Chairman Paul Dixn intrduced this tpic stating that he did nt have his meeting ntes but wuld g frm memry n tpics that were f Interest t Clark Cunty. One tpic f interest was related t.410 gauge fr turkey hunting with new heavy sht (r 28 gauge fr duck hunting raised by Clark CAB). As well as, muzzle lader handguns fr hunting. He feels, frm discussins he had at the May Cmmissin Meeting, that these the tw Clark CAB requests will very likely appear n the August agenda. Vice Chair Reese asked if there was any change in the increase in tags. Chairman Dixn respnded that there will be an increase but nly maybe 50% f what they riginally wanted, mstly because nne f the CABs wanted the increase. Vice Chair Reese als asked if there was any discussin abut frming a Mule Deer Management Cmmittee. Chairman Dixn answered stating that there are a number f peple interested in ding a better jb f managing the deer herds. There is a lack f understanding in the CABs and the public as t hw NDOW is administering the management plan. They are suppsed t make a presentatin, if nt at the Dyer meeting, then at the August Meeting. 7. Vice Chair Reese did nt have a cncise answer. He did say that animals have been transplanted successfully, even t Utah. He asked Chairman Paul Dixn if he knew. Bard Cmments: Chairman Dixn reviewed the past vendrs wh received tags and the changes fr Vice Chair Reese asked if the Fraternity f the Desert Bighrn (FDBH) was ging t auctin ff their tag by themselves r cmbine with NBU again. Cmmissin General Regulatin 477, Landwner Deer and Antelpe Cmpensatin Tag Prgram, LCB File N (Fr Pssible Actin) The CCABMW Bard will review, discuss and make recmmendatins t the Nevada Bard f Wildlife Cmmissiners abut a regulatin relating t amending Chapter 502 f the Nevada Administrative Cde (NAC). This regulatin wuld prvide directin fr equitably allcating landwner deer and antelpe cmpensatin tags if the statutry limit is reached. Vice Chair Reese intrduced this item stating that this has been discussed many times befre and he feels that NDOW is relying n the Legislature t raise the percentage rather than trying t cultivate mre deer. He feels NDOW is taking the easy way ut. Cmmissin General Regulatin 474, Trap Registratin, LCB File N. R (Fr Pssible Actin) The CCABMW Bard will review, discuss and make recmmendatins abut a regulatin t amend Nevada Administrative Cde (NAC) This regulatin revises prvisins relating t the registratin f traps as mandated by Senate Bill (SB) 364 f the 79th Legislative Sessin. SB 364 states that with certain exceptins, each trap, snare, r similar device used by a persn in the taking f wild mammals must be registered with the Department befre it is used. It als states that fr each trap, snare, r similar device registered with the Department, the persn registering the device shall pay a registratin fee f $5. This prpsed regulatin prvides a mechanism fr the Department t register traps and charge $5 per trap registered. The Cmmissin held a wrkshp n May 4, 2018 and directed the Department t clarify the first sentence f the regulatin as it relates t SB 364. The Cmmissin als directed the Department t gain clarity n the transfer f trap registratin numbers. Vice Chair Reese intrduced this item. Bard Cmments: Chairman Paul Dixn summarized discussins at the Cmmissin Meeting. He added that NDOW has nt cme up with a cnsistent way that trap numbering and identifying tag numbering shuld be dne t each trap. Hward Watts III nted that in reading the prpsed regulatin, he sees that the wrding f the Regulatin seems t align with SB364, and even helps t clarify what the Legislature intended. Brian Pattersn asked fr cnfirmatin n his understanding f the prpsed Regulatin where the trapper has the ptin f putting his/her name and address n the trap r registering it with NDOW which requires use f the trapper s Scial Security Number, but the SSN des nt appear n the trap. 6 Chairman Dixn cnfirmed that adding that a registered trap has a registratin number nly and yu have t g t NDOW t determine the wner f the trap. Public Cmment: Jana Wright stated that she endrsed the regulatin befre it was made clearer. She cntinues t endrse it and hpes the Bard will vte t apprve. Stephanie Myers said SB364 was passed by the Legislature. She supprts it and this regulatin, and this Regulatin needs t be passed withut delay. Jelind Tiberti stated that he is ppsed t this Regulatin. Tracy Truman said that he t is ppsed t this Regulatin. He understands that this is based n a Law, but there are several things that need addressing. If the registratin fee is $5 per trap, he hpes NDOW will furnish the tag itself. Als, the tag numbering system is unclear. If a tag is issued fr a certain trap, hw des NDOW knw that the tag was put n the right trap? He feels it needs t be a sequential number system. Clse Public Cmment Vice Chair Reese nted that it is implied but nt written that it is a ne-time registratin fee f $5. It wuld be easy t add t the prpsed Regulatin that it is a ne-time fee. He als agreed with Tracy Truman n the numbering system. Bill Stanley asked fr clarificatin n the transfer language in Sectin 2a. Chairman Dixn stated that his understanding is that each registered trap will have a permanent registratin id n the trap. If yu sell that trap t smene else, NDOW will transfer that id infrmatin t the new wner. Bill Stanley cncluded that each trap that is registered must be uniquely identified amng all traps in NDOW s registry. Brian Pattersn added that when the trapper ges ut and purchases mre traps, he must pay $5 each and get additinal registratin numbers frm NDOW fr the new traps. He went n t ask if trap #13 gets lst r stlen, can he put #13 n a new trap. Bill Stanley drew an analgy t elevatrs where each elevatr is registered and issued a metal tag with the unique registratin number fr that elevatr. He suggested that the wrding f the Regulatin culd be amended t state that a unique metal tag wuld be issued t be permanently attached t the registered trap. R fr three reasns: 1) it needs t be clarified that the registratin fee is a ne-time fee, 2) it needs t be clarified wh prvides the tag, and 3) tag numbering needs t be unique and sequential numbers. Hward Watts III pinted ut in Sectin 4 it states that upn registering a trap, the persn registering the trap will be issued a metallic seal. He added that he understands the bjectins nted in the mtin, but he feels that thse issues wuld likely be handled by NDOW s implementatin and d nt necessarily need t be in the Regulatin. He is cntent t apprve the Regulatin as prpsed. It clearly cmplies with the Law. Vice Chair Reese agreed that it cmplies with the Law, but he is wrried abut the implementatin by NDOW. Bill Stanley stated that he was surprised t learn that Elk Cunty desn t participate. Chairman Dixn respnded that there is smething ging n in Elk Cunty that he desn t understand given that Elk is the third mst ppulace cunty in the State. Clse Public Cmment Brian Pattersn stated as a lver f the arts, he hates t see the Duck Stamp g. Vice Chair Reese respnded that the fiscal side f him says d away with it, but the sentimental side says we need t preserve art. Hward Watts III asked Chairman Paul Dixn, since this is the secnd reading they must really want t get rid f the Duck Stamp, was there discussin at the last meeting? Chairman Paul Dixn answered that the Cmmissiners were divided at the duck stamp cmmittee meeting and culd nt reach a decisin, but deputy directr Jack Rbb want strngly t end the prgram. A mtin was made and secnded t suspend Cmmissin Plicy 50, Duck Stamp Prcedure, Secnd Reading until the Cmmissin feels the time is right t reinstate Plicy 50.
