4 ARTICLE 1 ORGANIZATIONAL BACKGROUND 1.1 ONTarget: Rifle and Pistl Alliance ("ONTarget") ONTarget came int existence in September 2013 under the mandate f the OCS as an interim cmmittee frmed by a grup f Ontari vlunteers t try and bridge the gap fr rifle and pistl stakehlders as a result f the current PSO Agent's cntinued annual lack f dedicated invlvement in the nging develpment and supprt f prvincial caches, fficials, athletes and clubs. Our specific mandate nly deals with the perid frm September 2013 t March 2014, at which time ur rle t prvincial stakehlders will be assessed by the OCS as t future planning fr which rganizatin will cntinue as PSO Agent fr rifle and pistl disciplines. On an interim basis, ONTarget endeavurs t re-establish cntact with Ontari stakehlders, create a cmmunicatins hub, audit ur prvincial resurces f caches and fficials and develp and prvide supprt t ur caches, fficials and athletes. 1.2 Ontari Cuncil f Shters ("OCS") The OCS is the fficial Prvincial Sprt Organizatin ("PSO") in Ontari and is an umbrella rganizatin which represents all target shting disciplines thrughut the prvince. The bard f directrs f the OCS is made up f ne representative (usually the President) frm each discipline's rganizatin (the "PSO Agent"). The OSC reprts t The Shting Federatin f Canada ("SFC") which is ur sprt's Natinal Sprt Organizatin ("NSO") and, as PSO fr Ontari, is the prvincial appintee representative t the NSO. Our NSO, in turn, is a member f the internatinal gverning bdy, the Internatinal Shting Sprt Federatin ("ISSF"). 1.3 Canadian Shting Sprts Assciatin ("CSSA") The CSSA was created in 2000 with the amalgamatin f the Ontari Smallbre Federatin and the Ontari Handgun Assciatin. Bth grups had been in existence since the 1950s. The CSSA is currently tasked as being the PSO Agent fr rifle and pistl disciplines in Ontari and is respnsible fr, amng ther things, hlding prvincial rifle and pistl champinships, facilitating the Ontari Winter and Summer Games and prviding Team Ontari athletes fr the Canada Winter Games. Unfrtunately these tasks have nt been successfully carried ut fr several years as the CSSA cnsiders itself a natinal rganizatin and its interests are nt slely devted t prvincial stakehlders. 2.1 Target Shting in General ARTICLE 2 BACKGROUND TO THE SPORT Target shting has been included in the majrity f Olympic Games in varius cmbinatins f its current 15 Olympic disciplines since the inceptin f the mdern day
5 - 2 - Summer Olympics in Athens in Air rifle has been cntested at wrld champinships since 1966 fr wmen and 1970 fr wmen and in the Olympic Games since 1984 fr bth men and wmen. Air pistl has been cntested at wrld champinships since 1970 and in the Olympic Games since 1988 fr bth men and wmen. Target shting sprts, in general, is cnsidered a "late entry" develpment sprt as mst athletes dn't start cmpeting in this sprt until apprximately 13 years f age and the average age f an Olympian is an athlete in their midthirties. 2.2 Air Rifle Air rifle is cntested at 10m in standing psitin with a 4.5mm calibre single sht rifle that can weigh n mre than 5.5kg. The rifle fires a pellet using cmpressed air r CO2 gas. Air rifle cmpetitrs als wear specialized clthing fr stability due t the ff-set spine psitin. Each relay is 60 shts taken in 105 minutes fr men and 40 shts taken in 75 minutes fr wmen at a target with a bullseye area f 0.5mm. 2.3 Air Pistl Air pistl is cntested at 10m in standing psitin with a 4.5mm calibre single sht pistl that fires a pellet using cmpressed air r CO2 gas. Air pistl cmpetitrs d nt wear any specialized clthing fr stability but must fire ne-handed and unsupprted. Each relay is 60 shts taken in 105 minutes fr men and 40 shts taken in 75 minutes fr wmen at a target with a bullseye area f 11.5mm. 2.4 Scring Bth air rifle and air pistl sht tw curses f fire and the aggregate scres determine the finalists, hwever, air pistl is scred in whle numbers and air rifle is scred in decimal numbers t a maximum f 10.9 per sht. The tp eight aggregate scrers sht in the finals frm a re-set scre f zer and all scres in the finals will be in decimal scring. The finals is an eliminatin rund cnsisting f 2 strings f three shts each, and thereafter the lwest scring athlete shall be eliminated after each additinal tw sht string until the last tw finalists sht fr the gld medal. The last tw athletes will have sht a ttal f 20 shts unless there are sht-ffs due t tying scres. This scring is under the new ISSF rules that came int effect January The ISSF cntinues t evlve the rules which are meant t ensure ur sprt remains cmpetitive and des nt stagnate. 2.5 Athlete Streaming Paths int Air Rifle and Air Pistl (a) Air Rifle: Althugh mst athletes stream int the discipline f air rifle thrugh the lcal club level prgressin f.22 sprter rifle prne int 3P and then int standing air, we are finding anther identified pathway frm the Cadet stream f athletes that start with a Daisy air rifle in prne, then standing psitin int this Olympic discipline. There is, still crss-ver
