35 significnt sized structure ( minimum exmple would be, sy, tretment tent in the Heling Grden). Even then, in the mjority of cses, the vehicle must ultimtely be tken bck to cr prking. This cuses sufficient nuisnce tht extr wreness is clled for Control Point: Delt This control point is the gte from the Cr Prk into the Min Site. It should be closed t night. Delt stewrds should be mking sure tht no unuthorised crs ttempt to drive on to the Min Site, nd tht pssge is cler for legitimte vehicles. They should be keeping firm eye on cler vehicle pssge, keeping in communiction with CP:Chrlie CP:Helers Gte nd the Crossrods to ensure stedy sfe trffic flow Min Site Sector Pecekeepers Pecekeepers re primrily concerned for helth, sfety nd hrmony of site residents. They should be ctively looking out for potentil hzrds nd ensuring tht such hzrds re removed. Pecekeepers should check tht fire points in their ptrol re in good order (e.g. buckets in plce). Stewrds should mke Pecekeepers wre of ny ctivities tht re brech of site hrmony principles nd/or tckle such behviour to hrmonious conclusion. Pecekeepers should ctively be on the look-out for people not wering wristbnd. They should sk to see it (if it s tucked wy under clothing) nd cll security if person cn t produce one. Whilst we hve every right to sk someone to leve who cn t produce their wristbnd, we expect stewrds to keep n eye on the event boundries for fence jumpers: nyone found on lnd tht is out-of-bounds should be chllenged, but especilly those coming from the direction of Blckdown Hill Rod or down the Romn Rod. Activities nd displys tht occur spontneously, such tht public sfety is n issue (spontneous fire juggling, for exmple) should be supervised: if pecekeeper notices tht n ctivity of this sort hs strted, either they should supervise it themselves or find someone else to (i.e. they should rdio the Shift Mnger for ssistnce). It needs to be ensured tht ny outdoor ctivity isn t llowed to block pssge (i.e. cuse crowding), but lso tht prticipnts re behving with due cre. Pecekeepers should keep n eye out for hzrds (e.g. trip hzrds) nd keep n er open for esclting mplified noise: if they re hving trouble hering someone spek when they re stnding within six feet of ech other, the noise level from the source venue will need checking. (A n SPL meter reding could be obtined, if necessry.) Progrmmes of events in venues ren t lwys precise nd when they re ttendnce t most will be quite modest. However, the Big Top Dnce Spce cn ttrct lrge number of people during Ecsttic Dnce nd crowds will need to be mnged. We will mke sure tht these sorts of events hve stewrd presence. In the lte evening time the principle of the Quiet Cmping Are needs to be cultivted. Whilst silence is impossible to enforce mongst tents, people pitched in Quiet Cmping must be encourged to void more thn whispered converstion fter 23:00 nd there should be no converstion fter midnight until t lest 06:00. (This prticulrly pplies to people with young children, who should be encourged to be mongst generl Cmping in the Hurdle Field). 36 Live-in Vehicle Prking Live-in vehicles will primrily be in the Rings Field (for ticket holders) nd Long Field (Crew). The prking of Live-in vehicles is subject to fire sfety restrictions. Ech vehicle gets it s own prking by in double row block, mrked out in tped lines. Ech by is 4m wide by 6.5m deep. Only one Live-in vehicle is llowed per by nd it must be Live-in, not merely prked cr. They re the sort of exception tht cuses confusion nd vextion to ttenders who see someone else pprently rbitrrily being llowed to do something they re not. It would be unworkble t n event like ours to widely seprte ll vehicles from ll tent structures. In considertion of this we hve to encourge frustrted vehicle owners to ccept tht it isn t completely fir sitution CP: Helers Gte Helers Gte is brrier cross the Emergency Access Route. Even though this might sometimes men confronting some individuls over their behviour, this should lwys be done with ptience nd friendliness s fr s is possible. We sk stewrds to consider tht people hve often just lost (or lck) perspective on sitution. They hve simply forg0tten themselves. A stewrd is there to help someone regin perspective. We will emphsize tht we expect stewrds to rrive promptly t the strt of the pre-shift briefing, not up to 30 minutes lter. Eqully, posts must never be left unmnned, unless the stewrd is specificlly told to do so by their Tem Leder. A stewrd should wit for relief from stewrd from the next shift nd firmly request relief if it doesn t pper in resonble mount of time fter shift-end. Finlly, we will remind Crew to look fter themselves: use sunblock (this will be mde vilble), wer ht nd drink plenty of wter. We don t sk stewrds to work until they drop, nd we sk them to declre when they re becoming ill (i.e. if they ctch cold or sunstroke) or find their job too stressful to the point tht they re nxious bout ppering for work. There re three levels of forml trining we cn offer Level One: Site Wlk nd Generl Briefing Groups of stewrds will be tken for wlk round site. This will ensure ll Crew re cler wht ny given site reltive term relly refers to nd tht, mongst other things, Crew get to see where fire fighting equipment is kept nd how to turn night lighting on nd off. It s perfectly possible, even on such smll site, to remin ignornt of prticulr sections of the event. Most people don t investigte every nook nd crnny, nor cn they necessrily identify every structure by nme unless they hve ctully hd it pointed out to them. It s of crucil importnce tht everyone knows wht the terms used on the Site Mp refer to in rel life we will be using them in rdio communictions routinely. The wlk would, where possible, include n introduction to the non-stewrd Crew ACs with whom they my hve contct in n emergency, especilly the ECs (who operte on shift bsis). There will be time for questions Level Three: Duty Specific Trining This is usully done in one three person sized groups. Ech stewrd will be given s much trining s is pertinent to his or her prticulr job, which will vry. Reception stewrds will need the most prticulr trining, with vehicle prking stewrds needing cler introductions to prking principles. Most stewrds will be issued with their own two-wy rdio unit. Following the procedures in On-Site Communictions, ech stewrd-user should be trined in the effective usge of their rdio, including routine protocols, jrgon nd wht to do when n emergency is declred, including fmilirity with the emergency keyword set. See On-Site Communictions. 6.7 Pecekeeping The Buddhfield Festivl hs two levels of security both publicly described s pecekeeping but with distinct remits. For the purpose of this document, Pecekeepers re volunteer, non-sia licensed ptrol with somewht broder remit thn the prllel tem of professionl, SIA licensed Security Pecekeeping nd Security Ptrols We find tht lmost every problem cn be resolved with sufficient diplomcy, ptience nd tct something tht my be in short supply when we re very busy. Pecekeepers re solution to this problem people who hve nothing better to do thn be ptient nd diplomtic. They should expect to del with people not cooperting with our site policies, or negotite settlement between the prties to n rgument. Buddhfield rrely suffers problems worse thn the occsionl heted dispute. If things seem to be getting out of hnd, however, security should be clled: they re licensed Door Supervisors nd re trined to del with conflict tht cnnot be settled micbly. The pecekeepers should be very fmilir with the Terms nd Conditions nd be ble to pply them resonbly nd compssiontely. They should, however, not shy wy from deciding tht someone is disruptive nd needs to be sked to leve. The event is short, but not so short tht