PSC Training Prgram Objectives PSC Training Prgram Plicy and Prcedures A majr bjective f the Pentagn Sailing Club s (PSC) is t encurage the develpment f seamanship skills and t prvide pprtunities fr sail training, recreatinal sailing, and related activities t club members. The club s rbust training prgrams are aligned t meet these gals. 3. Training Certificatin Authrity A) As a member club f the U.S. Naval Sailing Assciatin (USNSA) r Navy Sailing, PSC mdels its qualificatin prgrams n the standards fr Navy Sailing training and certificatin. The PSC issues certificates fr its wn sailing levels f achievement as well as Navy Sailing certificatins if the member is als a member f Navy Sailing. B) This dcument prvides an verview f the varius PSC training prgrams and the prerequisites and requirements t meet each level f qualificatin. 4. Training Schedule, Sign-ups, and Payments A) Sailing curse schedules and ther infrmatin will be psted t the PSC website ( and published in the club s newsletter, The Lubbers Line. Curse and training events are reserved nly upn receipt f the apprpriate curse, crew, r berth fee and signed registratin frm. B) There are separate registratin frms fr the Bay and River. Bth are available n the PSC website r frm the respective Bay and River Training Crdinatrs. Frms and fees shuld be sent in accrdance with the web site. 5. Training Cancellatins and Refunds: The PSC training prgram is run exclusively by vlunteer instructrs and administratrs. Fees fr activities directly ffset training expenses, such as bat leasing and maintenance, slip rentals, and insurance. Because PSC must break even n these events, a cancellatin plicy is necessary. The fllwing rules apply: A) Fr Bay Events, dwn payments fr bay sails may be made. These fees are listed n the PSC web site. If canceled mre than 30 days in advance, the fee will be refunded. If yu cancel within 30 days f the sail, the fee is nn-refundable. If there is a wait list and smene can replace yu, a refund may be issued. If there is n wait list, yu may als find a suitable replacement. Yu may request a refund frm the Bridge if extrardinary circumstances exist. The Bridge is nt bund t grant a refund. B) Fr River Events, the fee will be refunded in full, if the ntice f yur cancellatin ccurs mre than 14 days befre the activity start date. The fee will nt be refunded if cancellatin ccurs within furteen days, unless the student finds a replacement. PSC will assist with, but will nt be respnsible fr, finding a replacement. C) PSC recgnizes that extrardinary circumstances may cause cancellatin, and will take that int cnsideratin fr rescheduling r refunds. If the PSC must cancel an activity, Page 3 f 38

4 every attempt will be made t reschedule the student t a mutually agreeable date and time. If rescheduling cannt be dne, the activity fee will be refunded in full. D) Persns n the wait list fr a specific sail have pririty ver any individual wh swaps sails with anther individual wh already has a cnfirmed space n that sail. Fr example, let us assume that David has a psitin n a 10 June sail, which has three waiting n the standby list. Kristy is first n the standby list fr that sail n 10 June. Benny has a spt n a 15 May bay sail, which is full, but has n wait list. David has a change f plans, and wants t switch his 10 June sail fr 15 May. If David gives up his slt, and Benny wishes t give up his slt in exchange fr 10 June, then David may take his slt. Hwever, Benny will mve t last in line n the standby list fr the 10 June sail, while Kristy will get the slt vacated by David. 6. Training Structure PSC ffers varius training prgrams and encurages its members t pursue training at their wn pace t meet their unique gals. There is n need t be pursuing certificatin t take part in any sail n the Chesapeake Bay r the Ptmac r Anacstia Rivers, r in any ther sail ffered by the PSC. T participate in training, the member r family member and shuld have the strength t handle lines, sheets, sails and tiller f the bat. Prgram descriptins fllw, and specific requirements fr the varius qualificatin levels are utlined in Annex A. A) Basic Keelbat Skipper Training Prgram (B-KBS). The Basic Keelbat training prgram is perated frm the club's hst marina. Training is cnducted by PSC instructrs n PSC wned keelbats in the range f feet. All bats are equipped with utbard mtrs. These sailbats have basic sailing equipment and sparse belw deck systems. The Basic Keelbat curriculum is