Each CGA can enter up t 6 Athletes in a Relay Event. If a CGA has identified athletes t participate in the Individual100m and 400m events, these athletes must als be included in the respective Relay Event. 3 ENTRIES FRAMEWORK a) Open-Entry using Primary Allcatin The Athletics cmpetitin will be Open Entry using Primary Allcatin fr CGA s t enter athletes. Where an event has been attributed an MPS belw, athletes must achieve this standard fr their CGA t be eligible t enter them in the respective Athletics Rad event. CGA s will be required t use their CGA Primary Allcatin when entering athletes in the Athletics cmpetitin. One CGA allcatin slt per individual athlete. Where an athlete is attributed a CGA allcatin slt, they may then cmpete in as many Medal Events as they are eligible t cmpete in. b) Minimum Participatin Standard (MPS) Events In an effrt t ptimise the delivery f Athletics, Minimum Qualifying Standards (MPS) have been set fr all rad events as per belw. Fr the avidance f dubt, CGA s will be required t use CGA Primary Allcatin slts t enter MPS events as well as the particular athlete equalling r exceeding the MPS within the required timeframe fr that event. All eligible MPS results must have been achieved as a valid perfrmance at an IAAF recgnised event during the prescribed Qualificatin Perid. Perfrmances fr qualifying purpses may nly be achieved n a curse certified by the IAAF and cnducted in accrdance with IAAF Rules. CGA s will be required t use their CGA Allcatin when entering athletes in the Badmintn cmpetitin. One CGA allcatin slt per athlete will be required. Where an athlete is attributed a CGA allcatin slt, they may then cmpete in as many Medal Events as they are eligible t cmpete in while respecting the maximum CGA Entry quta. b) Badmintn Mixed Team Event Qualificatin The Badmintn Mixed Team Event will cmprise f sixteen (16) team slts allcated frm the BWF Wrld Ranking database in accrdance with the fllwing prcess: The Hst Cuntry is entitled t enter ne (1) Team in the Mixed Team Event; and The Bipartite Cmmissin will determine the allcatin f ne (1) Universality Invitatin place; and Page 1 f 4

5 Athlete Allcatin System XXI Cmmnwealth Games Gld Cast April 2018 Badmintn Wrld Federatin (BWF) The tp furteen (14) ranked Cmmnwealth CGAs at the end f the Qualificatin Perid shall be invited t participate in the Mixed Team Event in accrdance with: The ranking pints f a CGA s highest ranked men s singles player, wmen s singles player, men s dubles pair, wmen s dubles pair and mixed dubles pair will be aggregated t determine the verall ranking pints f the CGA; Where n wrld ranking is available in a particular event the ranking pints fr the CGA will be taken as zer; Wrld ranking pints f Mixed Natinality pairs ranking pints shall nt be included in the team aggregate ranking; The qualificatin timeline will run frm 1 st January 2017 t 31 December 2017; At the cmpletin f the Qualificatin perid, CGA s will be ranked by their aggregated ranking pints (highest t lwest), while respecting reginal representatin. The CGF and BWF will use best endeavurs t ensure participatin f at least fur (4) f the six (6) CGF regins; and CGAs will then be entitled t identify the athletes t be entered int the Mixed Team Event slt. Fr the avidance f dubt, fr an athlete t be eligible t accrue pints fr cnsideratin n behalf f their CGA, they must be a passprt-hlder fr that CGA cuntry. Satisfying general BWF Eligibility criteria will nt be sufficient. At the cessatin f the qualificatin perid, the fllwing prcedure will be implemented: Based n the ranking system described abve the CGF and BWF will decide n furteen (14) CGAs t be invited t participate in the Mixed Team Event. GOLDOC will ntify CGAs wh are invited t participate in the Mixed Team Event. CGAs will cnfirm their intentin, r therwise, t participate in the