dishrmonious person couldn t mke other ttenders lives miserble nd mke them wnt to leve. Any dispute tht is not resolvble by Pecekeeper should be pssed on to Security nd then the Shift Mnger, the Hed Stewrd nd ultimtely Director of BFE if n eviction seems pproprite Three Step Rule In ny circumstnce where stewrd is in confronttive sitution there re three levels to tckling it. Idelly one should follow them in this order: Ask for something to be done. Persude the other prty politely, emptheticlly nd resonbly to do something. Leve resonble mount of time to see tht the tsk is done, but if it hsn t been completed: Tell them to perform the ction, s greed nd discussed previously. Explin tht snction will hve to be pplied if the tsk isn t fulfilled (sy, removl of cr from fire lne); explin wht the snction is, when nd how it will be pplied. Order the ction done, pplying stted snction. Arrnge for Pecekeeper or Mnging stewrd to be present, if necessry, nd pply the snction spoken of. In these circumstnces, stewrd should t ll times be polite, cler nd firm, not llowing him/herself to pper bossy. They should never mke n idle thret or suggest snction tht cn t resonbly be pplied. All of these steps should be performed with witness ( prtner Pecekeeper on ptrol, for exmple) Specific Issues Applying our Terms nd Conditions Eviction (even the thret of it) is the prerogtive of the Hed Stewrd. Insisting tht someone leve site is not done lightly if the prty (or prties) concerned re legitimte ticket holders. However, there re ll sorts of resons we might ultimtely choose to evict someone. The brod circumstnces tht would give rise to considering eviction re presented in our Terms nd Conditions, but below we work through some prticulr circumstnces wherein this would be encted (lthough these re not intended to be exclusive or exhustive). Alcohol. We do not wnt intoxicting substnces of ny sort on site, legl or otherwise. This is well-known qulity of the Buddhfield Festivl nd one tht the orgnizers decide on nd promote: it is not merely licence or otherwise legl obligtion. We stop short of full exclusion, however, becuse we recognise tht this ide tht one cn hve fully stisfying socil experience unmedited by lcohol is very chllenging for mny people. (It is in fct counter-counter culture!) A complete prohibition simply wouldn t work: it would be both impossible to implement nd frequently confronttive. This would, in itself, simply cultivte resentment nd repressive tmosphere. Our softly-softly pproch hs tken some yers to cultivte, but we think tht it hs worked very well. It is pproprite to try to persude to people to something different for chnge. If they relly cn t mnge tht, then we cn insist tht they t lest be discreet. If they cn t be discreet, then they will be sked to leve. Mrijun. Whilst we recognize tht mrijun is controlled substnce nd possession of it illegl, we re compelled to be Buddhfield Festivl Event Pln /05/2013 Pge 39 of 147

40 prgmtic: contemporry society ccepts its usge in similr light to tht of lcohol. This is not politicl outlook: it doesn t imply tht BFE grees with this view. Persons found using mrijun will be tckled by Pecekeeper in the sme wy (nd for the sme resons) tht they will be tckled bout consuming lcohol, unless otherwise directed by the police. Selling. Any person found selling lcohol or ny sorts of controlled substnces will be sked to hnd over wht they hve in their possession nd submit to being hnded over to the police. Confiscted substnces will be locked up in the boot of designted vehicle, the key to which will be held by the Hed Stewrd until such time s the substnce(s) cn be hnded over to the Police. Aggression. Aggressive behviour (usully s the result of n rgument) often results in clls for n eviction from witnesses. This is often prtisn nd unnecessry, but in principle, we would tke the opinion of ttenders into ccount: sufficient, resoned objection to subject s behviour could mount to reson to evict the subject. This will hve been presented to the Hed Stewrd, who in turn presents this decision to t lest two other Directors of BFE for ssent (three persons mounting to quorte pprovl) nd then tke whtever steps seem necessry to see tht the subject (nd his/her prty if necessry) leve the premises (nd the vicinity) s quickly s possible. In extreme cses person my be sked to leve site without their personl effects nd told to return to collect them only on the morning of T6, fter the event hs officilly ended. In prctice the policy of quorte of ssent is designed to stop ny single person (i.e. ny orgniser) dictting who should or should not sty on site. It is lso designed to void stlling on wht is likely to be difficult nd complex decision. No stewrd should exercise their legl right to Citizens Arrest in the nme of BFE. In the unlikely event tht rrest is pproprite, the stewrd witnessing behviour likely to wrrnt rrest should immeditely mke every ttempt to cll for senior mnger nd recommend tht the police re clled. Under no circumstnces should crew use force of ny sort (even verbl order s discussed bove) without witnesses: stewrds must not put themselves in compromising positions. BFE will not tolerte bullying (indiscriminte use of power, physicl or otherwise) by nyone under ny circumstnces, but especilly Stewrd Crew. If someone is ttempting to throw their weight round in order to get their own wy, it should be delt with immeditely by Pecekeeper nd/or senior mnger stewrd. If physicl intervention i.e. some form of restrint is foreseeble then t lest one senior mnnger should del with the sitution. Weird people. There is lmost lwys t lest one person on site who is wildly odd or eccentric, lcking or disregrding usul socil norms. Often this oddness cn resonbly be scribed to some sort of mentl helth issue. People who hve mentl helth issues cn be unpredictble; this gives rise to nxiety within the site community. Disruptive behviour. Buddhfield Festivl Event Pln /05/2013 Pge 40 of 147

41 There is no cler definition of disruptive so we reserve the right to mke judgement bout wht is disruptive under the circumstnces. However, we cnnot nd will not exclude people simply becuse they re odd or socilly inept. We would need to see resonble evidence tht they re ctully cusing distress by inpproprite behviour before speking to them, much less sking them to leve. It is not enough to be nxious tht they might do something unexpected nd inpproprite. Fence Jumping. A Pecekeeper should be clled to spek to fence jumpers (or potentil fence jumpers). Fence jumpers could be trespssing on both our lnd or neighbouring property. In the ltter cse trespssers should be extrcted from ny position where they cn dmge property or distress our neighbours nd sent on their wy. It needs to be impressed upon the trespsser tht they will not be ccommodted or rewrded for their efforts. Vehicle Prking. Attenders frequently wnt to keep their cr s close s possible to their ctul cmping spot, nd to crete the widest possible berth between themselves nd their nerest neighbour. This is quite nuisnce. Attenders will often semi-consciously, but more often just plinly selfishly lie nd mnipulte their wy into prking their vehicle wherever it suits them, with complete disregrd for ny other considertions. This is difficult to del with without cusing heted discussion: people don t like being ccused of being untrustworthy prticulrly when they re mnifestly untrustworthy! We trin stewrds not to lightly ccept ssurnces tht the vehicle will be moved promptly. One tctic people use is to perform the tsk the vehicle ws prked there to do, then bscond for few minutes to perform nother tsk. In this wy the owner of the vehicle cn be lost sight of nd it will sty put, often resulting in repeted complints bout the nuisnce it is cusing. A response is to simply put