Technical Representative (Tech Rep) Assignments The Sectin Evaluatrs/Judges Lead is respnsible fr the selectin f the Tech Rep fr all prvincial (qualifying) cmpetitins. The Sectin Cmpetitin Sub-Cmmittee Chair and Sectin Evaluatr/Judges Lead wrk cllabratively utilizing the Annual Officials Survey Results t assign the Tech Rep fr all Invitatinal cmpetitins, including Alberta and Arctic Winter Games and Runffs. Beginning Steps fr Tech Reps Cntact the Lcal Organizing Cmmittee (LOC) Chair t set up a meeting 4 5 mnths ahead f the cmpetitin t guide the planning and rganizatin prcess Ensure that a Sanctin has been btained by the LOC Wrk with the LOC t create a task list fr all items required fr the cmpetitin Resurces fr the Tech Rep and LOC are fund n the Sectin Website ( Resurces available n the Sectin website include: Sectin Technical Package Cmpetitin Reference Manual Ribbn Order Frm Medal Order Frm Cmpetitin Equipment Rental Request Frm Officials invites shuld be sent ut 3-4 mnths prir t the event. Invitatins must be extended t Sectin fficials first. NOTE: An availability survey t assist Tech Reps in acquiring fficials is being pilted fr the seasn. This survey includes all cmpetitins except the 2017 Sectinal Champinships, Wild Rse and Muntain Regin Synchrnized Skating Champinship, as the invites fr these cmpetitins are crdinated in cnsultatin with Officials Crdinating Cmmittee (OCC) leads. The Sectin ffice will prvide Tech Reps and LOC with the annuncement template specific t the cmpetitin being hsted. The Sectin ffice will als prvide the Tech Rep and LOC with the infrmatin that is required t be submitted t cmplete the annuncement. The Tech Rep and LOC will wrk tgether t finalize all f the infrmatin required fr the annuncements and will submit back t the Sectin ffice fr the creatin f the annuncement. Entries t include: The list f eligible events fr each cmpetitin can be fund n the annuncement template. When chsing events be mindful that the hurs f cmpetitin fr Invitatinal events are: Friday may nt begin befre 12:00pm nn Saturday may nt exceed 12 hurs f cmpetitin Sunday must end at a reasnable time (nt t exceed 8 hurs) The Tech Rep and LOC are respnsible fr determining the methd in which t ensure that the cmpetitin hurs are adhered t 2

3 Once the annuncement has been reviewed by the Tech Rep and the LOC it will be sent t the Cmpetitin Sub-Cmmittee Chair fr apprval prir t psting. The Sectin ffice will prvide Tech Reps and LOC with the fllwing submissin timelines: Date infrmatin must be sent t Sectin ffice fr creatin f annuncement Date infrmatin must be sent fr Central Online Registratin Date t pst annuncement/registratin pens Date f registratin clse Date t pst schedule Deadline t submit Planned Prgram Sheets All registratins fr cmpetitins are prcessed thrugh the Sectin Central Online Registratin System. The Tech Rep and LOC will receive entry updates thrughut the registratin prcess. Tech Rep and LOC will be sent a final registratin list after registratin clses. Cmpetitin Planning Liaise with Cmpetitin Chairpersn, LOC members and Chief Data Specialist f the event Ensure the LOC has adequate cmmittee members and are aware f their duties and respnsibilities (ex. Registratin, Operatins, Vlunteer Recruitment, Hspitality, Awards, etc.) Review rganizatinal details with the LOC Advise the LOC f the apprximate number f htel rms t bk fr fficials and cnfirm that a blck f rms has been reserved fr the cmpetitin. Send the final list f names and rms required 4 weeks prir t the event Discuss meal arrangements fr fficials and cmmunicate any special dietary cnsideratins (ex. gluten and/r allergy related meals). Review and finalize the catering arrangements with the LOC. Site visit If pssible/necessary, set up an appintment fr yu (r a designate) t meet with the LOC Chair t cnduct a site visit. This will prvide yu and the hst cmmittee with the pprtunity t meet and inspect the facilities fr: Number f dressing rms fr the skaters Adequate space fr the Officials Adequate space fr the Data Specialists. Nte: It is best if the Data Specialists rm is in clse prximity t the Officials rm. The Data Specialists rm shuld be clse in prximity t the ice surface. If using cmputers at rink side, ensure there is apprpriate electrical requirements fr CPC use (separate circuits are required) Adequate Music Rm/Facilities (lud speaker, 2 CD players, micrphne, radi cmmunicatin between the Music Rm and the Referee n the panel), Pattern Dance music (if required). Sectin music equipment is available if needed. Nte: Sectin music equipment must be used fr all prvincial cmpetitins and must be bked thrugh the Sectin ffice. The request frm is lcated n the Sectin Website. If using mre than ne ice surface, verify if there are ne r tw ice re-surfacing machines available. If there is nly ne machine available, yu will have t ensure fld times are ff-set. Determine the placement f fficials stand at rink side The fficials stand must be near center ice t ensure ttal visibility f the ice Cnfirm the building/set up f the fficials stand A psting area t display start rders/results and ther infrmatin as needed 3

