Purpse The intent f this dcument is t infrm athletes f the selectin prcess the High Perfrmance Cmmittee f Crss Cuntry NB will fllw t select individuals fr the 2019 Canada Games. We want t: 1. Chse the best pssible team fr 2019 that will ensure the lng term develpment f cmpetitive crss cuntry skiing in NB; 2. Identify thse athletes that can be develped fr the upcming and future Winter Games Team. This dcument is published under authrity f CCNB s Chair f High Perfrmance. It is cnsistent with: The 2019 CANADA WINTER GAMES CROSS COUNTRY SKIING & PARA-NORDIC TECHNICAL PACKAGE. Technical package 2019, versin 4.0 ( ) And CCC Racing Rules fr eligibility and selectin. It will frm the 2018 CCNB s Plicy and Guidelines fr the 2019 CWG Team Selectin, Nminatin, annuncement and Supprt. This dcument is intended t be used fr Able Bdies High Perfrmance Prgrams. All athletes/caches are expected t becme familiar with the selectin prcess. It is the respnsibility f each individual t be familiar with and understand the prcesses that culd affect them. Article II. Philsphy The plicy fr team selectin within CCNB is based n the fllwing principles: a) Athletes and teams representing New Brunswick in crss-cuntry skiing must be credible and cmpetitive; b) A successful high perfrmance prgram must be sustained ver the mid and lng term; c) The mst deserving athletes must be selected fr particular teams; d) The lng term develpment f cmpetitive crss cuntry skiing in NB; e) Athletes and caches must receive the required infrmatin in a cmplete, accurate and timely manner. Athlete Eligibility and Selectin Prcess Sectin 3.01 Able Bdied Athletes must: Meet all eligibility requirement f amateur sprt fr Nrdic skiing; Meet all eligibility requirements f the 2019 CANADA WINTER GAMES CROSS COUNTRY SKIING & PARA-NORDIC TECHNICAL PACKAGE. Technical package 2019, versin 4.0 ( ); Hld a valid Crss Cuntry Canada racing license fr the seasn 2018 & 2019; Age categry per gender: Fur (4) cmpetitrs 20 years f age and under (brn n earlier than 1999), and Maximum f ne (1) cmpetitr 23 years f age and under (brn 1996 t 1998, inclusive). Sectin CWG CCNB Team selectin criteria The 2019 CWG CCNB Team selectin will be dne in a tw-step prcess. First, all skiers wh meet the age criteria fr the 2019 CWG and wh meet all bjectives measurements (sectin ) and subjectives assessments (sectin ) as described in this dcument will be eligible fr selectin n the 2019 CWG CCNB preliminary Ski Team. Then, nly the athlete selected n that preliminary team will be eligible t cmpete fr a spt n the 2019 CWG CCNB Team. Criteria are intended t state the requirements and standards t be used in the selectin prcess and hw they will be applied. In general, selectin f athletes and supprt t selected athletes will be based n a cmbinatin f: a) Objective measurements results achieved in specified races, as measured against prvincial, natinal standards thrugh the year; and b) Subjective assessments relating t and athlete s cmmitment, assessed ptential and ability t perfrm and cntribute in a team cntext. Sectin CCNB 2019 CWG preliminary Ski Team selectin criteria bjectives measurements The required bjectives measurements are the fllwing: Athlete in the Train t cmpete phase that is: Female athlete brn in 1996 t 2000 and Male athlete brn in 1996 t 2000 Must have raced in at least 4 races listed in the CCNB Team selectin dcument. Female athlete brn in 2001 t 2004 and Male athlete brn in 2001 t 2004 Must be selected n the CCNB Ski Team r the CCNB Develpment Team and cmply with the prvincial athlete cde f cnduct. PLEASE NOTE: Athlete is strngly recmmended t try ut fr team trip selectin fr the 2018 Eastern Versin 8.0 ( ) 4