this to the vehicle owner. The stewrd is wre tht people often behve bdly in this regrd. The stewrd doesn t know the vehicle owner nd doesn t therefore know if they cn be trusted. Since trust in this context is broken so often, the stewrd doesn t feel confident s/he cn cquiesce to the vehicle being prked there. As lst resort, the stewrd cn put it to the vehicle owner tht if the vehicle isn t moved promptly it will hve to be removed by us nd tht, since this would entil drgging it to cr prking spce with trctor, they would be wiser to do it themselves. This thret relly must be lst resort, though: idle threts undermine our credibility. Dogs. There will in fct be smll number of dogs on site. These will hve been pre-rrnged by the FMT. No exceptions re llowed. A lminted lbel ttched to the collr will ccompny ny dog llowed on site. The dog owner s nme nd detils will be logged t the TFOF. The lbel should be used by stewrds to verify tht the dog is ccepted on site. Someone found hrbouring dog will be directed to the nerest bording kennels nd told to see tht either their pet is borded for the reminder of the event, or leve the Festivl. This in itself is very generous: Buddhfield is cused tremendous mount of hssle over dogs being on site so we simply don t discuss the mtter with ttenders not complying with this condition. This is mde bundntly cler in ll our publicity (nd is common policy t most mjor festivls). (This does not pply to registered Guide Dogs.) Pecekeepers Unlike Security, Pecekeepers will be given extr responsibilities nd formlly requested to mintin wreness of the Buddhfield Festivl Event Pln /05/2013 Pge 41 of 147

42 following issues whilst on ptrol Enforcing the Noise Restrictions The Pecekeepers will ssist the Shift Mnger with enforcing the dily mplified noise restriction: 09:00 23:00 Wednesdy Fridy nd Sundy (T1, T2, T3 nd T5). 09:00 24:00 Sturdy (T4). Although The noise strtegy in this document is bsed on 24 hour public entertinment licence, note tht night-time site noise policy is tighter thn licence restrictions: noise should not be llowed to disturb Quiet Cmping, much less penetrte s fr s neighbouring household. It is importnt to note tht we re sking people to wind down t the lter limit, not stop completely. The shift is drmtic, but not terminl. The performer needs to led their set towrds mellow tone rther thn simply stop the visits from Shift Mnger re to see tht this is being done, hence three visits. However, if the performer cn t mnge this, they will simply find their plug pulled peremptorily t the cut-off point. Creting reltionships. The Shift Mngers likely to be covering the noise curfew period on ny given evening will ll introduce themselves to the crew t ech mplified noise venue. They will explin tht one of them will visit hlf n hour before curfew, 15 minutes, then t curfew to see tht things re winding nd ultimtely wound down on time. It is much esier on ll concerned if venue mngers hve reltionship with Shift Mnger rther thn rndom Regulr stewrd. The mnger will be drwn into n understnding bout the observnce of the curfew nd tht the plug will quite literlly be pulled if they don t wind down on time. The noise policy in prctice. Assuming the grnt of 24 hour licence for Public Entertinment, this permits the plying of music throughout the dy, but is subject to limits on volume, mesured in decibels. The rules we re sked to comply with re s follows. Inside Venue. A Venue is structure tht is hosting performnce of mplified music (be it live, unccompnied or recorded). Noise levels must never exceed 135dB. This limit is primrily n upper limit below level tht would cuse injury to people present within the structure. Levels inside structures will be routinely monitored by the Music crews. Outside Venue. Between the hours of 09:00 23:00 Wednesdy Fridy nd Sundy (T1, T2, T3 nd T5) nd 09:00 24:00 on Sturdy (T4), the mesurble noise levels 1m from the nerest noise sensitive structure must not exceed 65dB LEQ15. This mens tht, if you were stnding 1m from the fçde of the nerest noise sensitive structure, the verge decibel level over 15 minute period must not exceed 65dB t tht point. Outside of these times, tht is, between 23:00 09:00 (00:00 09:00 Sundy morning) respectively (effectively overnight), noise must be inudible t the fçde of the nerest noise sensitive structure. 43 Monitoring. We will be keeping records of noise levels. Ptrolling stewrds t two positions will be given the tsk of routinely tking redings from decibel meter nd logging them. The stewrds will be told to cll the on-duty Shift Mnger if cution point is reched, tht is, where redings re reching level below brech of our greement, but perilously close to it. We would expect to see redings t Crossrods should be verging in the low 50dB 55dB rnge (with frequent troughs in the 40dB 50dB rnge). If the verge is ctully t the licence limit (65db), this puts us in precrious position we need to see tht the verge reding is dropped Fire Points Pecekeepers should ensure tht ll fire points re in good order tht is, full of wter, ccompnied by two buckets nd n lrm tringle. If there is ny shortcoming, they should report the issue to Site Crew Venue Sfety: Overcrowding If someone cnnot esily wlk into nd between the people present in venue like the Dnce Spce, it is becoming overcrowded. The stewrd monitoring the venue should tke whtever steps seem resonble under the circumstnces to see tht sufficient people leve the structure. They should report this to their Tem Leder nd their Shift Mnger nd pproch the venue mnger with view to thinning out the crowd Communl Fires Open fires re common nd populr prt of festivl night life nd festivl cmping. They re lso potentilly, extremely dngerous. A number of site lyout principles nd site policies focus round keeping fire seprte from highly flmmble objects, especilly nylon tents. To ccommodte the desire for open fires but keep them mngeble, we mrk out number of lrge fire circles (see the Site Plns). The centre of ech fire circle is 6m from the nerest highly flmmble object (i.e. tent or vehicle) nd ech circle is 3m wide, leving 3m boundry. Pecekeepers should mke sure tht no-one cmps closer thn 3m to the edge of public fire nd tht new fires don t spring up encourge people to be communl. 6.8 Lost Kids We provide dedicted Lost Kids Spce. Lost children re quite common, even on such smll site. Usully the child hs simply drifted slightly prt from their gurdin(s) nd lost sight of them. The best thing to do, initilly, is for the ptrolling stewrd sty with the child in the vicinity of the plce they were found. For t lest fifteen minutes, the stewrd should wlk round n re of bout 50m rdius ctully looking for the child s crer; most children cn quickly be reunited with their gurdin in this wy. If this cn t be chieved, the child should be tken to the Lost Kids spce they cn be looked fter by dedicted stewrd. In most cses it s obvious from mutul rection tht child nd their gurdin hve been reunited. However the child should not be hnded into the cre of ny dult who it cn t be firmly estblished is in fct the child s crer. For exmple, child shouldn t be hnded on to someone who sys they re merely friend of the prent(s). Stewrds in the Lost Kids point re hnd-picked tem. 44 6.9 The Ticket Office Mngement nd opertion of the TKOF is described in the seprte document, The Ticket Office. The TKOF should void being used s n enquiry point (even for help from stewrd). Enquirers should be sked to go to the Info Point Wering Wristbnd When wristbnd is hnded over, it should be mde cler tht they need to be worn. We hve every right to chllenge someone who cn t produce theirs when sked. Crew wristbnds entitle the werer to get food, drinks nd sncks from the Crew Spce> (This only pplies to dults children of crew simple need to be ccompnied by their prent or gurdin.) The stewrd t the entrnce should politely, but firmly turn non-crew wristbnd werers wy unless they cn produce vlid mel voucher per person Dy Ticket holders We do not routinely ccept dy visitors until Sundy (T5), our closing dy. Whilst we could quot number of tickets for dy-by-dy sle, dy visitors re nuisnce becuse we ve no esy wy of ensuring tht they leve. On T5 (lwys Sundy) we know tht pprecible numbers of ttenders leve site from quite erly on in the morning (the bulk will leve by T5 evening) nd this llows us to ccommodte few extrs. Further, even though it remins undesirble for people to sty overnight, we will legitimtely be sking ll non-crew people to leve from T6 lunchtime onwrds in ny cse. (Crew re effectively differentited from nyone else by possession of wristbnd.) 