2 Bster Club Plicies and Prcedures Mullen High Schl INTRODUCTION Beginning the schl year, Mullen High Schl will implement Athletic Department and Bster Club prcedural plicies t ensure cmpliance with CHSAA Bylaws and Title IX Federal law while prmting an inclusive cmmunity within Mullen High Schl and sharing the best fundraising practices and effrts f each bster club. Our gal is t maximize the talents and abilities f the Mullen cmmunity while cntinuing t effrt the missin and visin f Mullen High Schl. Mullen Administratin, Mullen Head Caches and Bster Club presidents are respnsible fr the cmmunicatin and executin f all plicies and prcedures. FOREWORD This manual is designed t assist Mullen head caches and Bster Club fficers and members by prviding peratinal, rganizatinal and financial guidance. Only apprved rganizatins, perating under these Mullen Athletic Department and Bster Club plicies and prcedures, shall be allwed t use the schl name and/r facilities in supprt f its prgrams. Specific questins regarding athletic bster activity shuld be addressed t the Athletic Directr; questins regarding studentactivities bster activity shuld be directed t the Directr f Student Activities; questins regarding Mullen Parents Assciatin (frmerly knwn as Parents Club) and Parents Linked shuld be referred t the Principal. The Mullen Administratin has apprval authrity ver Bster Clubs. Fr the purpse f this plicy, a Bster Club is defined as any grup: That is rganized by parents r Mullen caches. That engages in activities that generate mney, gds, supprt r services n behalf f Mullen High Schl r Mullen Athletics. That gives r uses mney, gds and/r services t supprt any student schl activities. Fr the purpse f this plicy, Mullen Administratin is defined as: Persnnel emplyed by Mullen High Schl in a psitin f leadership. Purpse All Mullen High Schl caches and Bster Clubs shall engage in the prmtin, supprt, rganizatin, and furtherance f c-curricular activities and educatinal gals f the Athletic Department and Student Activities Department at Mullen High Schl. All head caches and bster clubs must engage with Mullen administratin t cmply with Mullen plicy, CHSAA bylaws and Title IX Federal law while prmting an inclusive cmmunity within Mullen High Schl and sharing the best fundraising practices and effrts f each sprt and Bster Club t ensure we maximize the talents and abilities f the Mullen cmmunity. This peratins manual exists t fster the clear and efficient peratin f Mullen athletics. N matter hw cmprehensive r detailed such an peratins manual is, it can never anticipate all the questins and issues that may develp in the curse f the schl year. As a result, it must be understd that the schl administratin has the authrity t make changes in plicies, prcedures, and rganizatinal structures, at its discretin and at any time, in all areas f athletics, including thse matters specified in this handbk, while nt cntradicting the standards set by the Lasallian Educatin Crpratin and/r the Mullen High Schl Bard f Trustees. If changes are made during the curse f the schl year, all faculty and staff, head caches and bster club representatives will be ntified in a prmpt manner. 2. Derivatin The Athletic Department and Bster Club plicies and prcedures were derived frm the fllwing: An analysis f all Mullen athletics and Bster Clubs, student activities clubs and their bster clubs and general Mullen supprting rganizatins with a deeper lk int hw each ne perates. An audit f Mullen athletics and bster club financial prcedures and practices. An inventry f 3 rd party websites, nline athletic stres, fundraisers, apparel and events. 3. Key Objectives Clear cmmunicatin f expectatins between caches, bster clubs and Mullen administratin. An rganized structure and prcess fr budgeting, purchasing and fundraising prcedures. Cmpliance with CHSAA bylaws, rules and regulatins. Cmpliance with Title IX and Federal law. 4. Plicies and Prcedures The fllwing plicies and prcedures will be implemented effective August 1, I. Fundraising: Fundraising activity is permitted with apprval frm the Directr f Develpment and ultimately the President f Mullen High Schl prir t the cmmencement f the activity. Bster Club Presidents will wrk with the Head Cach, the Athletic Directr and the Executive Directr f Business Operatins t cmmunicate and identify fundraising needs and gals. Once a fundraising activity has been identified it must be presented t the Mullen High Schl Directr f Develpment fr apprval. Fundraising activities culd include but are nt limited t: schl-wide discunt prgrams, team prgrams, spirit wear, prduct sales, car washes, dnatin slicitatin, cncessins, sprt spnsrships, and special events. Events r activities that cmpete with r are in cnflict with Mullen High Schl develpment activities will nt be apprved r permitted. While each sprt may cnduct their wn smaller fundraisers, the Bster Club Presidents frm each seasn will wrk tgether t hld a larger seasnal fundraiser t benefit all sprts in that prspective seasn. Bster Club Presidents must wrk in cnjunctin with the Mullen High Schl Develpment Department fr the planning, cmmunicatin and executin f such events. All dnatins r mnies received as a dnatin r restricted gift must be made ut t Mullen High Schl. Checks nt made ut t Mullen High Schl will nt be eligible t receive a tax dnatin letter. 