1 Principles Athlete Allcatin System Preamble The Cmmnwealth Games Federatin s (CGF s) strategic plan Transfrmatin 2022 is a blueprint which puts athletes at the heart f ambitins fr grwth and innvatin. The strategic plan recgnises the rapidly-changing landscape f internatinal sprt as we cntinue t develp the wrld-class sprting stage that is the Cmmnwealth Games. Transfrmatin 2022 bradens the CGF s fcus frm the fur year perating cycle f the Games itself t a mre far reaching rle as a glbal mvement fcused n partnerships, engagement and value generatin that unites athletes, citizens and cmmunities. Transfrmatin 2022 has fur strategic bjectives: 1. Inspiring and Innvative Games; 2. Gd Gvernance and Management; 3. Strng Partnerships; and 4. A Valued Brand. Cmplementing Transfrmatin 2022, the updated visin f the CGF is building peaceful, sustainable and prsperus cmmunities glbally by inspiring Cmmnwealth Athletes t drive the impact and ambitin f all Cmmnwealth Citizens thrugh Sprt. Thrugh Transfrmatin 2022, the CGF has had a revitalised apprach t the Sprt strategy including: 1. A newly apprved prgramme f cmpulsry and ptinal sprts; 2. An agreement t establish a recgnised designatin fr thse Internatinal Federatins develping activities within the Cmmnwealth; and 3. The endrsement f a sprts quta system t be implemented at the Durban 2022 Cmmnwealth Games fr the first time. T achieve these strategic gals, a hybrid and transitinal mdel has been agreed fr intrductin at the next editin f the Cmmnwealth Games n the Gld Cast in 2018 (GC2018). Cnsequently, the participatin f athletes fr a select number f sprts will be administered thrugh qualificatin criteria while the remaining sprts n the prgramme will be managed via the existing pen-entry prcess. The sprts fr GC2018 that will be administered thrugh qualificatin criteria are: Badmintn (Team Event); Para-Sprts; Team Sprts; Beach Vlleyball and Weightlifting. Minimum Participatin (MPS) have als been develped fr Athletics Field and Rad Events t ptimise the peratinal and scheduling delivery f Athletics at GC2018. Page 1 f 2

2 Athlete Allcatin Systems Thrugh cnsultatin with Internatinal Federatins (IFs) and GC2018, the CGF has develped a series f Athlete Allcatin Systems by sprt that will detail the fllwing: 1. Medal Events by Discipline; 2. Maximum CGA Athlete Qualificatin Numbers by Event; 3. Type f Athlete Slt Allcatin (T the CGA, r t the CGA fr eligible Events by Athlete by Name); 4. Qualificatin Framewrk; 5. Athlete Eligibility; and 6. Timelines. Athlete Allcatin Systems have been develped t enable the clear cmmunicatin f deadlines, prcesses and CGA Quta Allcatin requirements. These Athlete Allcatin Systems will be supplemented by the GC2018 Sprt Entries Manual and Sprt Explanatry Guidelines. The CGF retains the sle and abslute discretin t amend Athlete Allcatin Systems, including in instances where the amendment f IF Regulatins requires adjustment t published Systems. Page 2 f 2