6.10 Recruitment Wht We re Looking for in Stewrd None of the qulities we look for in good stewrd re prescribed by ge, gender, socil or culturl bckground. However we expect them to be: Resonbly physiclly fit, t lest enough to sprint to n outbrek of fire in their field nd then hndle fire extinguisher. Emotionlly positive, ble to look for solution nd not esily thrown by chos. Ptient, rticulte nd cler. It is importnt tht spoken English is effectively fluent. Self-possessed nd emotionlly robust. Responsible, relible nd trustworthy. Friendly nd kind. It s very importnt to us tht crew enjoy their time on site, but we expect them to understnd tht we re tking people on to do job tht the stewrd Crew isn t just wy to get free ticket The Appliction Process To help us field pplicnts, we sk people to fill in simple ppliction form on the Buddhfield website. On completion, it is utomticlly sent by emil to the Recruitment Mnger. He engges people previously unknown to us predominntly bsed on this document. 45 The Tour of Duty We need stewrds for five dys before the opening dte nd two to three dys fterwrds. We don t need ll eighty of our crew for ll of tht time, but we do need some. We expect ll crew to rrive no lter thn the dy before the festivl (by 5pm Tuesdy; tht mens we hve the opportunity to run through bsic trining) nd crew must be vilble to work through the five dys of event itself which mens not leving before Sundy evening Conditions of Service We re willing to negotite on generl terms, but we sk stewrds to be prepred for the fct tht the job cn t times be very hrd work nd stressful... nd t other times very dull. Applicnts need to ccept, nticipte nd be willing to del with these extremes. We expect them to rrive on site on the dte tht they greed with the Recruitment Mnger, redy for work the following dy: they should present themseleves t the Site Office for the pre-event morning stewrds Meeting. If they re delyed en route they should hve contcted the Recruitment Mnger: if someone fils to rrive when greed, we my engge replcement for them mongst the people enquiring t the Gte (there re lwys good number). The ltecomer would therefore forfeit his or her own ticket. We reserve the right to sk crewmember to cese working for us should it become pprent tht they relly ren t suitble s stewrd. Tem Leders should discuss their reservtions with the Shift Mnger on duty nd him/her with the Hed stewrd. We my try to find them nother job on site, but in such cse ssuming tht we hve both cted in good fith they would not be sked to py for their ticket/leve the festivl. Tem Leders should be on the lookout for people who re becoming ill or finding their work stressful. We sk people to nticipte hrd work, but don t punish them for underestimting the sitution. We do not expect crew to work in stte of distress or until they drop! A gret mny detils of enggement cn be negotited, but there re some bottom line requirements: Stewrds re upholding Buddhfield s duties of cre to its ticket holders. Crew found lunching out on duty or not turning up t ll for shift without resonble cuse will be sked to leve. We expect crew to be s courteous nd friendly s possible t ll times. Whilst tempers occsionlly fry, we will not ccommodte crew with short fuses: it goes without sving tht physicl ggression cnnot be excused. It lso goes without sying tht someone who cnnot be responsible for themself cnnot be responsible for others, so there is no excuse for being drunk, stoned or tripping. Given tht BFF is such short event, there needs to be cler co-ordintion round mking sure prticulr crew understnd their dimension of tsk (no more, no less) nd where to go when mtters gets complicted. On site especilly on T1 the TKOF uses runners to del with rrivls who re still st in their vehicles. This is obviously very efficient nd reduces queues. Similrly, minibus crew collect tickets t the trin sttion pickup. In both cses it's unresonble nd unfir to sk crew to process virtul tickets nd so on, but they do need to be briefed bout how to pproch the issue Tickets The TKOF crew need to strt off knowing wht genuine ticket looks like, which bits hve wht informtion vlue nd why we cre in the first plce. If they understnd the why, they're then free to improvise intelligently. This is even more importnt for Virtul Tickets which cn rrive on site with rnge of pperwork s proof of purchse Three Prts A ticket hs three prts, divided by perfortions, nd comes in book of 50. All three prts re numbered. Idelly books should be used in number order. Whoever is sending out tickets needs to keep the stubs sfe nd bring the reminder to site by no lter thn T-3 (we'll need to strt selling them on or bout then). A record needs to be kept of the lst posted ticket / first ticket sold on site. Tickets sold on T3, T4 (weekend tickets t two vlues) nd T5 (dy tickets) need to be noted s being for tht dy becuse we sell we them t different rtes. This cn simply be done by recording the number rnge, which is, gin, why using books in number order is useful. In ll cses we keep prt 1 in the book nd keep the book stub fter ll 50 re sold. Prts 2 nd 3 re sent to the purchser. On rrivl t the TKOF, prts 2 nd 3 should be seprted. We should keep 2 s bckup, but 3 cn be offered bck to the ticket holder s receipt (lthough this of negligible benefit to them in prctice). If they don't wnt it, then 3s should be binned; they're bsiclly useless to us fter tht. All prts 1 nd 2 need to be kept by us: if we wnt to be especilly pedntic we cn collect prt 2s together t the end of every dy nd sel them in n envelope (this gives n ide of ptterns of rrivl) Virtul Tickets On nd fter T-14 (bout June 30), we don't post out tickets. It's worth noting tht it's t this point tht lrge filures in dt collection cn occur. Non-TKOF stewrds cn't be be expected to tke on ll the subtleties: it simply needs to be explined to them which trnsctions they should limit themselves to nd why Wht Constitutes Virtul Ticket There is very little point pednticlly insisting tht the purchser brings two-prt emil-ticket. In relity ll we ctully need to do is estblish tht they hve pid nd wht they've pid for. The two-prt system simply mkes it esier on ll concerned Sles Sttus From T0 t0 T3 the website declres tht either: We're sold out Tickets cn only be bought from the TKOF on site. On T4 the website will sy tht we re closed (to discourge ny further A ticket holder would expect us to hve copies of our own logs to hnd, which explins some of the combintions of pperwork they bring with them. PyPl logs nd our own sles logs should be vilble to thetkof. From perusing the ppers kept by the TKOF during the 2011 festivl, we cn see tht there were the following ptterns of documents brought s proof (in order of effectiveness from our point of view): Pired BF nd PyPl emils. These were wht ws requested to form complete virtul ticket. PyPl confirmtion emils only (no ccompnying BF emil). All of these hve our Invoice ID so could be pired off with print-out of our own logs if the TKOF hs them. PyPl Trnsction log. This is printout from the punters PyPl ccount. These hve our Invoice ID nd function equivlently to confirmtion emil. Cn be pired off with our own website logs, if the TKOF hs them, in the sme wy s 2. PyPl receipts. Some of the received ones hd PyPl Trnsction ID no. nd some hd PyPl Receipt ID number (which re different; I don't know wht the difference is, though, or where they were cquired from). None hd copy of our own Invoice ID. These were ll obviously printed directly from the punters PyPl ccount (i.e. they're not emils) nd would presumbly need to be relted to n entry in our own Pypl log for the Invoice ID nd further relted to the BF log. 73 3 Risk Control This section ssesses the principle routine risks to people nd the environment t the Buddhfield Festivl. It identifies the conditions where n ordinry lck of mngement would led to hrm. This is prllel document to Contingency Plnning, which evlutes the generlised conditions from within which we could expect the unexpected. 