Mixed Team Event. At the time f acceptance, the CGA will cnfirm in writing that they will enter the minimum tw (2) male and tw (2) female athletes in Badmintn Events t satisfy minimum Team Event participatin. In the event a CGA elects nt t accept the invitatin t cmpete in the Mixed Team Event, an invitatin will be extended t the next ranked CGA, while still using best endeavurs t ensure CGF reginal representatin. In recgnitin f CGAs wh have nt therwise earned a slt but have widely and regularly practicing Badmintn athletes, a maximum f ne (1) Universality psitins may be issued. This methd may be actined in circumstances where: Less than fur (4) CGF regins are represented within the Badmintn Mixed Team Event at the end f the qualificatin perid. Best endeavurs will be made t have fur (4) CGF regins represented; r Page 2 f 4

6 Athlete Allcatin System XXI Cmmnwealth Games Gld Cast April 2018 Badmintn Wrld Federatin (BWF) The Bipartite Cmmissin determine that athletes have sufficiently demnstrated a previus level f perfrmance cmmensurate t participatin at the Cmmnwealth Games but heir CGA has nt therwise attained a slt-allcatin. All applicatins fr a Universality slt-allcatin must be submitted by the CGA. In the event the CGA des nt cnfirm acceptance within the required timeframe, the slt/s will be redistributed via the Reallcatin Plicy. 6 ATHLETE ELIGIBILITY a) T be eligible t represent a CGA in Badmintn, an athlete must; Nt be currently under disqualificatin r suspensin by the CGF, r their respective Affiliated CGA r BWF r under the Wrld Anti-Dping Cde; Have cmplied with all applicable rules and regulatins f the CGF, BWF and the Wrld Anti-Dping Cde as may be mdified and applied by the Federatin t ensure that the verriding principles f the Cmmnwealth Games are bserved. SELECTION OF COMPETITION CGA S CGAs nt affiliated with FIBA will be required t affiliate with FIBA, r if nt eligible t affiliate will be required t btain apprval frm FIBA befre eligibility fr participatin. 9 XXI Cmmnwealth Games Gld Cast April 2018 Internatinal Basketball Federatin (FIBA) SPORT BASKETBALL (Men & Wmen) Entries Fr bth the Men s and Wmen s cmpetitins, FIBA/CGF will determine the CGA s t participate based n the fllwing: 1. Hme Natin representatin; 2. Autmatic Invitatin fr the three (3) highest ranked CGA s n the FIBA Wrld Ranking List as at 1 July Fr the avidance f dubt, the Hme Natin will nt be cnsidered in this prcess; and 3. FIBA/CGF discretin in determining the remaining fur (4) CGA s. At the sle and abslute discretin f FIBA/CGF, fur (4) CGA s will be identified t participate based n factrs including, but nt limited t: a. Widely and regularly practising natinal Teams and athletes nt therwise qualified; b. Internatinal, reginal and natinal cmpetitin results including strength f cmpetitin, cnsistency f perfrmance and head-thead results; c. Opprtunity t participate in internatinal and reginal cmpetitin; d. Demnstrated availability f athletes t participate in the Gld Cast 2018 Cmmnwealth Games cmpetitin; and e. Any ther factr(s) cnsidered relevant by FIBA/CGF. In cnsidering the identificatin f CGA s t participate, FIBA/CGF will use best endeavurs t ensure the participatin f at least fur (4) f the Federatin s six (6) regins. Where an identified CGA elects nt t accept an Autmatic Invitatin place, the next highest ranked eligible CGA n the FIBA Wrld Ranking List as at 1 July 2017 will receive Autmatic Invitatin frm FIBA. Where a CGA identified at the discretin f FIBA/CGF elects nt t accept, FIBA/CGF will reallcate the place at their sle and abslute discretin. In the case f Great Britain, Crwn Dependencies and British Overseas Territries, FIBA have cnfirmed that Great Britain territries can cmpete as independent entities at the 2018 Cmmnwealth Games. The tp CGA Natin frm the fur (4) FIVB Regins f AVC, CAVB, CEV and