3 1. Intrductin 1.1 Sprt backgrund 1. Intrductin 1.1 Sprt backgrund The bench press is the nly discipline in Pwerlifting with ten different categries based n bdy weight. Pwerlifting is the ultimate test f upper bdy strength. The athletes are given three attempts and the winner is the athlete wh lifts the highest number f kilgrams. Para-pwerlifting is pen t athletes with a range f impairments including cerebral palsy, spinal injuries, limb lss r deficiency (lwer limb/s), shrt stature and a range f ther impairments which result in impaired muscle strength r impaired muscle pwer. In additin t the requirement f having an eligible impairment, all Pwerlifting athletes must meet the Minimum Disability Criteria (MDC) t participate in Pwerlifting cmpetitin. Cmpetitrs must lwer the bar t the chest, hld it mtinless n the chest and then press it upwards t arms length with lcked elbws. Access t the bench can be via wheelchair, cach assistance r ther aids. The Internatinal Paralympic Cmmittee (IPC) is the Internatinal Federatin fr Pwerlifting and as such, sanctins internatinal cmpetitins, develps the rules and regulatins fr the sprt, sets qualificatin standards fr Paralympic games and has affiliated natinal members (Natinal Paralympic Cmmittees) in all participating natins arund the wrld. Internatinal Landscape 2.1 RIO 2016 Paralympic Games qualificatin IPC Pwerlifting Qualificatin Pathway The qualificatin prcess fr Ri 2016 Paralympic Games is Tp eight male/tp six female n ranking (1 per natin) and meeting Minimum Qualificatin Standard (MQS) per weight class. T maintain a fair and cnsistent qualificatin pathway fr the 2016 Paralympic Games athletes must attend at least ne IPC Pwerlifting apprved cmpetitin in each f the years 2013, 2014, 2015 and 2016 accrding t the fllwing prcess. Athletes must have achieved the relevant Paralympic Games Minimum Qualifying Standard (MQS) fr IPC Pwerlifting in additin t any ther relevant current IPC PO Rules and Regulatins; The athlete must have achieved the necessary 2014 Wrld Champinship (WCH) MQS in any IPC Pwerlifting apprved event in 2013 (cmpulsry) and can chse t enter any ther apprved events in 2014 prir t the 2014 WCH t increase ranking if WCH MQS was nt achieved at the cmpetitin entered in 2013 t still qualify; Entering apprved cmpetitins in 2014 prir t the WCH alne des nt qualify the athlete t enter the WCH; T be eligible t qualify fr the 2016 Paralympic Games athletes must attend the 2014 WCH and in additin t this achieve the required Paralympic Games MQS as per the given qualificatin timeline and prcesses stated belw; Athletes must participate in at least ne Reginal/Internatinal apprved event in 2015 (cmpulsry) and any ther IPC PO Internatinal apprved cmpetitin (bligatry) fllwing the 2014 WCH until the qualifying deadline f 29th February 2016; and Where Reginal Champinships/Games are nt rganized between the 2014 WCH and the qualificatin deadline f 29th February 2016 the athletes must participate at any ther IPC PO apprved Internatinal event during the same qualificatin perid. Internatinal Landscape 2.3 Cmmnwealth Games Cmpetitin 2.3 Cmmnwealth Games Cmpetitin Australia has participated at every Pwerlifting cmpetitin held at the Cmmnwealth Games since it was intrduced t the prgram in Australian athletes have achieved a silver medal in 2002 and a brnze in At the 2014 Cmmnwealth Games held in Glasgw, the Internatinal Weightlifting Federatin (IWF) gverned the sprt and has natinal federatins in every participating cuntry. The IWF granted each cuntry three male and three female athletes acrss the fur events held at the Glasgw Cmmnwealth Games. A cuntry may enter a maximum number f six Pwerlifting athletes. Fr Cmmnwealth Games nly, Pwerlifting frms part f the Weightlifting team and all administratin and crdinatin is carried ut by the Australian Weightlifting Federatin. Weightlifting Australia Federatin called n the APC t nminate up t six Pwerlifting athletes (3 x male, 3 x female) fr the Glasgw Cmmnwealth Games. Natinal Landscape 3.1 Australian Paralympic Cmmittee The Australian Paralympic Cmmittee (APC), as the natinal member f the IPC, is respnsible fr athlete licensing, cmpetitin entries, registratin, classificatin and athlete nminatin and selectin fr the Australian Paralympic Team. Pwerlifting was, up until June 2014, ne f the APC managed sprts, where the APC is funded by the ASC t deliver the high perfrmance prgram in the absence f a mainstream agreement with an NSO. The APC supprt f Pwerlifting has recently included the emplyment f a cach, delivery f camps and crdinatin f internatinal event participatin. In June f 2014, the Australian Sprt Cmmissin (ASC) annunced the withdrawal f funding t the Pwerlifting prgram. The ASC had prvided $55k annually t the prgram. 