3.1 Minimising Risk: Site Design The site hs been designed nd lid out with risk mngement s guiding principle. For the purpose of this clcultion we ssume 200 live-in vehicles would hve n verge of 2 people ech, equlling 400 people, not needing cmping spce. This leves n nticipted demnd for cmping spces for bout 2,600 people. Since most (we estimte t lest 50%) people will shre tent, the need for nticipted cmping spces won t exceed Tht gives us 550 unllocted cmping spces spre, generous surplus. It is worth noting tht some of the crew will be cmping in other prts of the fields freeing llocted cmping, nd tht we cn expnd down the Long Field if needed. BFE hs ticketing policy which ims to minimise frudulent entry to the event, gives security/gte crew the right to refuse entry, nd gives genuine prticipnts the right of re-entry. All tickets will be numbered (including regulr tickets, guest tickets nd vehicle psses). This ssists control nd knowledge of numbers on site. A list of ll guests, performers nd crew who hve been llocted guest ticket for the event will be compiled nd held t the gte. All guests will be informed in dvnce tht they hve been llocted ticket. Tickets nd vehicle psses will be sent in dvnce to those booking prior to the event. On rrivl on site ech ticket will be exchnged for wristbnd. The wristbnd serves s proof of purchse of ticket, nd numbers of people on site cn be double-checked by counting remining wristbnds. Cmping The cmpsite is to be set out to ensure the density does not exceed 430 tents per hectre nd lighting is to be provided t ccess points. The site mp under Site Plns describes their loction. Live-in vehicle spcing is to be s set out below nd in greement with the Fire Authority. Seprte res will be set side for Live-In vehicles nd for those who hve tents tht need to be pitched close to ny prticulr live-in vehicle. Fire lnes will be clerly mrked out nd stewrded. Fire points will be sited in ech cmping re. See the Site Plns for lyout nd positioning. Snitry fcilities will be provided close to the cmping res nd will include toilets, hnd wshing sinks with sop nd tps for drinking wter Fcilities for People with Specil Needs BFE nd the FMT recognise the need to put in fcilities for people with specil needs nd hve ttempted to mke the site, ctivities nd entertinments ccessible. People with specil needs re welcome, hve ttended nd enjoyed our previous events. Prking for those with specil needs will be vilble towrds the centre of the site. We will supply one disbled toilet sited ner one of the cmping res. Approprite fcilities nd ssistnce will be offered to those with specil needs to the extent of our bility given the limittions of the site nd our resources. The event is Buddhist-led with focus on workshops, medittion nd ritul, discussion, debte nd vrious performnces including dnce nd music. Adults ttending will be of ll ges, with lowest numbers in the young nd elderly dult ge group. There will be fmily groups nd bout 25% of ttendnts re expected to be children or teengers. The event is outdoors with rnge of ctivities to choose from, nd mny different res just to be in. The site is spcious llowing over 58m2 per person. The event hs no lcohol, no drugs policy. The event hs long history of being peceful, enjoyble, nd sfe. Cmping will be on site. The event lsts five dys with the numbers building up grdully. The event tkes plce in the middle of the summer. There is unlikely to be much queuing. There will be lrge lterntive therpy re (the Heling Grden) on site. Risk ssessments for mjor incidents suggest very low likelihood of these occurring. In prticulr: The risk of food poisoning is low, since food provided on site is vegetrin nd often vegn. The risk of crushing is low since ech venue ttrcts reltively low proportion of the people ttending per performnce. There is freely vilble drinking wter. Previous experience suggests the expected number of First Aid tretble minor injuries will be bout 25 per dy nd 5 persons requiring generl prctice or ccident nd emergency cre during the whole event. Advice from our First Aid contrctor. First Aid will be provided by professionl First Aid contrctor: see Service Providers. The First Aid tent, together with First Aiders, is to be in position no lter thn one hour before the event is due to open to the public (t 10:00 on T1). There will be 4 First Aiders on duty 24 hours dy. They will hve t lest four two-wy rdio units to keep them in communiction with the rest of the tem. Stewrds nd Pecekeepers will lso be vilble to help people. This will be prticulrly relevnt when everywhere else is closed for the night. A welfre point will be provided by our First Aid Contrctor, however, mny of the workers t Buddhfield will be prctising Buddhists who re well suited to provide listening er nd emotionl support, mny of whom work in the cring professions s GPs, counsellors, professionl cre ssistnts, nurses, etc. Despite our best efforts, we re wre tht controlled substnces hve been used on site. The Buddhfield workers, prticulrly the medittion tem, Info Point tem nd stewrds will be willing to help nyone in distress or perhps suffering from the effects of drugs or lcohol, some of which we relisticlly expect to creep onto the site despite our best efforts. The heling re will lso provide support to people in vrious wys. There re mny plces including the cfés where people will feel comfortble to chill out. 78 Children Child Protection Our extensive progrmme of ctivities for children is provided by contrctor, Mjicl Youth Thetre Compny (see Service Providers). We hve long estblished reltionship with them, since they hve provided our Kids Are consistently throughout the existence of the event. We re fully confident in their bility to provide excellent provision for the children with due cre nd ttention to helth nd sfety issues, including child protection. Stewrds will be recruited by BFE nd led by tem of experienced mngers. The tem will consist of pprox. 