2 158 INTRODUCTION In 2007, at the directin f the Hckey Alberta Bard f Directrs a cmmittee was frmed t develp a prcess t enable Alberta s tp hckey athletes t cmpete at the highest level in a fair and equitable manner. The fcus f the prcess deals with the elite system within Hckey Alberta and prvides fr the develpment f the elite athlete reflecting an Alberta Made Develpment Mdel. The idea is t prvide guidance and directin s that player pprtunity and mvement is dne in recgnitin f the needs f the player and the teams invlved. The guiding principle that has unanimus cnsensus is the agreement at all times fr making respnsible decisins and everyne will act in the best interest f the athlete s ability t play at an elite level. It further recgnizes and supprts that each athlete has the right t cnsider all ptins. The dcument is based n fur (4) principles and uses these principles t create a system that better meet the needs f the athlete as they prgress thrugh the system f develpment. This dcument creates an imprved develpment system prviding a psitive experience fr all participants thrugh imprved cmmunicatins and a better understanding f the principles. PHILOSOPHY OF LEAGUES WITHIN THE ELITE STREAM OF HOCKEY PRINCIPLES The fur (4) agreed upn principles f the Alberta Develpment Mdel are as fllws 1. a) Accept a Made and Played in Alberta philsphy. b) Hckey Alberta establishes an utlined system f develpment that starts at Bantam AAA and cncludes at Majr Junir (Bantam AAA, Minr Midget AAA, Midget AAA, Junir A, and Majr Junir). c) All Elite Leagues and Lcal Minr Hckey Assciatins are t fcus n mving players thrugh the system t the next level. 2. A mechanism is develped t encurage cmmunicatin between Elite Level Leagues n matters related t the Develpment Mdel. 3. The Alberta Develpment Mdel will include criteria t determine an apprpriate number f Teams within each League and the terms and cnditins under which these Teams will perate. Elite Level Teams will prvide elite level pprtunities fr the tp players within their Bundaries. 4. Establish an Affiliatin structure that accmmdates athlete develpment under the develpment mdel. Leagues and Teams within the develpment system shall be knwn as the Elite Stream f hckey. Leagues, Cnferences and Teams within the Elite Stream are nt allwed t have Bylaws and Regulatins that impact the develpment system. All Bylaw and Regulatin changes are t be apprved by Hckey Alberta. Sanctins will be impsed fr any nn-cmpliance t the principles established within the Alberta Develpment Mdel and is t be enfrced by Hckey Alberta.

3 159 DEFINITIONS The fllwing definitins fr wrds and phrases are t be applied slely fr the purpses f the Alberta Develpment Mdel and may r may nt be the same as thse definitins as utlined in the Hckey Alberta and Hckey Canada Bylaws and Regulatins. 1. Alberta Develpment Mdel r ADM means the dcument established by Hckey Alberta that was develped t prvide Alberta players with a prgram that fcuses n the develpment f the elite athlete; 2. Affiliatin means the prcess that prvides the pprtunity fr higher Divisin/Categry teams t dress the maximum number f players allwable fr a game in accrdance with the Hckey Canada Playing Rules; 3. Affiliated Player shall mean a Player, referred t and apprved by Hckey Alberta, as eligible t play fr a team in a higher Categry/Divisin than the team in the Categry/Divisin with whm the Player is registered; 4. Bard means the Bard f Directrs f Hckey Alberta; 5. Bundaries shall mean that line, as mutually agreed upn and/r recgnized by Hckey Alberta, that separates ne LMHA frm anther, and defines that area frm which each LMHA may register participants as Resident Players; 6. Bylaws mean the Bylaws f the League(s) as apprved by Hckey Alberta; 7. Categry(ies) means the sub-divisins f Divisins as fllws AAA, AA, A, B, C, D, Minr, Majr ; 8. Cnferences means thse sub-divisins f a League used t separate areas f a League as fllws Nrth, Suth, Central, etc. ; 9. Divisin means ne f the fllwing: Junir, Midget, Bantam, Peewee, Atm, Nvice, and Initiatin; 10. Elite Draw Zne Area r EDZA shall mean that line, in accrdance with recgnized Bundaries and determined by Hckey Alberta, that separates ne draw area f the Elite Stream frm anther, and defines the area by which Teams in the Elite Stream can access Players frm. In the instance f mre than ne (1) team in a specific divisin/categry within the recgnized EDZA, the area that they will be able t draw players frm shall be agreed t between themselves and apprved by HA. In the event f the teams being unable t agree, Hckey Alberta shall set the bundaries. 11. Elite Hckey means thse Divisins and Categries cnsidered as high perfrmance (Majr Junir, Junir A, Midget AAA, Minr Midget AAA, and Bantam AAA); 12. Gegraphical Sub Divisin may include a city, twn, municipality, rural area r zne as established frm time t time by a Branch within its wn jurisdictin.