10% net prfit sharing f all mney raised will g t the general athletic perating budget fr Mullen High Schl. Restricted gifts must be crdinated with the Mullen High Schl Develpment and Business Offices prir t slicitatin r acceptance. Crprate spnsrship fr the individual sprt can be slicited fr individual activities r purpses such as turnaments, yearly signage, meets, etc. All spnsrships must be dne with the apprval and in cnjunctin with the Develpment Department; this includes print media, signage and public annuncements. Crprate spnsrship signage at Mullen venues is subject t 10% net prfit sharing t the general Mullen athletic peratins budget. 5 Bster Club Plicies and Prcedures Mullen High Schl II. Financial Prcedures: All Mullen athletic and bster club finances are t be run thrugh the Mullen High Schl Business Office. Individual bster club r persnal Mullen athletics accunts are impermissible and in vilatin f Mullen High Schl plicies, CHSAA bylaws and Title IX. All mnies cllected fr a specific sprt and Mullen athletics are t be made ut t Mullen High Schl and submitted t the Business Office fr ruting t the prper accunt. Any mnies cllected by the bster club are t be cllected by the Bster Club Treasurer and submitted t the Business Office in the prper manner with prper dcumentatin. All necessary frms can be fund in the Business Office. III. Budgeting: A budget fr each sprt is t be submitted by the Head Cach in cnjunctin with the Bster Club President t the Athletic Directr by February 15 th. The budget shuld include estimated fundraising needs fr the next fiscal year. It is anticipated that spring sprts may need t adjust their budget fr the fllwing year as they will be beginning their current year seasn. Items t be included but nt limited t, are as fllws: Equipment/ Unifrms fr players Maintenance/ Repair f facilities Spirit Gear/ Caches apparel Entry Fees/ Travel Expenses Banquets/ Awards Each budget must be dne in cnjunctin with Mullen administratin and ultimately apprved by the President f the schl. Any budget questins r requests shuld be made the Athletic Directr. The Athletic Directr will respnd t any inquiries within 3 business days. IV. Purchasing: Purchase rders must be submitted t the Mullen Business Office and apprved by the Executive Directr f Business Operatins PRIOR t purchasing the item. Reimbursement checks WILL NOT be issued fr purchases made withut prir apprval frm Mullen administratin. Items less than $250 r items fr cncessins d nt need a purchase rder r prir apprval. Check requests will be accepted with submissin f prper dcumentatin. All purchase rders and qutes must g thrugh the Assistant Athletic Directr fr apprval. Purchase rder frms are available in the Business Office. V. Cntracts: The Mullen High Schl President and/r Principal are the nly individuals authrized t enter Mullen High Schl int cntractual relatinship. Cntractual agreements that d nt pssess the signature f the President and/r the Principal are null and vid and will be terminated. Any fundraisers that require a signed cntract are t be submitted t the Athletic Directr fr apprval and fr the signature f the Principal. VI. It als describes the respnsibilities f Mullen High Schl administratrs, caches and parent representatives t cmmunicate the prper admissins prtcl and prcess when interacting with prspective students and their families at varius admissins, academic r athletic events. Scpe: This plicy applies t all Mullen administratrs, teachers, caches and parent representatives wh cme in cntact and interact with students and families cnsidered t be prspective Mullen students. Definitins: Prspective student is defined as any student wh has expressed interest in attending Mullen High Schl, but has nt fficially enrlled. Students can range in age frm middle schl students t high schl students wh attend ther high schls. The student remains a prspective student until the individual fficially registers and is enrlled in Mullen High Schl. Officially enrlled means the student has cmpleted an enrllment frm and tuitin agreement and has paid the tuitin depsit. All three items must be