80 people, with 1 stewrd per 100 people on duty t pek times of the event. Cr prking stff will be in ddition to these stewrds. There will be one Hed Stewrd who directly mnges four Shift Mngers. Ech Shift Mnger mnges one of the four dylight shifts. Ech shift hs two Tems, Reception nd Min Site respectively. Ech Tem hs Tem Leder who reports directly to the Shift Mnger. All Regulr Stewrds will plced be in one shift for the durtion of the event; they report to their respective Shift Mnger. The Hed nd Senior Stewrds re involved in detiled plnning before the event, bringing their ccumulted experience to ber. All other stewrds will receive trining suitble for their duties. Trining will include: session on site nvigtion, emphsizing fire sfety systems session on the House Rules session in communiction skills nd conflict mngement. The light will be LED nd fluorescent lmps (see the Site Plns for detils of numbers, types nd loctions of lights), these will be powered by 12 volt DC btteries (i.e. extr low voltge supplies) There will be emergency street lmps positioned ppropritely round the site (see Site Plns). Brriers nd Fencing Due to the smll size nd lyout of our venues there is no possibility of crushing ginst stges. As there re no rod boundries to the min body of the site nd we hve not hd serious problems with fence jumping in the pst in order to discourge trespssing onto djcent fields, we propose the brriers in Appendix E: Site Plns. 3.4 Risk Are: Fire The competent person for the purposes of the Regultory Reform (Fire Sfety) Order 2005 is the Festivl Helth & Sfety Co-ordintor (H&S). We hve therefore implemented the following policy. Officil Cmping fires We will provide firewood for officil cmping fires in number of plces on site. We will sk ttenders not to dmge trees nd hedges by cutting firewood nd will control this with our stewrds. We propose to hve 12 generl cmping fires in totl, most ssocited with specific cfé or designted spce. None of these re proximte to live-in vehicles. There is t lest fire lne seprting the fire nd ny vehicle. We feel confident tht stewrds cn monitor these effectively. All cmping fires will be checked by the stewrds nd H&S during the event. All cmping fires re to be within esy rech of t lest one fire point: see Site Plns. 84 be flinty, in which cse the turf will not be removed. All cmping fires will hve sfety distnce of no less thn 3 metres of cler ground round them. In the event of tent ctching fire, procedures under Contingency Plns re to be followed Live-in Vehicles: Prking, Cooking nd Fuel Sources We recognise s serious fire hzrd the dnger of fire spreding to the fuel tnks of vehicles, especilly live-in vehicles nd petrol vehicles (s opposed to diesel). Petrol vehicles will be strictly prohibited from prking ner tents or cooking res. A risk exists tht fire my spred between prked vehicles, especilly live-in vehicles, which re occupied during the event. Ech live-in vehicle will be directed to designted, 4m x 6m wide by in which to prk for the durtion of the event. The driver my prk nywhere within their llocted by, where they my set up n wning, ttched to their vehicle, but my not pitch tent next to it. Where the live-in vehicle fetures s n element of stll pitch, there is no need for seprtion between the live-in vehicle nd the ssocited stll so long s the frontge is ttched to the vehicle in the form of n wning. Provision hs been mde for the supply of drinking wter, the removl of solid nd liquid wste, nd on-site trnsport for re-stocking food concessions. 3.9 Risk Are: Snitry Fcilities Adequte snitry provision will be vilble for the 3000 people expected to ttend the event. Considertion hs been given to loction, ccess, construction, type of temporry fcility, lighting nd signge. Toilet fcilities will be provided by combintion of mobile composting toilets nd luminium urinls in mle nd femle suitble designs. We hve used temporry, timber-frmed composting toilets for mny yers. They hve proved very stisfctory nd populr with the public, becuse they re fr more environmentlly friendly nd plesnt to use thn portloos. As result of switching from portloos to compost loos, the (smll) number of instnces of people defecting in the hedges hs gretly reduced. Wshing fcilities re to be provided s illustrted in the Site Plns. Shower provision is to be in ccord with the design specified below under Showers. All snitry fcilities re to be well lit t night Loction The toilets will be provided in groups (see Site Plns). These re distributed cross the site so s to be conveniently close to the venues nd the cmping re. There will be cmping on site Wether conditions nd temperture re not completely predictble, but it will be July, the hert of the summer, nd wrm wether is most probble Clcultions using The Event Sfety Guide formul suggest 18 toilets nd 10 urinls. 36 compost toilets re to be provided plus dditionl mens nd women's urinls. This considerbly exceeds the requirements lid down in The Event Sfety Guide. Our experience hs shown tht this number of fcilities will be more thn dequte for our event, with miniml queuing even t pek times nd we re ble to mintin ll fcilities in good condition throughout the event Disposl of Snitry Towels nd Nppies Snitry towels, tmpons nd nppies will be collected in bgs supplied to ech toilet cubicle. The bgs will be tken from the site by contrctor nd ppropritely incinerted Sewge Disposl All humn wste is composted on site. The IBC tht fetures s wste ctch under ech toilet unit will be seled nd tken into the woods. After suitble elpse of time (three yers minimum), ech IBC will be emptied of compost which will be distributed evenly nd discretely round the surrounding woodlnd Wshing Fcilities There will be sink locted by ech group of toilets. The floor of ech shower cubicle is sltted wooden pltform llowing wter to drin beneth. A shower curtin is supported by the structure. Wter relesed from the shower runs through the sltted wooden pltform nd is cught by trpulin beneth. Wter runoff from the trpulin is cught in gutter nd fed into movble perforted pipe drining the wter into n re of undergrowth Wste Mngement nd Environmentl Protection As indicted bove, suitble rrngements will be mde for the collection nd disposl of wste, including ny clinicl wste, from the whole site. Wste nd recycling will be hndled by Mid-Devon Community Recycling Ltd (see Service Providers). There will be number of wste collection res round the site. Rubbish collection will be segregted into glss, tin, crdbord, plstic, tetrpks nd non-recyclble rubbish. Rubbish from these instlltions nd from the ctering concessions will be collected dily, with the non-recyclble rubbish going into one of the skips tht will be on site. All recyclble nd non-recyclble rubbish will be removed from the site by the end of event tke-down (T12). Mid Devon Community Recycling will collect orgnic wste into lidded wheelie bins for composting. Clinicl wste from First Aid, snitry wste nd nppies from compost loos will be collected on dily bsis. This wste will be hndled crefully using pproprite protective equipment. It will be incinerted off site by suitble contrctor. A litter pick will be conducted during the tke-down to return the fields to their originl stte. We im to minimise disruption to locl wildlife nd stock Risk Are: Sound, Noise nd Vibrtion Due to the low key nture of our event it is not nticipted tht noise spillge from the site will be serious problem. A dedicted noise monitoring tem mnged by H&S will be supplied with SPL meters nd trined in their use, following specified smpling pln round the site, but specificlly 15mins before nd 15mins fter the curfew time they will record the mbient SPL. These stewrds will lso tke redings on request of the Stges Mnger or Stewrd Shift Mnger. If the levels recorded pproch the limits set by the officers of the council the H&S noise monitors re to contct the Stges Mnger nd the Stewrd Shift Mnger immeditely. The Stges Mnger will be contctble vi the two-wy rdio (on chnnel 10) nd will be vilble to respond promptly to requests from the pproprite council Environmentl Helth (EH) officers. The control limits set t the mixer positions will be dequte to ensure tht the noise level shll not exceed the levels set by the officers of the council. The venue engineers will regulrly monitor noise levels t the sound mixer positions to ensure tht the noise limits re not exceeded. Requests from EH to djust the volume or cese plying mplified music will be promptly complied with. The EC, Stges Mnger nd the Stewrd Mnger on duty shll be contctble by mobile telephone nd rdio nd the