6 - 3 - athletes frm the Canadian Armed Frces that cmpete in bth military cmpetitins (CISM) and civilian cmpetitins. (b) Air Pistl: Generally there are tw main streams f athletes that graduate int air pistl: there is the traditinal lcal club level athlete that learns t sht with a.22 sprter rifle in prne psitin and then decides t switch disciplines t pistl r there's the club level athlete that learns generally t sht with a.22 pistl and then decides t cmpete fr accuracy and prgresses int the many pistl disciplines. Hwever, there is anther identified stream f cmpetitive athletes crssing-ver frm the Pny Clubs which specialize in mdern pentathln and tetrathln events int this Olympic discipline. There is, still crss-ver athletes frm the Canadian Armed Frces that cmpete in bth military cmpetitins (CISM) and civilian cmpetitins. (c) Adaptive Athletes: Adaptive athletes (frmerly knwn as Athletes with a Disability) are eligible t cmpete in bth air rifle and air pistl under the fllwing categries: P1 P2 R1 R2 R3 R4 R5 Air Pistl male SH1 Air Pistl female SH1 Air Rifle standing male SH1 Air Rifle standing female SH1 Air Rifle prne c-ed SH1 Air Rifle standing c-ed SH2 Air Rifle prne c-ed SH2 SH1 classificatin levels refers t markspersns wh d nt require a rifle supprt stand. Therefre all adaptive pistl athletes fall int this categry as n supprts are allwed. SH2 classificatin levels are fr markspersns wh d require a rifle supprt stand. Men and wmen ften cmpete n a mixed line and at mst cmpetitins the adaptive athletes share the line with the able-bdied athletes. This is ne f the true nn-discriminating sprts disciplines. Other than having been identified as having a physical disability f sme kind and/r requiring rifle supprt, the disciplines are aligned with the same general gverning principles and rules f bth air rifle and air pistl shting. These disciplines hwever are nt Olympic events but Paralympic events.
7 3.1 Develpment f the Plan ARTICLE 3 BACKGROUND TO THE PLAN Since the inceptin f ur cmmittee in September 2013, several key meetings were held in rder t identify key areas t apprpriately target deliverable bjectives t generate success fr Ontari stakehlders at bth the prvincial and natinal levels. This wrk was f particular imprtance as it was grund-breaking as n such plan currently existed t develp and supprt Ontari stakehlders. Representatives frm each key discipline grup, including athletes, caches and fficials, were cnsulted by the cmmittee t identify strengths, weaknesses, pprtunities and threats in additin t prgram and perfrmance gaps t prduce prgrams designed t meet the shrt term gals f ONTarget given ur limited mandate. ARTICLE 4 KEY STRENGTHS, WEAKNESSES, OPPORTUNITIES AND THREATS 4.1 Key Strengths (a) Stakehlders are engaged and active in wanting t change the current system. (b) We have the talent pl in Ontari t effect change and have ur athletes cntinue t prgress past the prvincial level t succeed at bth the natinal and internatinal levels. 4.2 Key Weaknesses (a) The current rganizatinal structure is failing ur stakehlders, especially in the key areas f cmmunicatin f infrmatin and pprtunities. (b) Our key base f majr fficials is mainly cmprised f senir citizens which may affect ur future prvincial cmpetitin structure. 4.3 Key Opprtunities (a) Develp a centralized cmmunicatins hub t re-engage all Ontari stakehlders. (b) Direct funding pprtunities t specific targeted stakehlders t ensure we are creating valid supprt in the develpment f Ontari caches, fficials and athletes. (c) Direct funding pprtunities t intrduce athletes and caches t sprt medicine pprtunities as an enhancement t sprt/athlete develpment. (d) Ontari will be acquiring infrastructure in the frm f the first ever facility in Canada that will huse all disciplines and have a fully electrnic target range as a legacy frm the 2015 Trnt PanAm Games. Althugh this facility is currently in the planning stages as t