4 4 t 6 weeks befre the Cmpetitin Fr Invitatinal/pen events, it is permissible fr bys t cmpete against girls when there isn t any ther cmpetitin. Yu r a member f the hst cmmittee needs t give the chice t the skater/parent/cach as they may chse nt t cmpete rather than skating with the girls. If there are insufficient skaters in any event, it is permissible t allw the skater t skate up ne level. Please fllw the STAR Event Management and Prcedures Guide regarding flight inf fr STAR events. Fr ther STARSkate events and Interpretive Events it is recmmended that flights be srted by age. Fr STARSkate Champinships and Sectinal Champinships, flights must be dne by randm draw fr all events. Fr nn-qualifying cmpetitive events, if numbers warrant, flights shuld be dne by randm draw. Equipment/Medals Ribbns fr STAR 1 3 events must be purchase thrugh the Sectin ffice. The rder frm can be fund n the Sectin website. Medals fr Sectinal Champinships, STARSkate Champinships, and Muntain Reginal Synchrnized Skating Champinships must be purchased thrugh the Sectin ffice. Invitatinal cmpetitins may chse t purchase medals frm the Sectin ffice r find an alternative supplier. If rdering frm the Sectin ffice, ntificatin must be given a minimum f 4 mnths prir t the cmpetitin date. Discuss with the LOC if any Sectin equipment is required and if s ensure the Cmpetitin Equipment Rental Request Frm is submitted a minimum f 6 weeks prir t the cmpetitin. The LOC is respnsible fr arranging fr pick-up and drp ff f the equipment. Remember, if yu run the cmpetitin manually, yu will still require headsets. Drafting a Schedule A scheduling template has been created fr Tech Reps t use when drafting the cmpetitin schedule. The scheduling template requires the Tech Rep t fill in numbers f flights, skaters etc. and will prvide draft timing fr the event. Once this is cmpleted, Tech Reps can then prceed t place events within the cmpetitin schedule. Officials availability and skaters in multiple events may play a factr when determining which events shuld g where n the cmpetitin schedule. Generally, the fllwing equatin and chart can be used when attempting t calculate the required time per skater/team: Prgram time + Judging Time = Time per skater/pair fr the chsen event T calculate the timing fr each event: # f skaters x time per skater + # f warm-up grups Tech Reps are asked t use their discretin and experience when determining the judging time required. Refer t the current Skate Canada Rulebk fr the maximum number f skaters allwed n the ice during a warm-up. Fr STARSkate Free Skate categries, warm up grups are capped at eight skaters. The STAR Event Management Guide als has recmmendatins fr warm up grup sizes fr STAR 1-4. Try t keep events running in a prgressive rder. This is usually frm the lwest t the highest events. This will simplify assigning fficials t panels and being able t blck bk fficials (ex. have smene n the panel fr a 4 hur blck f time). Hwever, this may nt be pssible based n the availability f the Officials and yu may have t alternate lw and high events in blcks t effectively rtate panels f fficials thrughut the day. When skaters enter 3-4 events it will be difficult t avid back t back skates. There is nly s much that a Tech Rep will be able t accmmdate. Sme cnflicts may nt be reslved. Fld breaks shuld be scheduled as needed. The safety f the skaters must be given pririty ver ice csts. Ensure the schedule is given t the Operatins Chair and Arena Attendant. Minimum fld frequency is apprximately every 3 hurs. Fr cmpetitive events flds need t be scheduled after every grup f 18 t 24 skaters, depending n the level. It is the Tech Rep's respnsibility t create practice schedules, if ffered. Fr qualifying cmpetitins, the schedule is apprved by the Sectin ffice prir t distributin. The Cmpetitin Schedule shuld be cmpleted at least 3 weeks prir t the cmpetitin. The schedule will be psted n the Sectin website. The hst club will send the schedule t clubs, as required. Tech Reps can liaise with the Technical Panel Officials Lead and the Evaluatr/Judges Lead t ensure prper scheduling f fficials. Be sure t allw enugh time fr the review f the assignments prir t sending the infrmatin t the Chief Data Specialist. When cmmunicating infrmatin abut pulls r changes please send the infrmatin t the Chief Data Specialist in a separate spreadsheet and be sure t date the changes. 