nrmally cnducted fur t five times per year. B) PSC Cruising Skipper Training Prgram. This advanced sail-training prgram is cnducted frm varius marinas n the Chesapeake Bay and n PSC-chartered bats in the ft range. Members may pursue certificatin as a Senir Crew, Navigatr, Basic Cruising Skipper/Watch Captain and Advanced Cruising Skipper. As stated earlier, each f these levels, except Navigatr, has a cmmensurate qualificatin level fr members wh are als members f Navy Sailing. The Navigatr qualificatin des nt exist in the Navy Sailing syllabus, and ccurs after ASA 104 qualificatin in the ASA framewrk, where it is knwn as ASA 105. Because the Navigatr qualificatin is equivalent t r mre stringent than an ASA 105 qualificatin, a PSC B-CSN qualificatin is equivalent t an ASA 105 qualificatin, nt an ASA104. Members must prgress thrugh each level meeting the requirements fr each level befre mving t the next level f training. The requirements fr each level are described in Annex A, with a summary matrix prvided in Annex C. Cruising Skipper candidates must declare themselves as such t the Training Cmmdre (TC), and then the TC will issue the candidate a signed Cruising Skipper Candidate Checksheet & Lgbk. Candidates then pursue and demnstrate the Page 4 f 38

5 skills required n the Checksheet at their wn pace, ver ne r mre sailing seasns as necessary. The mst advanced level f training the PSC cnducts is called the D- Cruising Skipper (D-CS). This final level f qualificatin requires tw separate n the water evaluatins. Upn cmpletin f all the D-CS task and time requirements, a candidate schedules with the Training Cmmdre the frmal n the water evaluatins. Bay Training events are scheduled thrughut the sailing seasn and include ne-day, tw-day, and vernight trips. Training evaluatins are als available during all PSC Raft-Ups upn request. Candidates may receive training frm any PSC Bay Skipper n any Bay, ffshre, r trpical-waters sailing event. Candidates may als receive training and accumulate hurs n private sails frm individuals pssessing qualificatins cmmensurate with thse f PSC Bay Skippers f Recrd (SORs). Candidates may nly use PSC Bay SORs t credential their hurs, signatures, r evlutins unless specifically authrized by the Training Cmmdre. Bats must be greater than 30 feet in length with inbard prpulsin t be used fr the Cruising Skipper Candidate Checksheet and Lgbk. B) PSC and Navy Sailing Certificatin Prgrams. Bth the PSC and Navy Sailing ffer sailing certificates. Fr Navy Sailing qualificatins where PSC ffers the certificate, members will receive a club certificate. If members maintain their membership in Navy Sailing, they will receive qualificatin cards with their certificates. Fr certain levels where PSC des nt award a certificate, members may request Navy Sailing Certificates frm the Directr f Navy Sailing (DONS). These include D-SS and instructr qualificatins. 6 Sailing agrees that the intent f the CNET Manual P1552/1 is fulfilled. Certificatin at the B-KBS level is required prir t certificatin at the B-CSN r D-CS level. 7. Winter Training Prgram (WTP). The WTP is cnducted every year frm Octber thrugh April. Classes are held at training facilities as indicated in the PSC Calendar f Events. The WTP is intended t prvide advanced classrm training beynd the Keelbat Skipper B- KBS curse. Any PSC member may attend the WTP, but the WTP is particularly beneficial fr candidates in the Cruising Skipper (B-CSN, and D-CS) Candidate Training Prgram. A) Curse tpics nrmally may include Advanced Sail Trim, Heavy Weather Sailing, Safety Equipment, Large Bat Systems, Navigatin and Pilting, Anchring and Rafting, First Aid and CPR, Rules f the Rad, and Bat Chartering. PSC des nt teach an apprved Bating Safety Curse. B) These classes will greatly assist in the study fr the Bay Skipper written exams. These exams are nrmally given in the April t May timeframe, but may be individually scheduled at anytime with the Training Cmmdre. Nevertheless, taking the winter training classes is nt sufficient fr passing the Bay Skipper (aka cruising exams.) The exams are brad in their scpe and may tuch n tpic areas nt cvered during the winter training prgram. Preparatin fr the exams requires the study f the US Sailing series f cruising bks, Chapman s Pilting, the Inland and Internatinal Rules f the Rad, Jhn Rusmaniere s Annaplis Bk f Seamanship 8. Instructr Training. The Training Cmmdre (TC) will hld ne r mre instructr training sessins fr Cruising and Basic Keelbat instructrs near the beginning f the sailing seasn and pssibly mid-seasn. All prspective instructrs must attend these sessins, which will cver club plicies, training prgram cnduct and bjectives, lessns plans, safety, administrative infrmatin, and ther pertinent tpics. PSC instructrs are als encuraged t pursue instructr qualificatin under Navy Sailing, ASA, U.S. Sailing, r ther gverning bdies. 