8 - 5 - structure and after-use arrangements, it will prvide Ontari stakehlders an pprtunity t have a lcal training facility fr ptential use as training camps, cut scre matches, prvincial champinships, Canadian natinal and internatinal cmpetitin purpses. 4.4 Key Threats (a) Lack f a current PSO Agent fcussed n the nging develpment and supprt f Ontari clubs, caches, fficials and athletes. (b) Lack f a cncise plan fr Ontari stakehlders past ONTarget's current mandate. (c) Lack f cncise infrmatin as t existing prvincial assets such as caches and fficials and their current certificate levels. 5.1 Key Gaps ARTICLE 5 KEY PERFORMANCE AND PROGRAM GAPS The primary gaps and cntributing factrs in each f the relevant critical success factrs are utlined in the chart belw: ATHLETE DEVELOPMENT Gaps Majr/Ptential cntributing causes Pr talent identificatin and supprt. Facilities exist but cmmunity ften views new peple as utsiders. Sense exists that new participants must pay dues (nn-financial) befre enhanced facility access is earned. Senir athletes lking t jin club can be treated like nvice fr ne t tw years befre gaining apprpriate facility privileges. Junirs may be
9 - 6 - regarded as nuisances taking facilities frm established members. Clubs may als nt knw that talent is present and needs help. Club caches are ften uncertified and unacquainted with HP. They lack experience t build athlete cnfidence. Caches may be intimidated by athletes wh can utperfrm them. Additinally, qualified caches may be verburdened r burned-ut, aviding taking n new athletes. COACH DEVELOPMENT (and OFFICIALS if apprpriate) Gaps Majr/Ptential cntributing causes Lack f crdinated prgram. Develpment pprtunities restricted. Caches nt respected within system. PSO agent /NSO des nt engage shting caches in cnsistent, supprtive manner. Messaging is targeted t individuals n a needs-nly basis. As such, caches and cach prspects utside f the cmmunicatins are left feeling that prgram desn t exist. Little prgram supprt and directin is ffered. Mst caches wrk in islatin, cnstantly recreating the wheel. Caches d nt share t a great extent, perhaps either ut f fear f having knwledge stlen, f expsure (nt having the best answer), f giving up cntrl. Caches are eager t cach and will wrk fr n cmpensatin. This undermines their credibility with their clients. PSO/NSO always asks fr vlunteers and will nt entertain pay.
10 - 7 - COMPETITION Gaps Majr/Ptential cntributing causes Lack f pprtunities t btain recgnized cut-scres fr the Natinal team in Canada. Prvincially available facilities dn t match internatinal venues. Lack f cnfidence in cmpetitin management and venues. Belief that real scres cannt be achieved lcally. Must travel elsewhere. NSO belief exists that each discipline must have equal pprtunities fr cmpetitins in Canada. Since discrepancies exist, ther nnrecgnized cmpetitins will nt be cnsidered fr recgnitin. Cnsequently, a drive fr equality has stifled cmpetitin develpment in Canada. Lcal facilities meet lcal (recreatin) facility needs. HP cmpetitin has different requirements. Withut a budget r special supprt frm clubs, facilities d nt develp t match aspects f internatinal venues. Clubs may nt knw that discrepancies exist, nr that HP athletes have different needs. HP educatin may be remedy. DAILY TRAINING ENVIRONMENT Gaps Majr/Ptential cntributing causes Lack f HP training facilities r limited access. Average DTE is pr, in bth physical facilities and time cmmitted t training Athletes dn t understand requirements t train-tcmpete/win in ur sprt; therefre, they dn t push themselves t train at that standard. Gun clubs can be expensive t jin, especially when yu may need tw r three clubs t meet yur training requirements. Club wnership is private (t membership) and is geared twards meeting thse needs. S, HP athlete must make due, which results in a pr DTE. Athletes tend t be cheap r are either underfunded r nn-funded (self-funded), resulting in nt spending necessary funds t acquire best DTE. While facilities may exist, athletes may nt be cnvinced that financial sacrifice will result in sprt gains. Essentially, lack f