cmplete t be cnsidered fficially enrlled. Official interest means the prspective student and/r family has cntacted the Mullen Admissins Office and/r has filled ut the nline inquiry frm n the Mullen Admissins website. Official Mullen events r Mullen spnsred events include, but are nt limited, t shadw visits, athletic team practices, athletic cmpetitin, athletic pre/pst game meals, and Mullen High Schl summer athletic wrkuts. Mullen parent representative includes but is nt limited t all members f Mullen Bster Clubs. Plicy: All inquiries received frm prspective students and/r families are t be directed t cntact the Mullen High Schl Admissins Office r the Mullen High Schl Admissins website ( All Mullen caches and parent representatives are nt permitted t cntact prspective students r their families prir t the Admissins Office receiving fficial interest frm the prspective student and/r family. Prcedures: A. Any and all inquiries received frm prspective students and/r families are t be directed t either cntact the Mullen Admissins Office r visit the Mullen website admissins page t fill ut an nline inquiry. 1. Once a prspective student r family has expressed fficial interest in Mullen High Schl, the Mullen Admissins Office will then cmmunicate and infrm the prspective student and/r the family n hw t prceed with the next steps f the admissins prcess. C. All prspective student and family visits/ interactins with Mullen students at fficial Mullen events are t be rganized and initiated by the Admissins Office. 1. It is Mullen High Schl plicy that nly fficially enrlled students may participate in athletic team practice, pre/pst game meals, and/r summer wrkuts, etc. Standards: In the event f a cnflict between the Mullen plicies and Clrad High Schl Activities Assciatin (CHSAA) Bylaws, CHSAA Bylaws supersede Mullen plicy. Fr any questins r issues nt cvered in this dcument please refer t the Clrad High Schl Activities Assciatin Handbk Cnstitutin & Bylaws. It is the bligatin f the Mullen High Schl Principal, the Athletic Directr and all Mullen head caches t enfrce these plicies and prcedures. All faculty and staff are expected t cmply with the standards f Mullen High Schl as well as CHSAA. Any ptential vilatins will be addressed prmptly by the schl and may result in disciplinary actin against any Mullen emplyee, up t and including dismissal f his/her duties at the schl. Any and all ptential vilatins will be submitted t CHSAA by the Mullen Principal in a timely and apprpriate manner. Facilities: All athletic fields and venues are t be scheduled and crdinated with the Athletic Directr. Facilities include the use f any and all utside fields, Hutchisn Field Huse, Spirit Center Green Rm, Old Gym etc. The Rilk Event Center and Student Activities Center must be scheduled and crdinated with the Directr f Maintenance. Please submit a written request t the apprpriate persn with the time, date, nature f the event and apprximate attendance. Digital Media: Mullen High Schl athletics have been assigned designated space within the fficial Mullen High Schl website fr each sprt t cnduct nline and digital cmmunicatin between players, caches, parents and fans. Functinality fr each sprt includes all level event calendars, scres/recrd management, team image galleries, nline dcument management, stry highlight psting, and registratins. Each sprt will designate and admin t manage their specific page. The admins will be selected by the Bster Club in cnjunctin with the Head Cach. All ideas and input are welcme; please cntact the Mullen High Schl Web Administratr with any questins. All inquiries will receive a respnse within 48 hurs. Lgs: Only apprved Mullen High Schl lgs can be used. If a new lg is created it must first be apprved by Mullen High Schl Administratin befre it can be used. All apprved lgs can be btained thrugh the Mullen High Schl Athletic Department. Existing lgs prvided by Mullen High Schl must be preserved and may nt be altered in any way. Refer t the brand standards fr details. Images: All images used n external sites must first be apprved by Mullen High Schl befre they can be used. Mullen High Schl reserves the right t pst r remve any cntent at any time. Design: Internal sites must fllw the frmat specificatins laid ut in the Web Standard f Prcedure (SOP). Fr a cpy f the Web SOP please submit a request t the Mullen Web Administratr. External sites must btain apprval fr any site re-vamps r majr changes t existing layuts. Failure t fllw these guidelines will result in the remval f the website frm the web until specificatins are met. Management: All changes t internal r external sites will be mderated by Mullen High Schl. Changes made will g thrugh an apprval prcess befre ging