telephone numbers notified to the licensing uthority prior to the strt of the event. The bove conditions do not preclude the Council from using its sttutory powers under The Environmentl Protection Act for noise nuisnce should this become necessry. The Stges Mnger will be responsible for monitoring sound levels in the min venues nd ensuring tht they do not exceed pek of 135dB(C). No stff need to work in front of the spekers nd it is estimted tht the noise exposure level of the nerest member of stff will not exceed dily exposure of 85dB(A). However to ensure the protection of hering of ll stff, t the first ction level s identified in the Noise t Work Regultions 2005, hering protection will be vilble. It hs been clculted tht keeping the sound level well below 135dB(C) will ensure the sound level t 1m from the fçde of the nerest noise sensitive site will be less thn 65dB(LEQ15) between 09:00 nd 23:00 (24:00 on Sturdy night). Our objective is to mintin the smooth flow of trffic on the rod djcent to the entrnce gte, nd to enble the sfe entry on to the site. A signge pckge will be greed with the Police nd Highwys, implemented by AA Signs, directing nd wrning pproching vehicles of nd to the event. Sufficient cr prking ttendnts will be provided to ensure tht crs re prked quickly nd lrge volumes of trffic do not build up. (These re to be in ddition to the stewrds provided for crowd mngement.) In the event of wet wether suitble vehicles will be vilble to tow out crs stuck in mud. Access nd egress from the cr prk to the min site will be clerly sign-posted nd well lit. Our letter to ticket holders encourges those using public trnsport to shre txis from Tunton coch nd trin sttions using locl opertors: we will endevour to hire set of mini-buses to ferry ticket holders from the trin sttion to site on Wednesdy T1 nd Sundy T5. There will be n inwrds nd n outwrds vehicle lne t the Min Gte. This is to fcilitte smooth flow of trffic nd to help ensure lne is free if emergency ccess is needed. Public entry to the site will be vi the Min Gte in the Reception Field, which will be ttended by stewrds who will direct people nd vehicles on to the site. All trders, contrctors nd ticket holders will be sent directions prior to the event instructing them to drive to the event from either M5 Junction 26 or from the A303 (See the Trvel Informtion document.) People nd vehicles will be processed t the Ticket Office. Those people with vehicles will be directed into the Cr Prk where the stewrds will direct them to prking spce. Stewrds will ensure tight nd orderly prking in designted lnes. Prticulr cre will be tken not to mix crs with live-in vehicles which will prk seprtely. There will be n mple holding re in the Reception Field, between the Min Gte nd the Ticket Office, for vehicles nd people to wit in, should number of people rrive t once. In the Unlikely event of the inwrds vehicle lne filling, the Min Gte stewrds will direct incoming vehicles to pss by nd return lter. In the event tht n obstruction of the rod pst the entrnce gte will, in the opinion of the gte mnger, tke more thn 15 minutes to cler, the locl police will be informed. 98 6 Contingency Plnning This section evlutes the generlised conditions from within which we could expect the unexpected t the Buddhfield Festivl. This is prllel document to Risk Control, which identifies the conditions where routine lck of mngement would led to hrm to people nd the environment. 6.1 The Emergency Co-ordintor (EC) Given the lrge number of volunteers on site, the mjority of whom cnnot be expected cquire sufficient overview to respond effectively in n emergency, one person is designted s first point-of-cll in n emergency. They will be member of tem nd operte on rot. The Emergency Co-ordintor (EC) is delegted by the Directors of BFE to mke on-the-ground decisions in the event of either n emergency or other extrordinry circumstnce (e.g. deteriorting wether conditions). It is their responsibility nd duty to consult with ll concerned prties (including Are Coordintors, the Emergency Services nd the Event Mngement Tem), mke decisions nd see tht these re implemented. Unless ttending the loction of n emergency they will locte themselves t the Info Point, which will be declred the Incident Room until such time s STAND DOWN is declred. The EC will be very fmilir with the Event Pln, site lyout nd personnel, delegting ppropritely, ensuring tht ny fbriction work is performed by suitbly cpble persons from vilble crew. This includes co-opting nd coordinting suitble volunteers from other res. The EC is the point of contct for ll informtion between involved prties, ensuring tht people know wht they re doing nd tht personnel re deployed ppropritely to mnge public sfety. S/he ensures tht the Emergency services, in the event of the declrtion of Mjor Incident re dequtely briefed. 6.2 Emergency Incidents Considered in this Document All incidents nd decisions regrding emergencies should be recorded in the Incident Book kept t Info Point. They will consult with the directors of BFE. The Directors of BFE, Stewrd Mngers, Site Crew nd H&S will be contctble by mobile phone when not vilble on the rdio network. The Stewrd shift on duty re the min people responsible for preserving the sfety of persons on site, being the tem most cquinted with the methodologies for directing people. The Site Crew will be the min body of people involved in incident intervention, being the tem most cquinted with structurl engineering, the vilble tools nd vehicles. If n emergency incident is identified with the keyword MAJOR then the Hed Stewrd, ll Stewrd Mngers, the Site Crew Coordintor nd the H&S tem will lso be brought onto duty. Between 01:00 nd 07:00 there is Pecekeeper night shift on duty, redy to respond to n emergency. H&S should monitor this process. If personl tents re unusble (becuse of dmge due to extreme wether) the directors of BFE my decide to turn some of the public structures into sleeping dormitories (e.g. the Yog Spce or Medittion Spce). The directors of BFE, in consulttion with H&S nd Site Crew re responsible for tking decisions to close ny unsfe structures to the public (or even close the whole event). Procedures for evcuting structure/spce/site, found elsewhere in this document, should then be followed Wet Wether The movements of vehicles will be severely restricted. The Site Crew mnger will be directed to ly mtting out over muddy/slippery res. The Site Crew mnger will be directed to cordon off ny res of the site tht re obviously unsfe becuse of mud/wter logging. Fires nd Explosions The principle priorities to be followed on discovery of ny fire re: Delegte one person to cll for help (by shouting or using n lrm tringle t the nerest fire point). Attempt to fight the fire if the EC deems this pproprite (e.g. by forming bucket-nd-wter chin from the nerest fire point(s)) Cler the vicinity s thoroughly s prcticble of ny neighbouring combustible objects. Cll First-Aid. It is the duty EC's responsibility to ensure tht First Aid hve been clled: Info Point to re to be delegted to cll the emergency services. If it is sfe nd prcticble to try to fight the fire, then the ll vilble personnel should be orgnized do so (e.g. by forming bucket-nd-wter chin from the nerest Fire Point(s)). If the emergency services hve been clled the Hed Stewrd should be delegted to decide which ccess route the pplinces will be directed down. This should be communicted to those mnning the entrnces to the site. The Stewrd Mnger should oversee the clering of fire lnes in preprtion for the rrivl of the emergency services: they should chieve unobstructed pssge to the incident. When the emergency services rrive crew should work to enble nd ssist them to do their work s effectively s possible Stewrds to cordon off the re s pproprite until STAND DOWN is nnounced. Fire in Cmping Are In ddition to the principle priorities: Stewrds should evcute the vicinity, directing cmpers to the nerest suitble rendezvous point (i.e. lrge structure well wy from the fire where everyone ffected cn receive trum cre). If drk, Site Crew should be directed to check the site lighting (to ensure ll pssgewys re lit, especilly to id the rrivl of the emergency services to the incident loction). The Directors of BFE should co-opt suitble structures to provide lterntive ccommodtion. Attention should be focused on stmping out smouldering grss using beters locted t ech Fire Point Fire in Public Structure In ddition to the principle priorities: On rrivl t the incident, the EC should decide if the Fire Brigde needs to be clled. When stewrds rrive t the structure nd begin, or ssist in, evcution, it needs to be promptly scertined if the fire cn be sfely fought by the personnel present (even if people hve hve lredy ttempted to do so). 