11 - 8 - cnfidence in ability t meet gals may result in lack f financial cmmitment t acquiring quality DTE. Few examples exist f lcal athletes wrking thrugh train t cmpete/win phases. As such, little knwledge exists within athlete cmmunity abut what an ideal DTE shuld be and include. Lack f understanding may lead athlete t believe that sub-standard DTE is gd enugh t meet gals. Lack f knwledge abut amunt f time spent training may be causing lw numbers f hurs spent in deliberate practice. INTEGRATED SUPPORT TEAM (IST)/SPORT SCIENCES/SPORTS MEDICINE Gaps Majr/Ptential cntributing causes Athletes believe that sme SS/SM/IST/Tech has value; but, nt in cncrete manner. As such, implementatin is spradic and pr. Csts can be high and athletes/caches avid csts in prgram. Athletes/caches dn t knw what SS/SM might include within shting sprt cntext. Where technlgy has flurished (SCATT shting simulatr), tech has nt been used t greatest ptential. Few shting sprt examples have been disseminated t athletes. Either we dn t knw what its true value is r we dn t knw hw an implementatin can be beneficial. Nt knwing prcess, athletes/caches shy away frm pssible failure, r implement spradic half-measures. Csts being high and prgrams either self- r under-funded, little cmmitment t ging all-in, putting scarce resurces int unknwns. Self-limiting mindset? Even with educatin frm NCI/CSI-O, few caches/athletes knw hw t build shting prgram t include SS/SM/IST/Tech Little understanding n develping perfrmance KPIs fr SCATT, s use it as dumbed-dwn target simulatr. Need t learn perfrmance mgmt. GOVERNANCE/MANAGEMENT

If any prgram gains mmentum, the effect is shrtlasting and nt pwerful. Need crdinated prgrams, sharing resurces t cncentrate effrt t achieve milestnes that raise ur sprt in a tangible, lng-lasting fashin. ARTICLE 6 PERFORMANCE TARGETS 6.1 Key Targets Our primary fcus is the active develpment f junir prvincial elite athletes t Canadian Natinal Team level and the nging supprt f prvincial elite athletes n Canadian Natinal Teams and/r within reach f Canadian Natinal Team level t cmpete Canada-wide and internatinally. Our secndary fcus is the active develpment f junir club athletes t prvincial elite athletes and the nging develpment f prvincial elite athletes t Canadian Natinal Teams and their nging supprt t becme internatinal athletes. 13 ARTICLE 7 GOALS 7.1 Over-Arching Gal Develpment f Ontari air rifle and air pistl men, wmen and junir athletes t becme Canadian Natinal Team members with the ultimate gal f becming internatinal medal cntenders n the Wrld Cup circuit, including Olympic reginal (quta) champinships (the PanAm Games and the Champinships f the Americas). T als develp junir prvincial athletes t cnsistently prduce Team Ontari pdium perfrmances at the Canada Winter Games and develp junir prvincial talent t becme medal cntenders the Canadian rifle and pistl champinships with a view t finish within the tp half f the field at internatinal junir-specific events that the NSO may ffer in a given seasn. 7.2 Shrt Term Gals Develpment and supprt f Ontari athletes t achieve: (a) (b) (c) (d) at least tw Team Ontari medallists at the 2015 Canada Winter Games; at least ne member n the 2015 Canadian Natinal Team; at least 3 members n the Canadian Develpment Team; and at least ne member n the Canadian Junir Team. 7.3 Lng Term Gals Althugh ur cmmittee has identified many ptential lng term gals, at this time we have pted nt t draft any lng term gals as they wuld nt be achievable due t ur time-limited mandate. ARTICLE 8 DESCRIPTION OF PROPOSED PROGRAMS 8.1 Prgram 1 Junir Training Camp fr 2014 Ontari Winter Games Athletes Prvide a junir training camp fr 2014 Ontari Games team athletes at the 2014 CAGP which will, amng ther things will be a training warm-up fr cmpetitin, ffer teambuilding and access t their team caches. Within the training camp fr junir 2014 Ontari Games team athletes at the 2014 CAGP prvide a seminar by an ptmetrist with respect t eye fcus and hw it affects athlete perfrmance and a seminar by a chirpractr with respect t preventing athlete injuries.

15 Prgram 6 Reprting Template A standardized methd f utlining prgrams and reprting t the OCS is required s that all prgrams can be easily assessed t determine their value and effectiveness t all stakehlders. We have therefre adpted a template in which all prpsed prgrams we undertake will be dcumented n frm develpment t cmpletin. This template is attached heret at Appendix A. 9.1 Key Persnnel ARTICLE 9 KEY STAKEHOLDERS AND PARTNERSHIPS In rder t successfully execute this High Perfrmance Plan, a number f different stakehlders will need t wrk effectively tgether.