9. Refresher Training and Challenges. Club plicy requires that a member s qualificatins must be recgnized by the PSC in rder fr that member t skipper a PSC chartered bat during a club event. Club members with previus sailing experience may challenge any level f PSC and USNSA certificatin, if they have sufficient training and experience. The TC will assist members wh have such experience with arranging refresher training t familiarize them with the club bats, club skippering respnsibilities and prcedures, as well as renewing their sailing skills. T challenge a certificatin level, members must prvide dcumentatin f sufficient prir training and experience t the Training Certificatin Cmmittee (TCC). This dcumentatin is nrmally shwn thrugh a sailing lg r resume, certificatins, and curse cmpletin certificates. After such experience is dcumented and familiarizatin cmpleted t the satisfactin f the TCC, the TCC will recmmend a plan f actin. If sufficient experience is shwn, and the TCC recmmends, the TC will appint an evaluatr, and develp and schedule a Challenge Exam fr the certificatin level being challenged. This Exam will include n-thewater prtins, and may include written exams as judged necessary by the PSC TCC. Upn successful cmpletin, the TC will prvide the member with that certificatin level fr which they challenged. Page 6 f 38

7 A) Fr PSC B-KBS qualificatins, the qualifying challenge instructr must be a Lead Instructr fr the B-KBS curse. B) Fr PSC Advanced Cruising Skipper (aka Bay Skipper)/ D-CS Certificatin challenges, the evaluatr must be a Senir Cruising Instructr. C) The D-CS candidate must als specifically dcument knwledge f large bat systems, sufficient navigatin and night sailing experience, navigatin rules, PSC Bay Skipper respnsibilities and prcedures, as well as hld a Bating Safety Certificatin that meets Maryland, Virginia, and Washingtn DC requirements and current CPR and First Aid certificatins. 10. Other Training Events. The club attempts t serve its members needs. Thus ther training events will be resurced and scheduled as demand arises. These events may include a DelMarVa circumnavigatin (arund the Delaware, Maryland, and Virginia peninsula), r sails frm remte prts, e.g., Nrflk, the Bahamas, the Caribbean, etc. Varied prgrams n the Bay r River may als be scheduled, and we encurage members t request such additinal training. 11. Training Awards Prgram. Every year the Training Cmmdre identifies tw club members fr awards. A) The Mst Imprved Sailr f the Year award is presented t the member wh has demnstrated the greatest sailing ability imprvement ver the curse f the sailing seasn. B) The Training Cmmdre s Award is presented t the member wh has given an extrardinary level f service t the training prgram. Service is demnstrated by bth the hurs spent training students and the verall supprt t the prgram. Training Awards are presented at the club s annual hliday party and awards dinner. 12. Seabag Items: All individuals wh pursue sailing n the bay beynd the senir crew level shuld bring a seabag that may include ful weather gear, sailing glves, PFDs, and harnesses and tethers and ther items as listed in Annex B. Members wh are first explring bay sails during the day are nt required t make the investment in a harness and tether, as they may decide that sailing n the Bay is nt smething that they wish t pursue. Tw vernight bags will be available at the ABC shed t which Bay SORs will receive keys. These will cntain preventers, snatch blcks, jack lines, and fur sets f Harnesses and tethers, fr these PSC members wh are new t bay sailing. Harnesses, tethers, and jack lines are mandatry fr night sailing, as well as, heavy weather. Any PSC member sailing n an vernight event is recmmended t purchase their wn harness and tether. 13. Feedback: PSC has a 360 degree feedback prgram n skippers, lecturers, and students. A) Students will be given the pprtunity t prvide feedback n all classrm lectures and sailing events. Frms shuld remain annymus. Frms fr bay sails, which will be flded, will be placed in an envelpe. The skipper/instructr and ne witness will seal the Page 7 f 38