3.2 Dmestic cmpetitin Queensland Sprting Wheelies and Disabled Assciatin (QSW) have histrically held tw (2) cmpetitins each year; February (State Champinships); and Nvember (Natinal Champinships) These have been held in QSW Brisbane gym and usually attract between ten and fifteen athletes. The Natinal Squad athletes were generally funded by the APC t attend. Para-pwerlifters are able t take part in all able bdied Pwerlifting Australia events, subject t meeting the IPF rules fr perfrming the lift. 10 3. Natinal Landscape 3.3 Australia s Winning Edge 3.3 Australia s Winning Edge The AIS is a divisin f the Australian Sprts Cmmissin (ASC), the Australian Gvernment s peak bdy fr sprt. As Australia s strategic high perfrmance sprt agency, the AIS is respnsible and accuntable fr leading the delivery f Australia s internatinal sprting success. In 2012, the AIS launched Australia s Winning Edge , a natinal strategy utlining ambitius internatinal perfrmance targets fr Australia ver the next decade. In rder t deliver success under Australia s Winning Edge, a sharper, mre rbust natinal funding and accuntability mdel has been intrduced. Investment has been priritised t sprts that demnstrate the greatest chance f shrt, medium and lng-term success and sprts that have the capability t deliver. Australian high perfrmance sprt funding is being firmly linked with results. The rle f the AIS changed dramatically in Perhaps the mst significant change was the mve away frm the direct delivery f high perfrmance sprt prgrams, including the prvisin f AIS schlarships and the emplyment f caches. The newly defined rle as Australia s high perfrmance sprts agency was successfully transitined thrughut 2013 in preparatin fr full implementatin frm 1 January A cnsequence f this change is that NSOs nw have clear and full accuntability, aligned with their investment fr the delivery f their high perfrmance prgrams. In the AIS Investment Annuncement fr , it annunced the high perfrmance investment allcatin fr Pwerlifting will be withdrawn fr ($55,000 in ). The ASC has determined that the sprt is unlikely t cntribute t Australia s 2016 Paralympic Games medal target. Paralympic sprt exists s that athletes with physical, visin r intellectual impairments have equal pprtunities t cmpete and be successful in sprt. Classificatin grups athletes wh have similar impairments tgether int classes fr cmpetitin in their particular sprt. Each Paralympic sprt has a different classificatin system, based n each sprt s specific athletic skills and requirements. Each sprt selects the impairment grups that are eligible in a Paralympic pathway. Paralympic impairment grups fr Pwerlifting? An athlete must have an eligible impairment that leads t a permanent and verifiable activity limitatin as utlined in the IPC Classificatin Cde. NE (Nt Eligible) Des nt meet the minimal disability criteria fr Para-pwerlifting. Only authrised Pwerlifting classifiers are able t prvide a frmal classificatin. All eligible athletes cmpete in ne sprt class, but different weight categries. Classificatin fr Pwerlifting in Australia fllws the IPC Pwerlifting classificatin rules. The IPC Pwerlifting classificatin rules and regulatins are fund at the fllwing link; Classificatin Assessment If an athlete with a physical impairment wishes t cmpete in Pwerlifting, they must underg a Pwerlifting classificatin assessment. Classificatin typically includes physical, technical and bservatin in cmpetitin assessment. In Australia, there are 3 levels f classificatin: Classificatin Level Prvisinal Natinal Internatinal Descriptin A paperwrk prcess fr athletes wh d nt have access t a classificatin panel. A face t face prcess where athletes attend classificatin with a recgnised Pwerlifting classificatin panel. Generally ffered at a natinal champinship. Fr athletes wh are selected fr internatinal cmpetitin. Hw d I get classified? Natinal Level Classificatin Athletes are t register their interest t be classified using the Get Int Sprt frm n the APC website; Classificatin pprtunities have previusly been delivered by the APC. Natinal Level Classificatin (face t face with a panel) has been ffered at natinal champinships when there has been a demnstrated need. Currently there is n prvisinal classificatin available fr Pwerlifting athletes, hwever the APC are develping a prcess t enable athletes t btain a prvisinal classificatin. Internatinal Level Classificatin Athletes are t cntact the APC shuld they wish t cmpete internatinally. Athletes shuld cntact APC Classificatin Services via classificatin@paralympic.rg.au. IPC Pwerlifting manages the prcesses fr internatinal level classificatin and the internatinal classificatin pprtunities. Athletes are required t attend internatinal classificatin if they are: 1. Internatinal New (never been classified internatinally) 2. Athletes shuld request the infrmatin abut the requirements frm the APC Classificatin Services. Classificatin Pathway Athletes with a physical impairment are eligble, but must meet the minimal impairment criteria. Mre infrmatin can be fund at the fllwing web link; Athlete cmpletes the fllwing 'Get Int Sprt' frm requesting classificatin. Athlete attends a Natinal Classificatin (held in cnjunctin with the Natinal Champinships) Athlete meets minimum impairment criteria and is given a Natinal Classificatin. Athlete des nt meet minimum impairment criteria and is nt eligible t cmpete in the sprt. Athlete attends an Internatinal Classificatin (in cnjunctin with the IPC Pwerlifting recgnised Internatinal Cmpetitin). Natinal Landscape 3.6 Classifiers 