live. Cmmunicatins: All electrnic messaging will fllw the cmmunicatins guidelines set frth by the Cmmunicatins Department. N cmmunicatins can be sent ut using the Mullen High Schl name withut permissin and apprval f the medium used. 5. Unifrms and Mullen Athletics Spirit Apparel Mullen High Schl, Under Armur and Sprtline f Arvada have entered int an all schl cntractual agreement. The cnditins f the agreement are as fllws: I. Mullen High Schl athletics is fficially an Under Armur spnsred prgram. All new prducts (unifrms, spirit packs, accessries) must be f the Under Armur brand. If Under Armur des nt make the item (especially as it pertains t hard gds) requested, the item may be purchased in a different brand upn the apprval f the Assistant Athletic Directr. Any lg r apparel questins are t be submitted t the Assistant Athletic Directr. The Assistant Athletic Directr will respnd t all inquiries within 48 hurs f business peratins. II. All Under Armur Prducts shall be purchased thrugh Sprtline. All new team unifrm purchases must be Under Armur and purchased frm Sprtline. If Under Armur des nt manufacture merchandise fr a sprt, Sprtline will prvide a similar quality prduct at a cmparable discunt. Mullen Head Caches and/ r Bster Clubs are NOT permitted t utilize any vendr ther than Sprtline. If Sprtline des nt ffer the requested prduct please cnsult the Assistant Athletic Directr. Head Caches and Bster Club Presidents may wrk directly with Sprtline n the creatin and the design f prducts (unifrms, spirit items etc.). Prir t prductin, Sprtline will issue all purchase rders and digital image prfs t the Assistant Athletic Directr fr the apprval. Once apprved by the Assistant Athletic Directr Sprtline will prcess the rder. III. IV. Mullen High Schl Online Schl Stre All spirit pack rders and purchases are t be made via the Mullen High Schl nline schl stre. If an item is requested and nt currently available nline, please cntact the Assistant Athletic Directr and wrk in cnjunctin with Mullen Administratin t ensure the prduct is placed nline fr purchase. Sprt Apparel Sales at Games Bster Clubs are permitted t sell sprt-specific spirit items at their respective sprting events, and 10% f revenue frm these items will g back t Mullen High Schl athletic peratins. All items sld must be Under Armur; if Under Armur des nt ffer the prduct, Sprtline will prvide a cmparable prduct. All sprt-specific spirit items t be sld at athletic events must be apprved by the Assistant Athletic Directr prir t creatin, prductin and sales. V. Mullen High Schl Official Lgs All Mullen High Schl spirit items rdered and purchased must utilize the fficially trademarked Mullen lgs. Items rdered that pssess Mullen lgs that are nt the apprved and fficially trademarked lgs will nt be permitted. Official Mullen High Schl lgs are nt t be altered in any state withut prir permissin and apprval f the Assistant Athletic Directr. Once an rder and design has been requested, Sprtline will submit a digital prf f the item cntaining the lg t the Assistant Athletic Directr fr apprval prir t prductin f the item. 11 Bster Club Plicies and Prcedures Mullen High Schl 6. Camps/ Clinics All camps r clinics advertising Mullen must be crdinated and planned in cnjunctin with the Athletic Directr. Registratin fr camps/ clinics must be dne nline via the Mullen website. Registratin infrmatin and payment is t be cllected by Mullen High Schl and distributed t the apprpriate accunt. Individuals nt able t register nline are t cntact the Athletic Directr fr paper registratin. 10% net prfit sharing frm all camps will be applied t Mullen High Schl athletic peratins. Caches are t be cmpensated fr camp instructin at a rate set frth by the Athletic Directr n an hurly basis. ALL payments made t caches are t cme directly frm Mullen High Schl. Bster Clubs are NOT permitted t cmpensate caches in ANY frm. Current Cnstitutin By-Laws SOURCE OF SALARIES All salaries r remuneratin fr the fulfillment f the schl district caching/directr cntract must cme as direct payment frm the emplying schl district r private schl gverning bdy. Acceptance f additinal pay, gratuities r any ther remuneratin either in mney r merchandise frm any rganizatin r grup utside f the schl itself is a vilatin f this regulatin. Recgnized utside grups such as bster grups may make a dnatin t the schl s r district s general activities fund, but may nt specify any mnies be utilized fr the payment f salaries fr Advisr A, Cach B, etc. This regulatin, n the ther hand, des nt prevent schl emplyees frm receiving gifts r awards f n intrinsic value. Restrictins Awards Clrad High Schl Activities Assciatin Pgs Individuals participating in any interschlastic athletic/activity spnsred and/r apprved by the Assciatin shall nt accept cash r merchandise awards. Awards must be symblic in nature with n functinal r intrinsic value such as, but nt limited t, letters, plaques, trphies, medals, ribbns, certificates and letter adrnments and shall nt exceed $50.00 in value exclusive f engraving. 