4 Imprt Player shall be defined in elite hckey as a nn-resident / imprt / resident player wh resides in ne Elite Draw Zne Area and registers with a team in anther Elite Draw Zne Area. Nte: All imprt players will be autmatically released back t their resident LMHA s at the end f the hckey seasn. 14. League means thse grups f teams (Bantam AAA, Midget AAA and Minr Midget AAA) frming prvince wide leagues as recgnized by Hckey Alberta fr the purpse f participating in the elite stream, which has adpted Bylaws and Regulatins that are cnsistent with the Alberta Develpment Mdel and Bylaws and Regulatins f Hckey Alberta and are apprved by the Bard f Hckey Alberta; 15. Lcal Minr Hckey Assciatin r LMHA means an assciatin, registered as a bdy crprate in the Prvince f Alberta, which has adpted bylaws and regulatins that are cnsistent with the bylaws and regulatins f Hckey Alberta, are apprved by the Bard f Hckey Alberta; 16. Nn Resident Player shall be defined in elite hckey as a Player wh resides utside f the Bundaries f the hst LMHA f the Elite Team but within the bundaries f the Elite Draw Zne Area that the Player is registered with in any playing seasn; NOTE: All nn-resident / imprt players registering n Elite teams will be autmatically released back t their resident LMHA s at the end f the hckey seasn. 17. Ntificatin f Try-Out Frm shall be defined as the designated Hckey Alberta frm used by Players t try-ut with teams within the Elite Stream f Hckey. 18. Prvincials means the Hckey Alberta playff cmpetitin; 19. Regulatins means thse regulatins f League(s), apprved by Hckey Alberta, used fr the administratin and advancement f Hckey; 20. Registry means the electrnic registratin system used by Hckey Alberta t register all players and caches 21. Release means the uncnditinal discharge f a Player frm a LMHA; 22. Resident Player shall be defined in elite hckey as a Player wh resides within the Bundaries f the hst LMHA f the Elite Team that the Player is registered with in any Playing Seasn; 23. Stakehlders means thse Leagues, LMHA s, Clubs, and Teams invlved in the Elite Stream;

5 ELITE DRAW ZONE AREAS 161 In rder t make it fair and equitable fr all teams within the Elite Stream, Elite Draw Zne Areas have been established. These Elite Draw Zne Areas are t be used t establish a feeder system thrughut the Minr Elite Stream. Hckey Alberta has limited the number f Leagues at each f the Divisins f the develpment system t ne (1) league (Bantam AAA, Midget AAA, and Minr Midget AAA) and established Cnferences that fcus n minimized travel requirements and lwer csts fr regular seasn play. Hckey Alberta has established cnsistent Elite Draw Zne Areas that allw fr a feeder system under Midget AAA. - Elite Draw Zne Areas fr each Divisin/Categry within the elite structure d nt verlap. - Entire Minr Hckey Assciatins are within specific Draw Znes and nt split. Prvincial Champinships at each level f the Elite Stream are t be determined via League Play. Only Elite League teams will be eligible t play in the Champinships. The winner f the AMHL will be the sle representative t the HC Midget Natinal Champinship. The winner f the AMBHL will be the sle representative t the Western Canada Bantam Reginal Champinship. EXPANSION & REDUCTION OF LEAGUES Expansin and reductin f teams in the Leagues within the Elite Stream will be based n the fllwing criteria: 1. Hckey Alberta registratin numbers are t be used, in cnjunctin with ther factrs, in determining an apprpriate draw rati f available players per Divisin. 2. Each Elite Draw Zne Area will include a minimum f ne Midget AAA team, ne Minr Midget AAA team and ne Bantam AAA team. 3. Histrical statistics will be reviewed t determine hw cmpetitive the Teams within that Draw Zne have been within the Prvince. 4. Player Develpment is the mst imprtant factr in the ratinale fr expansin r reductin. 5. Teams must still allw Nn-Resident Players frm utside the hst LMHA Bundaries but within the Team s Draw Zne. The bjective is t prvide pprtunities fr the best players frm within a Team s Draw Zne. 6. Expansin requests will cnsider the pssible effects t existing teams / prgrams and the existing number f teams within the same Categry. 7. All changes t the draw znes, expansin and cntractin f teams, will be the respnsibility f the Male ADM Cmmittee t review. All submissins fr changes must be submitted in writing prir t January 30 in rder t be cnsidered fr the next seasn.