3.6 Classifiers Australian Pwerlifting Classifier Pathway Classifiers are trained and certified fficials wh assess athlete s impairments t determine their sprt class and sprt class status, accrding t the Internatinal classificatin rules fr their sprt. Classifiers have either medical r technical qualificatins, cmbined with sprt specific expertise. Classifiers wrk in a vluntary capacity at a state, natinal and internatinal level. Pwerlifting Classifiers Pwerlifting classifiers are fficials wh assess athletes t determine if they meet minimal eligibility and allcate a class fr cmpetitin. In Pwerlifting, individuals are trained as medical r technical classifiers as per IPC Pwerlifting classificatin rules. Classifiers wrk with the Australian Paralympic Cmmittee and ther Australian classifiers. Classifier Training The Australian Paralympic Cmmittee identifies the needs fr classifier develpment and supprts classifier training. The prcess invlves identifying suitably qualified and interested individuals with apprpriate qualificatins t prgress thrugh the pathway. This will invlve registering new athletes, updating athlete bigraphies, license purchasing (athlete inviced) and all administratin with the IPC. NB: Athlete respnsible fr the cst f license. Classificatin The APC is cmmitted t ensuring that Australian athletes with physical, visin and intellectual impairment have access t classificatin at all levels f their sprting pathway. The APC leads the strategic directin f classificatin within Australia, ensuring nging cmpliance with IPC Classificatin Cde and the Internatinal Federatin Classificatin Rules. The APC will cntinue t crdinate classificatin pprtunities, when needed, at state r natinal champinships. Athletes must register their interest using the Get Int Sprt frm n the APC website. The APC will then crdinate with QSW t cnduct classificatin. Event entries It will be the respnsibility f the athlete t identify lcal, state and natinal cmpetitin pprtunities and t crdinate all lgistics with regards t each cmpetitin. Such lgistics may include; Registratin frms/requirements; Payment f entry fee; Travel arrangements (grund and air); Accmmdatin; Details f cmpetitin schedule; Training time slts; Attend pre event briefings and/r meetings. Current situatin 4.2 Licensing 4.2 Licensing Athlete Registratin and License Athletes must be registered in the Sprt Data Management System (SDMS) t be eligible t be licensed and internatinally classified. There is n cst t register an athlete in the SDMS. All registered athletes will be assigned a unique identificatin cde, the SDMS ID, which will remain with the athlete fr the duratin f his/her career and that will be included n all athlete dcumentatin. Athletes must be licensed in the SDMS t have their results eligible fr recgnitin fr Official Rankings and as recrd breaking perfrmances. An athlete will be cnsidered licensed nce their NPC/NSF has applied fr a seasn license in ne sprt and the license package fee payment has been cnfirmed by the IPC. All licensed athletes will be assigned a seasn license number fr the respective sprt. Shuld an athlete retire frm cmpetitin, it is the respnsibility f his/her NPC/NSF t fficially declare their retirement by cancelling the athlete registratin in the SDMS and ntifying the IPC in writing. A key element f Australia s Winning Edge is t priritise supprt t the athletes wh have the greatest ptential t cntribute t these targets. The dais scheme prvides an pprtunity fr athletes in Olympic, Paralympic and Cmmnwealth Games sprts t receive a direct cash grant frm the Australian Gvernment. Athletes may be nminated by their Natinal Sprting Organisatin (NSO) t receive a dais grant if they: Achieved a pdium result at a recent wrld champinship level event and are expected t maintain that level f perfrmance; r Demnstrate ptential t achieve a pdium result at a future wrld champinship level event, and, Meet the eligibility criteria as set ut in the dais guidelines. These guidelines prvide an utline f the scheme t athletes and NSOs. They are subject t change and may be updated frm time t time. The dais scheme supersedes the previus Direct Athlete Supprt scheme and is administered by the AIS. Fr mre infrmatin n the AIS dais; Eligibility fr the Australia s Winning Edge Athlete Categries The nn-perfrmance related eligibility requirements, which may refer t the terms f the cntract between the athlete and the NSO. At a minimum the athlete shuld: Be an Australian citizen and eligible and available t represent Australia in internatinal cmpetitin; Be actively training twards the next benchmark event; Be a registered member f their NSO, have a signed athlete agreement, and have an agreed athlete perfrmance plan with their NSO; Cmply with all anti-dping requirements f their sprt, the NSO and the Australian Sprts Cmmissin (ASC); Maintain a lifestyle cnducive t sprting excellence; Abide by bth the rules and the spirit f their sprt; Maintain the high standard f persnal behaviur expected f an athlete representing Australia; Nt bring their sprt, the NSO r the ASC int disrepute; and Para-athletes shuld hld a review r cnfirmed status internatinal classificatin.