12 Bster Club Plicies and Prcedures Mullen High Schl Nte: "Cash" includes such things as, but nt limited t, remuneratin in any frm such as cash, mney rders, gift certificates, schlarships (cash/check payment t schl f chice nt t student recipient), free r reduced price meals. "Merchandise" awards include such things as, but nt limited t, jackets, sweaters, blazers, windbreakers, jgging suits, blankets, rings, etc. EXCEPTION: Individual, statewide awards that have been frmally recgnized by the CHSAA s Bard f Directrs are exempt frm this by-law. Individual, statewide award is defined as any award that recgnizes excellence in athletics, schlarship r citizenship and whse ptential recipient is any student within the membership f the CHSAA If unapprved awards are ffered and accepted by the participants, such participants shall jepardize their eligibility t represent their schl in any interschlastic activity, and further, such acceptance shall jepardize standing f the schl in the Assciatin and may result in the suspensin f the schl It is the plicy f the Bard f Directrs t apprve the awarding f small, inexpensive emblems t be attached t the regular schl letter, in lieu f awarding additinal letters Fund raising by bster clubs and ther utside grups t be used t purchase fr high schl participants persnal awards in excess f $50 (exclusive f engraving) shall be regarded as a vilatin f this rule Fund raising by the high schl participants themselves t purchase persnal items (letter jackets, champinship rings, etc.) in excess f $50 is permissible. 8. Title IX Title IX is a federal law enacted in 1972 which prtects individuals in educatin prgrams r activities frm discriminatin based n sex. It states N persn in the United States shall n the basis f sex, be excluded frm participatin in, be denied the benefits f, r be subject t discriminatin under any educatinal prgram r activity receiving federal financial assistance. Title IX, which is prmulgated by the U.S. Department f Educatin, applies t all aspects f educatin and related prgrams, nt just athletics. It requires that equal pprtunities be prvided fr members f bth sexes. It des nt require that each team receive exactly the same services and supplies, but rather that the male and female prgrams, cllectively, receive cmparable levels f service, facilities, supplies, etc. Since bster club funding and activities are included in the analysis f cmpliance with Title IX, bster clubs shuld have an awareness f the law and the requirements fr cmpliance. I. IMPORTANT FACTS TO KNOW Althugh Mullen High Schl is a private schl, we d receive federal financial assistance subjecting us t Title IX cmpliance. Schl administratrs have a legal and scial respnsibility t be invlved in every aspect f private and rganized fundraising cntributins, and dnatins that are cnnected t their prgrams. CHSAA Equity Resurce Manual, pg Club Teams Mullen High Schl will nt financially supprt r endrse club teams that perate and cmpete utside f the CHSAA sanctined seasn f cmpetitin. Club teams may nt advertise r use the team name Mullen as this will directly link the club rganizatin with the schl resulting in the perceived perceptin the team is schl sanctined and supprted. Club teams must enter int a rental agreement with the Athletic Directr fr the use f Mullen High Schl s athletic facilities. The rental price will be set by the Athletic Directr based n length f use and need. Mullen athletic teams that utilize a club team that cmpetes utside f the CHSAA sanctined seasn in additin t the CHSAA sanctined seasn must keep their wn financial recrds. All recrds and funds assciated with the club team are t remain separate frm recrds and financials frm the Mullen High Schl team. Funds raised t supprt the Mullen High Schl team cannt be transferred r cmingled t supprt club teams. Bster Club mnies cannt be used t supprt club team peratins. Mullen encurages the use f its facilities upn availability. 10. Standards N alchl is permitted n Mullen High Schl prperty at any time when students are present r at a student event (i.e. athletic cntests r banquets). All Head Caches are respnsible fr the actins and peratins f their Assistant Caches and supprting Bster Clubs. It is the bligatin f the Mullen High Schl Principal, the Athletic Directr and all Mullen head caches t enfrce these plicies and prcedures. All faculty and staff are expected t cmply with the standards f Mullen High Schl as well as CHSAA.