NORCECA/CSV + Oceania (1), as defined by CGF, will qualify ne slt t be awarded t the CGA. The Hme Natin shall be prvided with the maximum allcatin f athlete-slts, being ne (1) Team per Medal Event. This alltment shall be awarded t the CGA fr allcatin. FIVB/CGF Invitatin slts will be awarded t tw (2) CGA Natins nt yet qualified at their sle and abslute discretin. Satisfying general FIVB Eligibility criteria will nt be sufficient. In the event that a CGA has btained the qutas frm bth the Direct Qualificatin and Cntinental Representatin, such CGA will btain its quta via Direct Qualificatin while the next ranked CGA nt yet qualified frm that regin in the Cntinental Representatin shall btain the quta thrugh the Cntinental Representatin. Fr the avidance f dubt, fr an athlete t be eligible t accrue pints fr cnsideratin n behalf f their CGA, they must be a passprt-hlder fr that CGA cuntry. Satisfying general FIVB Eligibility criteria will nt be sufficient. In the event a CGA is unable t accept the award f any and/r all slts earned via this methd, the slt(s) will be redistributed via the reallcatin plicy. c) Hme Natin Autmatic Qualificatin (Australian Cmmnwealth Games Assciatin) The ACGA shall be issued the maximum slt allcatin f ne (1) Team per Medal Event; Australian athletes will feature within the FIVB Wrld Ranking hwever their perfrmance(s) will nt be factred as part f the allcatins; At the end f the qualificatin perid, the respective slt guaranteed fr an Australian Team will be designated as ACGA nly; In the event the ACGA is unable t accept the award f any and/r all slts earned via the hme natin methd, the slt(s) will be redistributed via the reallcatin plicy. In making determinatins n allcated slts, FIVB and CGF may cnsider factrs including, but nt limited t: 1. Field depth and cmpetitin strength; 2. Internatinal, reginal and natinal cmpetitin results including strength f cmpetitin and cnsistency f perfrmance; 3. Where n 2017 UCI Para-cycling Track Wrld Champinships are held, UCI and CGF at their sle and abslute discretin will determine the tp five (5) CGAs t earn a qualificatin slt as at 31 Octber 2017 based n factrs including, but nt limited t: 1. Widely and regularly practising natinal athletes nt therwise qualified; 2. Internatinal, reginal and natinal cmpetitin results including strength f cmpetitin and cnsistency f perfrmance; 3. Opprtunity t participate in internatinal and reginal cmpetitin; 4. Demnstrated availability f athletes t participate in the Gld Cast 2018 Cmmnwealth Games cmpetitin; and 5. Any ther factr(s) cnsidered relevant by UCI and CGF. In the case f Great Britain, Crwn Dependencies and British Overseas Territries, the fllwing regulatins shall apply: Results attained by British athletes at UCI sanctined events (i.e. cmpetitins where athletes must cmpete fr their IF affiliated-rganisatin) shall be extracted by the relevant CGA designatin; At the cessatin f the qualificatin perid, the fllwing prcedure will be implemented: UCI and CGF will prvide the list f eligible athlete and CGA s will be advised thrugh GOLDOC. These slts are nn-transferable. In the event a CGA des nt accept the award f any and/r all slts earned via this methd, the slt/s will be redistributed via the Reallcatin Plicy. b) Cmmnwealth Ranking Database The Cmmnwealth Ranking Database as at 31 Octber 2017 will be used t allcate slts per medal event in accrdance with the fllwing prcess: Australian athletes will feature within the Cmmnwealth ranking database during the Qualificatin Perid hwever their perfrmance(s) will nt be cnsidered as part f Cmmnwealth Ranking database slt allcatin; CGAs will be capped at ne athlete per Medal Event within the Cmmnwealth Ranking Database; In the event the final slt f qualificatin has been achieved by mre than ne athlete with the same result, cunt-back (result achieved