12 ELITE PLAYER MOVEMENT 168 The fllwing are Elite Player Mvement Prcedures fr any player wh wishes t mve frm his permanent residence t access his first try ut with an Elite team utside his resident draw zne. Players are expected t play fr the Elite Draw Zne Team that draws frm the Team/Lcal Minr Hckey Assciatin the player is resident in. If, hwever, a player wishes t mve the fllwing applicatin prcess must be fllwed: The player shuld nly request mvement fr extenuating circumstances (i.e. cnsiderably clser fr travel). The player cmpletes a Player Mvement Applicatin Frm and has it signed by all necessary parties (as utlined n the frm). Player submits the Player Mvement Applicatin and supprting dcuments by July 1st (n exceptins) t the Hckey Alberta ffice. Hckey Alberta Office ntifies the players resident Elite Draw Zne Team and Lcal Minr Hckey Assciatin that the player has submitted an applicatin t mve. The resident Elite Draw Zne Team / Lcal Minr Hckey Assciatin is asked t respnd within Five (5) days with their cmments n the applicatin. The HA ffice ensures dcumentatin is cmplete and submits the request t the Male ADM Cmmittee in July (a decisin will be rendered prir t August 1). The cmmittee reviews the applicatin which includes the Lcal Minr Hckey Assciatin and Elite Draw Zne Team s cmments. The cmmittee apprves r denies mvement. Ntificatin f decisin will be sent ut frm the Hckey Alberta Office t the Player, LMHA, Elite Draw Zne Teams invlved, and the apprpriate League(s). If apprved, the Player MUST access their first try ut within the Elite Draw Zne they have been apprved t attend. Players will nt be permitted t try ut fr anther Elite Team unless this newly apprved first try ut is exhausted first. In the case that an affected member is dissatisfied with the decisin, the Hckey Alberta Appeals prcess may be accessed. Nte: ALL PLAYERS WILL RETURN TO THEIR RESIDENT LOCAL MINOR HOCKEY ASSOCIATION AT THE END OF THE HOCKEY SEASON ADM COMMUNICATION MODEL The fllwing cmmunicatin mdel will be used fr cmmunicatins with LMHA s and elite teams as utlined by the ADM. Cmmunicatin with Lcal Minr Hckey Assciatins Feedback is t be gathered frm the LMHA s every year. This feedback will be dne thrugh a n-line survey that will be used t gather feedback frm the general membership in regards t hw the ADM is ding with their LMHA and the draw area f which they are apart f. The feedback will be gathered and reviewed by the Male ADM Cmmittee s that adjustments culd be dealt with prir t the fllwing seasn. This feedback survey will be similar t the agenda fr the Elite Draw Zne team meetings

13 169 Cmmunicatin with Elite Draw Areas and Elite Teams Each Draw Zne Area will meet tw (2) times per year t discuss elite hckey within their area and the ADM in general. These meetings wuld ccur at the start and end f the seasn with the secnd meeting taking place s that the feedback wuld be gathered and reviewed by the Male ADM Cmmittee s that adjustments culd be dealt with prir t the fllwing seasn. The purpse f the meetings is t ensure that the develpment f the players within their Elite Draw Zne Area is being handled in the mst efficient and prductive manner. Each f the Elite Draw Znes will be permitted t make recmmendatins and suggestins with respect t Draw Zne Areas, frmatin f teams, lcatins f teams and develpment pprtunities within their Elite Draw Zne Area. In the case f Edmntn and Calgary, this wuld be dne thrugh their respective cmmittee structure, internally. The meeting wuld be chaired by the AMHL team directr/gvernr and he/she wuld be respnsible t cmmunicate the date and time f the meeting and reprt any feedback that is received t the Hckey Alberta Office. The meetings wuld be made up f ne representative frm each f the assigned elite teams within the Draw Zne Area. The agenda fr these meetings wuld be built as templates by the Male ADM Cmmittee s that there is cnsistency relative t the infrmatin that is being brught frward frm the stakehlders. In each f the cases abve, infrmatin will be gathered thrugh the tw means listed abve, reviewed by the Male ADM Cmmittee, with recmmendatins then being sent t Hckey Alberta. NOTIFICATION OF TRY-OUT PROCEDURE Any Player may try-ut fr the team fr which the Player is eligible f the: AMHL (Alberta AAA Midget Hckey League, AMMHL (Alberta Minr Midget AAA Hckey League), r AMBHL (Alberta Majr Bantam Hckey League) prvided; a) the player has filed a cmpleted Ntificatin f Try-Out frm; b) the team has been apprved fr membership by Hckey Alberta in the Elite Develpment stream. Elite Teams must allw fr Nn-Resident Players frm utside the hst LMHA s bundaries, but within the teams Elite Draw Zne area, t have the pprtunity t try ut with the team. The bjective is t prvide pprtunities fr the best players frm within a Team s Draw Zne. LMHA s hsting Elite Draw Zne Teams must ensure that there are n restrictins n the number f Nn-Resident Players that are eligible t make and register with the Elite Draw Zne Team. The tp 19 r 20 players, by psitin, shuld be selected, regardless f where they reside.