103 irrecoverble, ttention should be directed to limiting spred nd/or combtting secondry fires If sfe to do so: LPG instlltions should be isolted nd removed. Liquid Petroleum Gs (LPG) Explosion In ddition to the principle priorities nd for fire in public structure: Emergency Services to be clled immeditely. Stewrds to focus on evcuting the vicinity of the incident nd clering ccess to it by Emergency Services. Site Crew to isolte nd mke sfe nerby gs pplinces if possible nd sfe to do so People Relted Emergencies Disruptive People Pecekeepers should ttend the incident, focusing on tlking the sitution down whenever possible. Pecekeeper Tem Leder to evlute the likely future of the sitution. Bck-up to be requested from the mnging Stewrds if there is risk of hrm to personnel or other people. Pecekeepers re to prevent members of the public from becoming involved in order to reduce the risk of hrm to public. If there re smll number of people involved (less thn 4) then n ttempt will be mde to escort the disruptive persons to quiet re to 'cool-off' If there re lrge number of people involved the police will be clled. Terror Thret A 'terror thret' covers ny hypotheticl sitution where person either rrives on site nd thretens indiscriminte violence, or mkes contct with site (e.g. vi mobile phone messge or n emil) thretening the sme. Such thret would require immedite, but discreet, communiction mongst orgnizers. An exmple of this might be person driving ggressively round the Reception Field, or someone rriving t the Min Gte with shotgun. This would crete pnic if discussed publicly over the rdio network (where messges cn be widely overherd). Pnic could crete more immedite dnger(s) thn the perceived thret. An exct record of the reson for suspecting bomb scre should be recorded t the Incident Room, especilly if the suspicion is due to worded messge tht hs been left. At this point it will be pprent if n evcution is required (either of structure or the whole site). The EC will coordinte the response. The Min Gte will be shut, but remin mnned (so tht ccess to the site is not blocked for Emergency Services). The Stewrd Mnger is to institute the procedure for disruptive people on site. The Reception Tem Leder is to institute procedure for mnging trffic on the rod outside the site (see below). The EC should decide if the police need to be clled. (This should be done if hzrd remins on the rod outside the site for more thn 15 minutes) Serious Personl Injury/Deth on Site Depending upon the number of csulties, EC to co-opt structure to ct s temporry trige centre. This will be determined by the remining number of printed tickets Th TKOF will lso be wre of numbers on site by monitoring the number of llocted wristbnds. The Gte Crew will be informed when ll wristbnds re gone nd will communicte to ll enquirers t the Gtes tht entrnce is closed. Pecekeepers will be informed. They will be sked to monitor for people trying to enter the site illeglly. The locl police will be informed if people re being turned wy from the Gte. The Hed Stewrd will count the mount of cr spces in the Cr Prk on Sturdy evening. He will sk the Gte to monitor how mny vehicles leve the site. The number of vehicles llowed on site on Sundy, Dy Visitors Dy, will only be llowed to equl the number tht hve left. If so then s/he should be sked to issue the following nnouncement (using PA if vilble nd pproprite): It is necessry to evcute [This structure] becuse of [brief description of reson]. Plese leve immeditely nd clmly by the nerest exit nd follow the directions of the stewrds. If the mnger of the structure is not yet in communiction, then this nnouncement should be mde s soon s possible (it my be tht it is quickest nd most pproprite for this to be done by the stewrds who rrive t the exit doors). Obviously ny noise/loud music plying in the structure should be silenced s soon s possible to ese cler communiction nd reduce risk of pnic. The First Aid Crew nd Pecekeepers re to go urgently to the incident. If under hours of drkness, EC will direct Site Crew to ensure nd rrnge tht there is dequte lighting in the incident re. EC to ensure the First Aid Crew hve been clled to the incident. If Emergency Services re to be clled the EC should delegte the Info Point (Incident Room) to plce the cll nd supply directions to the Festivl site. Stewrds re to mn the exits of the structure or boundries of the re concerned. They re to tell people: 'PLEASE LEAVE [nme of structure or THIS STRUCTURE/SPACE]. PLEASE PROCEED CALMLY OUT OF THE EXITS. GATHER AT THE [nerest open spce, s pproprite]. The Stewrds should help keep the exits cler nd ensure people continue to be ble to move out of the structure (sking people to ' MOVE WELL CLEAR OF THE STRUCTURE ). The Stewrds should stop people from re-entering the structure. Depending on the nture of the incident further ctions my be required t this point. However in generl Stewrds should remin t the incident to stop people returning to the dngerous re, enble ny emergency crews who rrive to do their jobs s esily s possible nd keep the public informed of the sitution. It my be necessry to cordon off the re before the incident cn be reduced from MAJOR level stkes, hmmers nd tpe re to be kept in the site crew re for this purpose only. A Stewrd Mnger (in consulttion with superiors nd/or emergency services s pproprite) will be Buddhfield Festivl Event Pln /05/2013 Pge 106 of 147

107 responsible for declring the incident over : 'STAND DOWN FROM [description of incident]'. The ECshould then use the remining vilble people nd/or PA systems to communicte to people in the following res s quickly s is prcticble. Assuming strt from Info Point: At lest one person nti-clockwise round the Rings Field. At lest one person stright cross the bottom of the Rings Field towrds Owl Gte nd clockwise round the Owls Field. At lest two people clockwise nd nticlockwise from the Crossrods round the Long Field. Stewrds should give the following messge to people: Evcute the site immeditely nd clmly, following the directions of stewrds. Stewrds direct people towrds the frther end of the Reception Field Stewrds should be positioned s follows (nd should help people stedily evcute the site): 2 Stewrds t ech control point directing pedestrins towrds the Reception Field 2 Stewrds ensuring tht pedestrins do not block ccess from the Emergency Access routes. 2 Stewrds to go to the entrnce of the Westcombe Emergency Access Route (on Blckdown Hill Rod) to ensure pssge is cler for Emergency Services. 2 Stewrds to go to the entrnce of the Moor Cottge Emergency Access Route (on Blckdown Hill Rod) to ensure pssge is cler for Emergency Services. 2 Stewrds outside the Min Gte, stopping trffic from entering directing vehicles on, wy from the site entrnces, towrds Wellington or Tunton.