8 envelpe signing n the back and mail it t the Training Cmmdre. The infrmatin will be reviewed by the Training Cmmdre and TCC fr lessns learned. B) Fr the River Prgram, the instructrs will lk at feedback frms filed each day by the students. This infrmatin will be reviewed fr lessns learned by the River Training Crdinatr and the Lead Instructr. C) Instructrs/skippers will als prvide feedback n students.! River: Instructrs in the river prgram will rank each crew member n their bat in the after actin meeting at the end f the first day. The purpse f this ranking is t identify situatins where nticeable prficiency gaps are emerging. When students perceive that they are nt making prgress as rapidly as thers, they lse enthusiasm. Crews will be arranged int new crew mixes based n this evaluatin fr the secnd day. At the end f the secnd day, the instructrs will evaluate all f the candidates cllectively n all f the bats, and be careful t identify any gaps that may be develping. They will cntinue t use this methd thrugh the secnd Saturday f the class.! Bay: Skippers will evaluate students based n an assessment f their ability t pass their next OTW evaluatin at the end f the cruise. The assessment shuld be 0% t 90%. N tw crew members shuld receive the same exact assessment. Instructrs are nt required t share this assessment with crew members. Bay SORs shuld send this reprt by t the Training Cmmdre. D) In the event that a student, instructr, r skipper des nt wish t share the cmments with anyne the Bay Training Crdinatr r Training Cmmdre they may use the senir member f the TCC as an alternative. E) The Training Cmmdre will, as required, present mnthly assessment trend reprts t the Bridge and general membership meetings. It shuld always be assumed that reprts will nt be attributable t an individual student. 14. Training Prgram Rles and Respnsibilities A) Training Cmmdre (TC)! The TC is respnsible fr the verall cnduct and standards f the River, Bay, winter, and ther training prgrams. Specific duties include: Establishing the annual training budget fr Bridge apprval. Cntrlling receipts and expenditures and prviding recrds t the Treasurer. Develping training plicies, prgram, and prcedures. Page 8 f 38

9 Creating and distributing Training Checksheets (e.g. Cruising Skipper (D-CS) Candidate On the Water Evaluatin (OTW) Checksheet, Bay Skipper Candidate (B-CSN) OTW Checklist, and Navigatin OTW Checksheets). Issuing certificatin cards and certificates as earned. Planning and executing all PSC training prgrams. Writing and prctring the club s Skipper B-KBS written exam, PSC Pilting Exam, PSC General Tpics and Safety Exam, and PSC Navigatin Rules (Rules f the Rad) Exams. Appinting a River Training Crdinatr, a Bay Training Crdinatr, and ther persnnel t execute prgrams and apprving their lessn plans fr their respective training prgrams. Appinting members f the PSC Training Certificatin Cmmittee (TCC). Acting as the tie-breaker vte in the decisins f the PSC Training Certificatin Cmmittee. Liaising with U.S. Naval Sailing Assciatin (USNSA), US Sailing, and ther rganizatins t establish training standards. Prviding ntice t the Executive Directr f USNSA f all club members btaining certificatin fr USNSA recrds. Acting as Crprate Officer n the PSC Bridge. Prviding training articles and cntent fr the club s website and newsletter. Maintaining the club s fficial Skipper list t dcument the current qualificatin levels f all club members. Maintaining the list f all qualified River and Cruising Instructrs. Creating and distributing the required annual Rules f the Rad Exam fr all Cruising Skipper D-CSs, and checking t ensure that Bating Safety Certificate requirements are met by all PSC Skippers, and encuraging CPR and First Aid recertificatins. Implementing the Training Awards Prgram. Nminating Cruising Instructrs and Senir Cruising Instructrs t the Training Certificatin Cmmittee. Investigating and reprting n accidents that ccur during sail training. Gathering mnthly vlunteer hurs frm River and Bay Crdinatrs and submitting them t the PSC FVSM Manager mnthly. Perfrming ther duties as required by the PSC Cmmdre. B) River Training Crdinatr (RTC)! The TC may appint an RTC t assist with the cnduct f the club s varius river training prgrams. The RTC has the fllwing respnsibilities: Mnitring the cnduct f the Basic Sail Training (River) Prgram fr B-KBS and assist in develping training bjectives, lessn plans, and materials fr instructr use. Scheduling River Instructrs. Ensuring all instructrs and students sign the River Activities Registratin Frm befre each River Training Class. Issuing red River Instructr Pl Shirts. Page 9 f 38