7 Officials Assignments and Schedule Selectin f Judges and Technical Panel Officials Sectinals, Muntain Reginal Synchrnized Skating Champinships, and STARSkate & Adult Champinships: The Sectin Evaluatr/Judges Lead and Technical Panel Officials Lead are respnsible fr the selectin f referees, judges and technical panel fficials. Invitatinals/Opens: The Tech Rep is respnsible fr the selectin f technical panel & judges t be used. The current Evaluatr/Judges Directry can be btained frm the Sectin ffice. The directry lists current qualificatins and cntact infrmatin fr all registered Officials within the Sectin. When sending Officials invitatins, it is imprtant t include judges f all levels. Sectin Officials shuld be given pririty fr Sectin events. If all invitatin pssibilities have been exhausted within the Sectin, and additinal fficials are still required, the Tech Rep must write t the Evaluatr/Judges Lead and/r Technical Panel Officials Lead t request assistance. In the request, the Tech Rep shuld include the type and level f additinal fficials that are required. Other Sectins will be cntacted t btain permissin and secure Officials fr the event. The Tech Rep is nt permitted t directly cntact r invite ut f Sectin fficials withut prir written permissin. Invites shuld be sent a minimum f 3 4 mnths in advance f the cmpetitin. Alberta/Arctic Winter Games: The Sectin will prvide assistance, where required, t the rganizing cmmittee n the assignment f fficials fr these events Selectin f Data Specialists The Sectin Data Specialist Lead is respnsible fr assigning Data Specialists t each event. The Tech Rep shuld cmmunicate with the Chief Data Specialist fr the cmpetitin t cnfirm supplies that will be required. The Tech Rep shuld then send the supplies list t the LOC. Items t send t Chief Data Specialist a minimum f 3 weeks prir t the cmpetitin: Cmplete cmpetitin schedule Cmplete flight listing with skater names in alphabetical rder and hme club Judge s assignments with the designated referee s and technical panel assignments Officials Assignments Only judges/referees wh are qualified fr an event may be used. Officials level f qualificatin can be fund in the Officials directry. It is the respnsibility f the Tech Rep t ensure that all Officials receive the judging assignments schedule fr the cmpetitin. It is imprtant t nte that many judges prefer nt t alternate their judging assignments (ex. n ne event, ff ne event). If Officials assignments have a judge beginning early in the mrning, the Tech Rep can balance this by having that judge leave early, and vice versa. It is imprtant t ensure all Officials have breaks built int their schedule t allw them time t eat and warm-up as necessary. Appendix A: Minimum Judging Qualificatins fr STAR, Invitatinal Events, and Cmpetitive Events. Nte: Questins regarding Officials qualificatins shuld be directed t the Evaluatr/Judges Lead and/r Technical Panel Lead. 7

8 Panel Cmpsitin Sectinal Champinships: Panels shuld cnsist f a minimum f 5 Judges and a Referee. All Judges must have cmpetitive status and must be qualified at the designated level t which they are assigned. Every attempt shuld be made t have balanced panels (ex. Nrth, Suth, Central etc.) It is desirable t vary the experience level f judges n all panels. Referees fr all Canadian qualifying events must have Sectinal Referee status r higher. Fr cmbined events, the judging panels d nt need t remain the same. Only the Referee and the Technical Panel Officials (TC, TS & ATS) must be cnsistent between the cmbined events. Fr example, fr Pre-Nvice events at Sectinals, the panel must cnsist f the same Referee and Technical Panels fr the shrt prgram and free skate prtins f the event; hwever, the remaining panel members may be different. Cmbined events at Invitatinal r nn-qualifying events d nt require the same panel f judges. Invitatinal/Open Cmpetitins: Panels shuld cnsist f 3 Judges and a Referee r 3 Judges with ne assigned as the Referee. There can never be less than 3 Judges n a panel. Technical Panel: Always cnsist f a Technical Cntrller, Technical Specialist and an Assistant Technical Specialist. If a panel f 3 is nt pssible, cntact the Technical Panel Lead fr assistance with panel