14 170 It is incumbent upn the Hst LMHA t insure they have a plan fr accmmdating nn-resident players in their Elite Draw Zne. This wuld include infrmatin n the fllwing: Living arrangements fr players that need t be billeted if they make the team Schling s the player can maintain their academics Tryuts scheduled n weekends t insure it is cnvenient fr the ut f twn player t prperly participate? Players wishing t try-ut with an Elite Team (as defined) must first cmplete a Ntificatin f Try- Out Frm and submit t their resident LMHA (the LMHA f which the player resides), and the Team t which the player wishes t try-ut fr. Residency f the player is determined as per Hckey Canada Residency Qualificatins. A player must first try-ut fr the team in the Elite Draw Zne Area where the player resides (unless previus apprval has been btained via Elite Player Mvement Applicatin). If the player des nt make the team they are trying ut fr, they may have the ptin t try-ut fr the next clsest Elite Team as defined by the Elite Draw Zne Areas. (If there is any dispute with the next clsest Elite Team, the dispute shall be settled by Hckey Alberta upn applicatin). 1. The player must first btain a Waiver frm the team f which he did nt make. 2. The player wuld then submit the amended Ntificatin f Try-ut frm fr the next clsest Elite team. This Ntificatin f Try-ut frm is required in rder t try-ut as a nn-resident / Imprt player fr the next team. His previus waiver(s) must accmpany the request. Nte: 15 Year Old Midget Players are permitted t try ut with the Midget AAA (AMHL) Team within their Resident Draw Zne Area nly. If the player des nt make the Team within their Resident Draw Zne Area they have the ability t try ut fr the Minr Midget AAA (AMMHL) Team within their Resident Draw Zne Area. A 15 Year Old Player may travel t the next clsest Draw Zne Area t try ut fr an additinal Minr Midget AAA (AMMHL) Team nly. A player making the designated Elite Team will receive Permissin t Play frm the LMHA f which the player was registered in the previus seasn and/r their resident LMHA. The player must pay any utstanding fees r ther financial bligatins wing t the previus registered Team. Once an Imprt Player (by definitin) has made the Elite Team f which he was trying ut fr, the Player must ensure that his Ntificatin f Try-ut Frms and all applicable Waivers are submitted tgether at the time f registratin t Hckey Alberta. Failure t submit the Ntificatin f Try Out frm and applicable waivers (as required fr an Imprt Player), at the time f registratin, will result in that player being nt registered. Timely and infrmed decisins must always be kept in cnsideratin. TEAM REGISTRATION All Hckey Teams must be prperly and duly registered in the Registry with Hckey Alberta, prir t their first League Game r Nvember 15, whichever ccurs first. All Players participating n a Hckey Team must be duly registered in the Registry befre their first league game. Any Hckey Team whse registratin is received after Nvember 15, will nt be eligible fr Prvincials. MAJOR MIDGET AAA (AMHL Teams) During the Try Out prtin f the seasn, Teams are t register a maximum f a 40 man rster in the HCR. All players playing in exhibitin games and preseasn turnaments will be listed as tryut players n this rster. This is nt applicable t thse players skating at tryut sessins, nly thse players in exhibitin games. The transfers will be entered int HCR with the NTO upladed t the transfer and the transfer will be apprved using Apprve (Share) s that bth the Resident MHA and the MHA in which the AAA Team is hsted can view the player s prfile. Once the player makes the AAA team, the primary assciatin f the player will be changed t the MHA f the AAA team he is nw registered with. All players that dn t make the AAA team will be released ff the team in the Registry and will return t their resident LMHA. The AMHL has declared 5 games at the beginning f the seasn as being Pre-Seasn games fr the purpse f Team rster declaratin. This structure was develped t better reflect the current Hckey Alberta Regulatins and t address the dates by which players are released frm higher divisins. T fllw is the structure by which Teams in the AMHL will register: The first 5 games f the AMHL scheduled seasn have been declared as Pre-Seasn games fr the purpses f Team rster declaratin. AMHL Teams will register a minimum f 15 players in the Registry by their first Pre-Seasn game. Beynd the minimum 15 players registered in the Registry, teams will have access t a flating 10 player auxiliary list during the curse f the 5 scheduled Pre-Seasn games. Upn the cmmencement f the scheduled 6 th league game all players will be registered in the Registry. All Discipline matters will be administered by the AMHL with all ntificatins f suspensins during the AMHL Pre-Seasn t be frwarded t the respective Zne Minr Discipline Crdinatr fr review.

