1 Allcatin Prcedure and Regulatins (Hereinafter the Regulatins ) PREAMBLE Qualificatin systems are the rules established by IFs, in cnsultatin with the IOC, which cnsist f rules, prcedures and criteria fr participatin in the cmpetitins f the Olympic Games. They are established t give a fair and equal pprtunity fr the best athletes in the wrld t participate in the Olympic Games, as well as t ensure universal representatin. Universality, as specified in the Olympic Charter, is a fundamental aspect f the Olympic Games. The principle f universality is reflected in the qualificatin systems thrugh the cntinental representatin f athletes and teams. The IOC als seeks t prvide additinal pprtunities with the allcatin f Tripartite Cmmissin Invitatin Places (hereafter the Invitatin Places ) thrugh the Olympic Games Tripartite Cmmissin (IOC / A / ASOIF) fr the Olympic Games (hereafter the Cmmissin ). 1. OBJECTIVES, COMPOSITION AND COMPETENCE OF THE COMMISSION A. Objectives The bjective f the Cmmissin is t manage the allcatin prcedure fr Invitatin Places ffering the pprtunity t s, which have traditinally sent small delegatins t the Olympic Games, t be represented at the net editin f the Games. A further bjective f the Cmmissin is cntribute t enhancing and reflecting universality by selecting athletes frm such s, which are unable t qualify, s that they may have an pprtunity t be invited t cmpete in sprts and disciplines fr which Invitatin Places have been reserved. B. Cmpsitin The Cmmissin is cmpsed f a representative frm the Natinal Olympic Cmmittees (s), a representative frm the Internatinal Federatins (IFs) and a representative frm the IOC. The s are represented within the Cmmissin by the Assciatin f Natinal Olympic Cmmittees (A) and the IFs by the Assciatin f Summer Olympic Internatinal Federatins (ASOIF). C. Cmpetence The allcatin f Invitatin Places is the respnsibility f the Cmmissin. The Cmmissin has full authrity t take decisins regarding the allcatin f Invitatin Places. All decisins taken by the Cmmissin in relatin t these Regulatins r t the allcatin f Invitatin Places are final. Any dispute relating t any applicatin r interpretatin f any Cmmissin decisin may be reslved slely by the IOC Eecutive Bard, whse decisin shall be final. - Allcatin Prcedure & Regulatins In frce as f 10 April 2014

TRIPARTITE COMMISSION INVITATION PLACES FOR THE RIO 2016 OLYMPIC GAMES Invitatin Places are quta places which have been reserved within the ttal athletes quta fr the cncerned sprt/discipline and fr which the allcatin prcess is managed by the Cmmissin, instead f by the relevant IF. Tw types f Invitatin Places are thus made available within this prcess: Invitatin Places allcated directly within the athletes quta (see Sectin 2A belw) Invitatin Places cnfirmed thrugh the reallcatin prcess f unused quta places (see Sectin 2B belw). The unqualified entries/universality places in Athletics and Swimming are nt Invitatins Places; they are allcated by the IAAF and FINA, respectively, and are nt managed by the Cmmissin. s must refer t the detailed qualificatin systems fr Athletics and Swimming t btain further detailed infrmatin regarding the prcess and timelines fr the allcatin f these unqualified entries/universality places. A. Invitatins Places included within the athletes quta: A ttal f 110 places in 16 individual sprts will be available fr allcatin t all eligible s. The number f Invitatin Places t be allcated t an eligible, if any, remains at the full discretin f the Cmmissin, depending n the availability f places, and athlete eligibility, as well as the allcatin criteria fr Invitatin Places (ref. Sectins 3, 4 and 5 belw). The Cmmissin will review all applicatins received frm eligible s and the final allcatin f Invitatin Places will be made in relatin t the end f the qualificatin perid f each sprt. In agreement with each cncerned IF, the Invitatin Places will need t be apprved by the Cmmissin befre the allcatin can be cnfirmed t the s. All Invitatin Places that cannt be allcated t eligible s will be returned t the relevant IFs fr reallcatin accrding t the principles defined in their qualificatin systems. Invitatin Places subject t the principle f reallcatin f unused quta places: At the cmpletin f the qualificatin events, s must cnfirm whether they accept r decline the qualificatin places they btain thrugh the qualificatin events. A number f unused qualificatin places (hereafter Unused Qualificatin Places ) r unused hst cuntry places (hereafter Unused Hst Cuntry Places ) (if any) may be