first by date and time) will be applied. In particular, the IWF/CGF reserve the right t re-allcate available qutas frm the Cmmnwealth Ranking Database where athlete perfrmances tabled within the Cmmnwealth Ranking Database are nt cmmensurate t average results frm the last three Cmmnwealth Games cmpetitins. In this instance, the IWF/CGF may chse t re-allcate these slts via the IWF/CGF Invitatin Methd (withut the applicatin f a CGA) r may return these slts t anther sprt fr allcatin. e) Hme Natin Autmatic Qualificatin (Australian Cmmnwealth Games Assciatin) The Hme Natin shall be entitled t the maximum slt allcatin f ne (1) athlete per bdyweight categry, being 16 athletes ttal (8 men + 8 wmen); The Hme Natin shall allcate their slts t eligible athletes, and in particular an athlete shall have cmpeted in at least ne (1) IWF sanctined event within the qualificatin perid, r been granted an exemptin by the Bipartite Cmmissin; At the cessatin f the qualificatin perid, the Hme Natin will cnfirm their intentin t accept the maximum slt allcatin. 75 Athlete Allcatin System 7 March 2018 Deadline fr GOLDOC t receive entry frms submitted by CGAs and Sprt Entries int GOLDOC Sprt Entries system 20 March 3 April 2018 Delegatin Registratin Meetings REALLOCATION POLICY 1 Gvernance 1.1 The CGF Executive Bard shall establish a three (3) persn ad-hc cmmittee cmprising f Chairman f the Sprts Cmmittee, Chief Executive Officer and the Directr f Crprate Services t assess, evaluate and versee the management f the reallcatin plicy. The CGF Sprts Services Manager shall serve as the Secretary t the ad-hc Cmmittee. 1.2 Any disputes shall be addressed by the CGF Executive Bard. 2 Purpse 2.1 The purpse f the reallcatin plicy is t ensure a clear framewrk exists whereby any unused slts are redistributed within the prescribed sprt allcatin. 2.2 The CGF reallcatin plicy refers nly t individual sprts (including para-events) f the Gld Cast 2018 Cmmnwealth Games. 3 Gender 3.1 The reallcatin f unused slts is nly transferable t/frm the same gender f the respective sprt. 4 Methd Applicatin 4.1 The Weightlifting reallcatin plicy shall be applied frm thse unused slts drawn frm the fllwing methds: Direct Qualificatin (2017 Cmmnwealth Senir Champinships) Cmmnwealth Ranking Database Hme Natin (Australian Cmmnwealth Games Assciatin) IWF/CGF Invitatins 5 Cmmnwealth Champinships 5.1 Any unused slts earned by a CGA via the 2017 Cmmnwealth Champinships shall be reallcated t the Cmmnwealth Ranking Database methd. 6. Cmmnwealth Ranking Database 6.1 Any unused r unallcated slts earned frm the Cmmnwealth ranking database shall be reallcated by the same methd and specifically within the same bdyweight categry t the next highest ranked eligible athlete accrding t the Cmmnwealth Ranking Database r in accrdance with the extenuating circumstances clause abve. 7 Hme Natin (Australian Cmmnwealth Games Assciatin) 7.1 Any unused slts earned frm the Hme Natin methd shall be reallcated by the Cmmnwealth Ranking Database and specifically within the same bdyweight categry and t the next highest ranked eligible athlete. 8 IWF/CGF Invitatins 8.1 Any unused slts drawn frm the IWF/CGF Invitatins methd shall be reallcated by the Bipartite Cmmissin. 76 Athlete Allcatin System BIPARTITE COMMISSION 1 Gvernance 1.1 The membership f the CGF/IWF Bipartite Cmmissin shall cmprise f a CGF Directr (r appinted designate) and the IWF Directr General (r appinted designate). Other IF technical experts maybe c-pted if agreed by the IWF & CGF. 1.2 Any disputes shall be addressed by the CGF Executive Bard. 1.3 All invitatin applicatins apprved by the CGF Executive Bard shall be deemed final with n pprtunity fr prtest r appeal. 2 Purpse 2.1 The purpse f the Bipartite Cmmissin will be t asses, evaluate and recmmend t the CGF Executive Bard invitatin applicatins submitted by CGAs.