AFFILIATION POLICY The Affiliatin Plicy is used t accmmdate athlete develpment under the Alberta Develpment Mdel (ADM). T allw fr Affiliatin within each Elite Draw Zne Area fr the Teams currently playing in the Alberta Midget Hckey League (AMHL), the Alberta Minr Midget Hckey League (AMMHL) and the Alberta Majr Bantam Hckey League (AMBHL). The Teams within the Elite Stream f Hckey are eligible t Affiliate players that reside within the bundaries f an MHA within that specific Elite Draw Zne Area. All players t be registered fr affiliatin within the ADM must meet and qualify in accrdance with the Hckey Alberta and Hckey Canada Regulatins. Affiliatin needs t be filed in the Registry and apprval will cme frm the Minr Zne Administratin Crdinatr fr the Zne in which the Elite Draw Zne Area Hst LMHA is lcated within. An Elite team may affiliate nineteen (19) players frm within the team s designated gegraphic regin. Prir t participatin as an affiliated player, the player s name must appear n the team s affiliatin list filed within the Branch. Once a player s affiliatin is apprved, the player s name may nt be drpped frm the affiliatin list during the current seasn and replaced, unless the team with which the player registered releases him/her n r befre January 10. N player is permitted t be part f mre than ne (1) specially affiliated players list at any time during the current seasn. An affiliated player must have the apprval f his/her registered team in rder t play. NOTE: All Affiliated players must reside in the Elite Draw Zne Area f the team they will be Affiliated with, in either the AMHL, AMMHL r AMBHL. All affiliatins shall terminate at the end f the current playing seasn. Fr clarificatin purpses, the intent f this plicy is t allw Players t Affiliate t Teams in the Elite Stream frm any LMHA in the Elite Draw Zne Area regardless f the LMHA Categrizatin. The reasn is t prvide fr the develpment f Players in the Elite Stream within their Elite Draw Zne Area as per this ADM.

17 MALE ADM COMMITTEE 173 The purpse f the Male ADM Cmmittee will be t encurage cmmunicatin and develpment between the Elite Level Leagues and cmmunicate thse cncerns and ideas t Hckey Alberta. It shall be the respnsibility f the Male ADM Cmmittee t mnitr, frmulate and recmmend changes and imprvements in the Elite Stream f Hckey. The Male ADM Cmmittee will reprt t the CEO, r designate. Upn making a decisin regarding recmmendatins, the cmmittee shall have the respnsibility t supervise and carry ut the decisins. The cmmittee shall be an Operatinal Standing Cmmittee f Hckey Alberta and shall have a Terms f Reference in place that stipulates the purpse, gals and bjectives and cmpsitin f the cmmittee. Sme items the Male ADM Cmmittee is tasked with are: Make recmmendatins t encurage develpment pprtunities t the Elite Level Players, Teams and Leagues related t the Elite Stream f Hckey. Review and recmmend changes (if necessary) n the Draw Znes f Teams within the Elite Draw Zne Areas frm recmmendatins and statistics frm the Elite Draw Zne Teams. Establish a cmmunicatins prtcl and cnflict reslutins prcedure t ensure gd gvernance amngst the leagues invlved. Make recmmendatins in areas f expanding and/r reducing f Elite Draw Zne Areas t ensuring that they fit within the established criteria. Make recmmendatins in areas f reductin and additins f Elite Teams within the Elite Draw Zne Areas with input frm the Elite Draw Zne teams ensuring that they fit within the established criteria. Make recmmendatins t deal with areas f player mvement frm the different levels f the Elite Stream thrughut the hckey seasn. Develp a mechanism t encurage cmmunicatin between Elite Level Leagues n matters related t the Develpment Mdel.