reallcated as Invitatin Places t athletes frm eligible s fulfilling the eligibility requirements f the given sprt/discipline. Such reallcatins may cncern either Unused Qualificatin Places r Unused Hst Cuntry Places. The Cmmissin will review all applicatins received frm eligible s and establish a pririty list f athletes t whm any Unused Qualificatin Places r Unused Hst Cuntry Places culd be reallcated. In agreement with each cncerned IF, the Invitatin Places must be apprved by the Cmmissin befre any allcatin f Invitatin Places can be cnfirmed t the s. ELIGIBILITY Invitatin Places can nly be allcated t s with an average f eight (8) r less athletes (athlete quta places) in individual sprts/disciplines at the last tw editins f the Olympic Games (Beijing and Lndn). As Invitatin Places are available nly in individual sprts, the fllwing team sprts are nt included in the calculatin f delegatin sizes: Baseball, Basketball, Ftball, Handball, Hckey, Sftball, Vlleyball/Beach Vlleyball and Water Pl. See Anne 2 fr list f eligible s 4. ATHLETE ELIGIBILITY The athletes prpsed by their respective s must have: internatinal cmpetitin eperience in ne f the sprts/disciplines ffering Invitatin Places an adequate sprting technical level shwn willingness t qualify fr the Olympic Games by participating in the relevant qualifying events It is imprtant t nte that there are minimum eligibility requirements fr athletes in each sprt/discipline, including fr thse applying fr, r receiving, Invitatin Places. These requirements are defined in the qualificatin system f each sprt/discipline cncerned, which can be accessed n the IOC net ( The level f each athlete will be assessed by the Cmmissin in cllabratin with the respective IFs. 5. ALLOCATION CRITERIA The main criteria fr the allcatin f Invitatin Places are the fllwing: pririty : based n preferences, as specified in the applicatins submitted IF pririty: based n the assessment f the athletes technical level and sprting merit during the qualificatin perid IOC pririty: based n varius principles in relatin t the bjectives f the Cmmissin, including: Universality (by allwing mre s t participate in a given sprt) Cntinental balance Gender equity and athlete eligibility Technical level t cmpete safely and with dignity (based n the IF s assessment) Olympic schlarships fr athletes (prvided by Olympic Slidarity) The abve-mentined criteria are taken int cnsideratin by the Cmmissin altgether, withut any pre-established rder f pririty r preference. The Cmmissin will endeavr t respect the pririties f all its represented stakehlders when pssible (IOC / A / ASOIF) and will d its utmst t satisfy as many requests as pssible. Hwever, as the number f applicatins is generally higher than the number f Invitatin Places available, nt all eligible s may be awarded an Invitatin Place. - Allcatin Prcedure & Regulatins In frce as f 10 April 2014 Page 3/5

4 6. ALLOCATION PROCEDURE A. Ntice t Apply fr an Invitatin Place: The IOC will cntact nly the eligible s t ntify them that the applicatin prcess fr Invitatin Places has been launched. B. Submissin f Applicatin Requests: Eligible s are requested t submit their requests fr Invitatin Places using the relevant applicatin frm, which must indicate their pririty rder and include a cmplete applicatin per athlete. The applicatin frm must be duly cmpleted, signed by the and returned t the Olympic Slidarity ffices. See Anne 3 fr the Invitatin Place applicatin frm C. Analysis f Submitted Applicatins: Once received, the applicatin requests will be analysed by the Cmmissin in cllabratin with each respective IF, until the end f the qualificatin perid f each sprt. D. Allcatin f Invitatin Places: The final allcatins will be made in relatin t the end f the qualificatin perid f each sprt/discipline, as specified in each qualificatin system and agreed with each IF. The IOC will cnfirm allcated Invitatin Places t all cncerned s in writing. E. Cnfirmatin f s 2 weeks after ntificatin: If an s request fr an Invitatin Place has been apprved by the Cmmissin, such s must, within 2 weeks after receiving ntificatin f apprval r ne week prir t the final entry deadline (whichever ccurs first), cnfirm their intentin t use their Invitatin Place. 7. FINAL PROVISIONS The Cmmissin reserves the right, at its abslute discretin, t make any amendments it deems necessary t these Regulatins in rder t ensure that the Cmmissin s bjectives are reached. All matters related t the Invitatin Places r the Cmmissin must be addressed t the Olympic Slidarity Athletes Sectin.