10 Ensuring all students sign liability waivers and swim statements. Ensuring all instructrs have the required Bating Safety Certificates and reminding them t carry them n their persn while instructing. Reminding all students t satisfactrily cmplete the Bating Safety Curse. Crdinating with the River Cmmdre n bat availability and maintenance issues. Crdinating with the River Bat Scheduler fr training use f the river sailbats. Advertising and marketing the Basic Sail Training (River) Prgram. Prviding students names t the TC s that cards and certificates can be made. Prviding cntent and articles fr the newsletter and website. Crdinating with the Membership Cmmdre t sign up new members fr sailing instructin. Tracking and reprting mnthly t the TC all vlunteer hurs fr instructrs and ther vlunteers. C) Bay Sailing Crdinatr (BSC)! The Training Cmmdre may appint an BSC t assist with managing the sail signup prcess: Crdinating Bay Training with the Bay Cmmdre fr club raft up events. Sliciting and scheduling members fr Bay Training Events. Ensuring that all training participants are current members, and that all Instructrs are current in all f their requirements. D) Bay Training Crdinatr (BTC)! The TC may appint a BTC t assist in the cnduct f the club's Bay Training Prgram. The BTC has the fllwing respnsibilities: Mnitring the cnduct f the Cruising Candidate (Bay) Training Prgram and develping training bjectives, lessn plans, and materials fr instructr use. Planning, develping, and budgeting Bay Training events. Crdinating with the Bay Cmmdre fr bat charters fr Bay Training events. Crdinating with Bay SORs n flat plans, crew assignments, and training needs. Ensuring all Bay SORs have cmpleted the annual Navigatin Rules (ROR) Exam. Ensuring all instructrs have the required Bating Safety Certificates and reminding them t carry them n their persn while instructing. Issuing Bay Skipper Ball Caps. Advertising and marketing the Bay Training Prgram. Crdinating with the Training Certificatin Cmmittee and implementing their decisins fr the Bay Training Prgram n behalf f the TC. 11 E) Winter Training Prgram Crdinatr (WTPC)! The Training Cmmdre may appint a WTPC t : Crdinate with instructrs fr class specific needs. Arranging fr instructrs as needed. Maintain the club classrm training equipment (cmputer, prjectr, white bard, cffee pts etc,) during the winter. Pick and prvide refreshments fr all winter training classes. Cllect class fee at the beginning f every class. Prvide reprt f earnings within ne week f class t Training Cmmdre and Treasurer. F) Training Certificatin Cmmittee (TCC)! The TCC acts as an advisry bdy t the TC and is cmprised f fur senir club members wh are Bay Skippers and have demnstrated leadership, sailing expertise, cmmitment t PSC, and are intent n furthering sailing and seamanship. The TC appints the TCC fr a tw-year term, running cncurrently with that TC s tenure. Members may serve multiple terms. The respnsibilities f the Cmmittee include: Advising the TC n training plicies and prcedures. By vte, apprve candidates fr Cruising Instructr and Senir Cruising Instructr status. Mentring and develping the sailing skills f club members. Cnsidering any ther training matters as assigned by the TC. Assisting the TC with the investigatin f incidents ccurring during any PSC spnsred sailing event. Determining qualificatin levels fr candidates challenging the PSC prgram. Cnsidering reducing qualificatin levels recgnized by PSC fr club members. Making frmal recmmendatins by majrity vte. (The TC will cast tiebreaking vtes f the Cmmittee.) G) Instructrs! There are several instructr levels and certificatins within the PSC: Senir Cruising Instructr; Cruising Instructr Bay Skipper f Recrd (SOR) Lead Instructr fr Basic Keelbat Training Primary Instructr fr Basic Keelbat Training Assist Instructr fr Basic Keelbat Training! All PSC instructrs are ambassadrs fr the club. Instructrs are respnsible fr: Executing training in accrdance with the training prgram, training bjectives, and all club plicies. Acting as safety fficers during all training events. Evaluating students as requested by the TC, RTC, r BTC in a standardized and fair manner.