6 Open Allcatin Events This means that CGAs must use ne f their pre-defined CGA Quta Allcatins t enter an athlete in ne f these events. CGAs must als cmply with the discipline and event-specific rules listed belw. Fr the avidnace f dubt, it wuld nt be pssible fr a CGA t remain within their CGA Allcatin and als exhaust the event and discipline specific qutas belw. Qualificatin Events This means that CGAs must qualify t be eligible t cmpete in accrdance with the applicable Athlete Allcatin System. Entry in these events is in additin t the CGA Allcatin. There is n limit n hw many disciplines a CGA can qualify in prvided they achieve the qualificatin required, but they must still respect event-specific quta restrictins (listed belw). Athletics: Max 3 athletes per event. Max 1 Relay per event. Max 6 athletes in a Relay event, but where an athlete entered in 100m and 400m event must als be identified fr the Relay. NOTE: MPS fr sme events Badmintn: Max 5 Men and 5 Wmen entered by CGA. Within this max, a CGA can enter a max 3 Athletes in Single Events and 2 Pairs in single gender Dubles events. 8 XXI Cmmnwealth Games Gld Cast April 2018 Internatinal Basketball Federatin (FIBA) SPORT BASKETBALL (Men & Wmen) Entries Fr bth the Men s and Wmen s cmpetitins, FIBA/CGF will determine the CGA s t participate based n the fllwing: 1. Hme Natin representatin; 2. Autmatic Invitatin fr the three (3) highest ranked CGA s n the FIBA Wrld Ranking List as at 1 July Fr the avidance f dubt, the Hme Natin will nt be cnsidered in this prcess; and 3. FIBA/CGF discretin in determining the remaining fur (4) CGA s. At the sle and abslute discretin f FIBA/CGF, fur (4) CGA s will be identified t participate based n factrs including, but nt limited t: a. Widely and regularly practising natinal Teams and athletes nt therwise qualified; b. Internatinal, reginal and natinal cmpetitin results including strength f cmpetitin, cnsistency f perfrmance and head-thead results; c. Opprtunity t participate in internatinal and reginal cmpetitin; d. Demnstrated availability f athletes t participate in the Gld Cast 2018 Cmmnwealth Games cmpetitin; and e. Any ther factr(s) cnsidered relevant by FIBA/CGF. In cnsidering the identificatin f CGA s t participate, FIBA/CGF will use best endeavurs t ensure the participatin f at least fur (4) f the Federatin s six (6) regins. Where an identified CGA elects nt t accept an Autmatic Invitatin place, the next highest ranked eligible CGA n the FIBA Wrld Ranking List as at 1 July 2017 will receive Autmatic Invitatin frm FIBA. Where a CGA identified at the discretin f FIBA/CGF elects nt t accept, FIBA/CGF will reallcate the place at their sle and abslute discretin. In the case f Great Britain, Crwn Dependencies and British Overseas Territries, FIBA have cnfirmed that Great Britain territries can cmpete as independent entities at the 2018 Cmmnwealth Games. Results btained by Great Britain n the FIBA Wrld Ranking List will be attributed t a CGA based n the cmpsitin f representatin f the Great Britain Team as at 1 July All remaining CGA s will be eligible fr discretinary identificatin by FIBA/CGF t participate in accrdance with the prcess abve. 6 ATHLETE ELIGIBILITY a) T be eligible t represent a CGA, an athlete must; Nt be currently under disqualificatin r suspensin by the CGF, r their respective Affiliated CGA r FIBA r under the Wrld Anti-Dping Cde; Have cmplied with all applicable rules and regulatins f the CGF, FIBA and the Wrld Anti-Dping Cde as may be mdified and applied by the Federatin t ensure that the verriding principles f the Cmmnwealth Games are bserved. Where n 2017 UCI Para-cycling Track Wrld Champinships are held, UCI and CGF at their sle and abslute discretin will determine the tp five (5) CGAs t earn a qualificatin slt as at 31 Octber 2017 based n factrs including, but nt limited t: 1. Widely and regularly practising natinal athletes nt therwise qualified; 2. Internatinal, reginal and natinal cmpetitin results including strength f cmpetitin and cnsistency f perfrmance; 3. Opprtunity t participate in internatinal and reginal cmpetitin; 4. Demnstrated availability f athletes t participate in the Gld Cast 2018 Cmmnwealth Games cmpetitin; and 5. Any ther factr(s) cnsidered relevant by UCI and CGF. T CGA T CGA T CGA T CGA 5 QUALIFICATION PATHWAY a) Internatinal Cmpetitin IBD and CGF will determine the CGAs selected t cmpete in Medal Events, having cnsideratin fr previus internatinal cmpetitin experience and results. CGAs will be capped at ne (1) Team per Medal Event. Upn selectin, CGAs will be invited t participate in the eligible Medal Event/s. In the event a CGA is unable t accept the award f any and/r all slts earned via this methd, the slt(s) will be redistributed t the next CGA identified by IBD fr participatin based n Internatinal Cmpetitin. b) Hme Natin The Hme Natin is entitled t enter ne (1) Team per Medal Event. c) Universality In recgnitin f widely and regularly practicing Para-Lawn Bwls athletes whse CGAs have nt therwise earned a slt-allcatin, ne Universality psitin per Medal Event may be issued. This methd may be actined in circumstances where less than fur (4) CGF regins are represented fllwing applicatin f Internatinal Cmpetitin and Hme Natin qualificatin methds. Best endeavurs will be made t have fur regins represented. All applicatins fr Universality slt-allcatin must be submitted by the CGA. CGAs t be cnsidered by the Bipartite Cmmissin shall have demnstrated best endeavurs t cmpete in at least ne (1) IBD sanctined event between 2014 and These slts are nn-transferable and in Page 2 f 3

31 Athlete Allcatin System XXI Cmmnwealth Games Gld Cast April 2018 Internatinal Bwls fr the Disabled (Para-Lawn Bwls) the event the CGA is unable t cnfirm acceptance, the slt will be redistributed by IBD and CGF based n Internatinal Cmpetitin. 6 ATHLETE ELIGIBILITY T be eligible fr endrsement by a CGA, an athlete must; Have an internatinal cnfirmed classificatin; Nt be currently under disqualificatin r suspensin by the CGF, r their respective Affiliated CGA r IBD r under the Wrld Anti-Dping Cde; Have cmplied with all applicable rules and regulatins f the CGF, IBD and the Wrld Anti- Dping Cde as may be mdified and applied by the Federatin t ensure that the verriding principles f the Cmmnwealth Games are bserved. In the case f any incnsistency, CGF rules and regulatins will prevail; Have met the CGF s eligibility standards in accrdance with the CGF Cnstitutin; and Have cmplied with the minimum age regulatins as stipulated by the IBD.