5 Canadian Champinship. **VERY IMPORTANT** Please refer t the CCNB Team selectin dcument fr mre details abut the races selected t be eligible fr the CCNB Ski Team and therefre meet ne f the criteria t be eligible fr the 2019 CWG preliminary Ski Team. The CCNB Team selectin dcument is attached t this dcument (Appendix 1). Sectin CCNB 2019 CWG preliminary Ski Team selectin criteria subjectives measurements The required subjectives assessments are the fllwing: Must attend a minimum f 2 training camps during the seasns (frm May 1 st,2017 t March 31 st, 2018) Sectin CCNB 2019 CWG preliminary Ski Team The 2019 CWG preliminary Ski Team will be annunced befre r n April 30, The final CCNB 2019 CWG Preliminary Ski Team that will be allwed t participate at the selectin races will be annunced befre r n December 14, The finale CCNB 2019 CWG Preliminary Ski team selectin will be dne by a selectin cmmittee. The Selectin Cmmittee is a subcmmittee f the High Perfrmance Cmmittee (HPC), a standing cmmittee f the rganizatin. Each vting member des nt have any cnflict f interest with any athletes trying ut fr a team. The vting members are nn-related t the athlete and are nt a cach t the athlete. Barring extenuating circumstances such as illness r injury, athletes wh have been selected fr the 2019 CWG CCNB preliminary Ski Team are expected t: Shw prgress t maintain team status. Prgress will be measured in the fllwing ways: Every skier n the preliminary ski team must submit their training lgs t the team manager at least ne time per mnth (every first Mnday f each mnth). The dates are the fllwing: June 4, 2018 July 2 nd, 2018 August 6, 2018 September 3, 2018 Octber 1 st, 2018 Nvember 5, 2018 December 3, 2018 January 7, 2019 Every athlete must submit the same training lg frmat. An example f the training lg frmat is in Appendix 3. Each athlete n the preliminary team will be given a training lg. Please cntact the team manager fr yur lg. Versin 8.0 ( ) 5

The team manager will nt accept mre than 2 cnsecutive delays and expect t receive the delayed lg bk befre r at the same time as the mnthly lg bk. Every skier n the preliminary team must attend a minimum f 2 training camps during the seasns (frm May 1st,2018 t December 31st, 2018). The nly acceptable reasns fr nn-attendance will be family emergency, sickness/injury (accmpanied by a dctr s nte), wrk (fr students), university studies r exams perid (fr students). Please refer t sectin Frce Majeure. Please nte: Fr the seasn: Independently frm CWG selectin criteria and the bjectives f every skier, the caches will guide the athletes accrding t their level f develpment (LTAD) in the camps and different training. This applies t all athletes. Sectin CCNB 2019 CWG Ski Team Only the athletes wh have been selected n the 2019 CWG preliminary Ski Team and that has maintain status n that preliminary team will be able t take part f the qualificatin trials. Selectin t the CWG Team will be at qualificatin trials held between December 26 t 31, Dates are weather dependant and may be mved t alternate dates. All f the participants' racing skis will be waxed by the 2019 Canada Games Supprt Team during selectin races. The waxing prtcl will be cmmunicated t the participants prir t the selectin races. 8 The percentage will be runded t 1 decimal. Please nte: An athlete with an average under 85.0% that is part f the tp 5 skiers will be selected at the discretin f the caches. PLEASE NOTE: It is strngly recmmended that each selected athlete participates at the 2019 Eastern Canadian Champinship. Sectin Frce Majeure Def: Frce Majeure an unexpected event beynd the reasnable cntrl f the athlete that crucially affects an athlete s ability t cmpete (e.g. illness, injury, transprtatin breakdwn) and can be put frward as ratinale fr nt having cmpeted in r cmpleted selectin races. Frm time t time situatins arise beynd the cntrl f an athlete. Injury, illness, family misfrtune, exceptinal circumstances and equipment breakage will be cnsidered valid grunds fr appeal. An appeal must be brught frward the day f the race befre the race starts. In the event f sickness r illness, the athletes must prvide a dctr s nte. Sectin Appeals against selectin decisins Grunds fr Appeals Athletes have a right t appeal a selectin decisin if the criteria were nt implemented prperly, r were biased in sme way. An appeal shall be heard ONLY n the grunds that the selectin prcess and final decisin was flawed, nt because the athlete did nt like the decisin. The grunds are as fllws: a. The Selectin Cmmittee made a