cmpsitin Every attempt shuld be made t include Vide Replay at events. In this case, a Vide Replay Operatry and Date Input Operatr will be required fr the panel. The Prcedure fr Vide Replay Plicy requires that Vide Replay be included at the fllwing cmpetitins: i. Wild Rse Invitatinal ii. Canmre Fall Invitatinal iii. Sectinal Champinships iv. Rsebwl Invitatinal v. Calgary Winter Invitatinal vi. STARSkate Champinships vii. Edmntn Synchr Invitatinal viii. Sunsatinal Selectin f Referees A referee shall be eligible t referee an event if they are qualified t judge the event and they have the required Referee Qualificatins. Refer t the Officials Directry fr Referee qualificatins. Event Referees may referee an event at the Senir Brnze level r lwer and any ther event requiring n mre than a Senir Brnze test as a prerequisite at Invitatinal cmpetitins. Invitatinal Referees may referee events up t and including the Nvice level and any event at the Gld level r lwer in the applicable discipline in Invitatinal cmpetitins. Sectinal, Challenge and Canadian Referees may referee any event at any cmpetitin in the 8

9 applicable discipline up t and including the crrespnding Champinship. 3 t 4 weeks befre the Cmpetitin Send an Officials letter when circulating the cmpetitin scheduled and Officials assignments. The Officials letter shuld include: Date f cmpetitin Arena name and lcatin with address Htel lcatin with address and phne number Rming assignments Transprtatin schedule (if applicable) Airprt pick-up schedule Meal infrmatin Hspitality infrmatin Tech Rep name, , and cell phne number If required, prir t the cmpetitin, arrange t make a draw fr rder f skate with the Chief Data Specialist and Cmpetitin Chair r a representative. Fr cmpetitive events where numbers flights are required, a draw will als have t ccur t break skaters int separate flights. Flight infrmatin shuld be sent t the Sectin ffice fr psting n the website. This shuld be sent as a PDF with the date it was created. Changes and crrectins can be made as necessary. If necessary, dated revisins shuld be sent t the Sectin ffice fr psting n the website. Mrning f the Cmpetitin The Tech Rep shuld speak with the initial vlunteers n site t ensure they are aware f their specific vlunteer rles and respnsibilities. The first set f vlunteers will then be respnsible fr prviding the infrmatin t the fllwing set f vlunteers. Key psitins t speak with are: Registratin Desk Ice Captains Runners Timers/Annuncers/Music Players If using Sectin equipment and event technicians, the Sectin vlunteers will train the music and annuncers. Be sure t check in thrughut the cmpetitin t ensure all aspects f the event cntinue t perate smthly. Prvide expense frms fr the Officials. Officials are t be cmpensated fr all travel expenses. Refer t the Skate Canada Rulebk Organizatin sectin 2.7 fr details regarding mileage and per diem rates. Expense cheques are t be prcessed and handed t Officials n site. Be sure the club is aware that cheques shuld be written n site at the cmpetitin. Call an Official s meeting r arrange fr pre-event meetings prir t the beginning f the Cmpetitin (Sectinals nly). Present any changes t the schedule, ntify them f meal and transprtatin arrangements and be sure all accmmdatins and expenses are in rder. Orient all event Referees t the cmmunicatin system and prvide any ther pertinent infrmatin. Thrughut the cmpetitin the Tech Rep shuld be checking in with the ice captains regarding absent skaters. The Tech Rep shuld ntify the Referee s and Data Specialists f any changes. The Tech Rep shuld be visible and accessible t handle any prblems that may arise. The Tech Rep s respnsibility is t circulate between the ice surfaces, Official s and Data Specialist s rm, and 9

10 ensuring yu are aware f hw the cmpetitin is prgressing. Nte: The Technical Representative (r designate) must be in the arena fr the entire cmpetitin. Fr qualifying events, the Tech Rep must als be present during all practices. It is the respnsibility f the Tech Rep t ensure that the crrect sheets are given t the Judges, Referees and Technical Panel Officials thrugh crdinatin with the Chief Data Specialist. The Tech Rep may wish t make available a cpy f the current seasns Technical Packages but Officials are expected t bring their wn materials. Nte: It is the respnsibility f the Tech Rep t ensure that all Skate Canada rules are fllwed and rule n any matters that arise during the cmpetitin. Remember, when making decisins, the Skate Canada Rulebk is the final authrity ver all ther publicatins that yu may have received. 10