decisin fr which it lacked authrity; b. The Selectin Cmmittee failed t fllw prcedures in the PSO apprved selectin criteria; c. The Selectin Cmmittee made a decisin which was influenced by bias; d. The Selectin Cmmittee failed t cnsider relevant infrmatin r tk int accunt irrelevant infrmatin in making the decisin; e. The Selectin Cmmittee exercised its discretin fr an imprper purpse. and/r; f. The Selectin Cmmittee made a decisin that was unreasnable. Appeals Time Lines and Prcedures: The athlete shall be given 48 hurs fllwing the fficial ntificatins f selectins fr the finale CCNB CWG 2019 Preliminary Team r fllwing the fficial ntificatins f selectins fr the CCNB CWG 2019 Team t request an appeal. The athlete must present his/her request in writing t the Chair f CCNB Appeals Cmmittee (President f CCNB). The Appeals Cmmittee shall review the presented dcumentatin and infrmatin and shall hear frm the selectin cmmittee befre deciding whether r nt the request has grunds fr a hearing. They shall als review all selectin prcedure dcumentatin frm the Selectin Cmmittee that has a bearing n the case in questin. Versin 8.0 ( ) 8

9 If there are n legitimate grunds fr an appeal, the Chair f the Appeals Cmmittee shall telephne r speak in persn t the athlete advising her/him f the decisin. This will be fllwed up with a frmal letter t the athlete. If the Appeals Cmmittee feels there are grunds fr an appeal hearing, the fllwing prcedures will take place: a. The Chair f the Appeals Cmmittee shall select a designated place, date and time t hear the appeal. This will be dne n later than 48 hurs frm receipt f the appeal request; b. The Appeals Cmmittee shall hear the athlete's cmplaint. She/He may be accmpanied by ne advcate (parent r guardian r legal advisr, etc.); c. The Appeals Cmmittee shall hear frm the Selectin Cmmittee representative (the Chair and available members f the cmmittee); d. The Appeals Cmmittee shall hear frm the High perfrmance cmmittee (the Chair and available members f the cmmittee); e. The Appeals Cmmittee will make a final decisin at the appeal hearing and the decisin shall be final and binding; f. The Chair f the Appeals Cmmittee will cntact the athlete n later than 72 hurs after the hearing by phne t advise her/him f the utcme and this will be fllwed up by a frmal letter and cpy f the appeal findings and recmmendatins; g. The Chair f the Appeals Cmmittee will cntact the Selectin Cmmittee Chair and the High Perfrmance Chair by phne t advise her/him f the utcme. This will be fllwed up by a cpy f the frmal letter t the athlete and cpy f the appeal findings and recmmendatins. The Appeal cmmittee President and members are the President and the Executive f CCNB. The Selectin Cmmittee is a sub-cmmittee f the High Perfrmance Cmmittee (HPC), a standing cmmittee f the rganizatin. Each vting member des nt have any cnflict f interest with any athletes trying ut fr a team. The vting members are nn-related t the athlete and are nt a cach t the athlete. Article IV. Assistant caches n the fficial registratin frm must be fully certified (thery, technical and practical) under the Natinal Caching Certificatin Prgram (NCCP) t at least Learn t cmpete Level (Trained status). These caches must be certified / trained nt later than 90 days befre the pening f the Games (Nvember 15, 2018). If a Prvincial/Territrial team des nt distinguish between a head cach and assistant caches, at least ne f the team s caches must be cmpetitin develpment certified, while the thers must be cmpetitin develpment trained. Article V CWG Trip Planning Travel t the 2019 Canada Winter Games will be by ways and means determined by Team New Brunswick and Sprts NB. CCNB mandatry preparatry events, training camps, time trials and r races shall be by athlete s wn means r as stated by CCNB trip selectin criteria. Article VI CWG Team Race Unifrms New racing suits will be purchased t cmpliment the 2019 NB CWG Official Team Unifrm. Athletes selected fr the CWG Team will be required t disburse 50% f the race unifrm s cst. The remaining 50% f the unifrm shall be financed by CCNB. Versin 8.0 ( ) 10
