2 WORDS OF WELCOME Eurpean Champinships Sergey Slveychik President Eurpean Jud Unin Dear Jud Friends, It is with great pleasure and gratefulness that we welcme the Eurpean Champinships back in France, this time hsting the EJU s mst imprtant and anticipated event f every year in a sunny Mediterranean city f Mntpellier. The year 2014 is marked with the 50 th anniversary f Olympic jud as well as with the beginning f Olympic qualificatin fr Ri And I am glad that tgether with the strngest jud federatin we wuld remember the participants f first Olympics in 1964 such as Linel Grssain, the Eurpean Champin f the same year, and that we culd cherish the first hurs champins such as Jean de Herdt, Henri Curtine and certainly Jean-Luc Rugé, a fur times Eurpean Champin, a lng-term leader f French Jud Federatin, the General Secretary f the IJF. I trust that thirteen years after Paris hsted the individual Eurpean Champinships, the French Jud Federatin tgether with the enthusiastic federatin f Mntpellier wuld deliver the best event at a new spectacular level and I am lking frward t witness a scintillating jud in a beautiful venue full f supprtive fans and jud lvers. I wuld like t wish gd luck t all participating athletes qualified fr this tp event. They are the frntrunners f Eurpean jud, and may these champinships becme a stepping stne fr them t wrld gld in Chelyabinsk as well as t a successful qualificatin fr the frthcming Olympic Games. Since 1951, this will be the ninth editin f the Eurpean Jud elite held in France, the first time was in Paris. We have cme quite a lng way since then and we wuld like t thank President Sergey Slveychik fr his trust as well as his cmmitment fr the develpment f Jud within the Eurpean Jud Unin. Welcming cuntry fr Eurpean Jud, France already rganized in 2013 great events such as Veterans Eurpean Champinships and Eurpean Champinships fr Clubs. Thrugh this great event, we shall highlight everyday wrk f ur reginal league and cmmittees especially educatin and integratin initiatives. A research sympsium will be as well rganized. There is n dubt that Mntpellier, big sprt city and Languedc Russilln regin will reserve a warm and friendly welcme fr yu. The suth f France, lvely regin t discver, steeped in histry and fcused n the future will rganize an efficient cmpetitin in the best pssible cnditins. The cmpetitrs must be f the same natinality as the cuntry, which enters them. Cmpetitrs wh have duble natinality can nly represent 1 cuntry. After having represented a cuntry in the Olympic Games, in cntinental r reginal games r in wrld r reginal Champinships, recgnised by the EJU, she/he may nt represent anther cuntry unless she/he meets the cnditins set frth in the next paragraph. When a cmpetitr changes natinality, she/he must wait 3 years befre she/he can represent the new cuntry, unless the tw cuntries cncerned (the ld cuntry and the new cuntry) agree t authrize her/his entry fr the new natinality and this is accepted by the EJU (Accrding t the Olympic charter Art. 42). Age Athletes must be minimum 15 years (Brn in 1999 and befre) 5. INSCRIPTION Numerical Inscriptin (individual event) & Team Inscriptin Frm 1 must be sent by March 10 th 2014 t the rganizer and t EJU Head Office, indicating the number f athletes participating in the individual cmpetitin as well as the participatin in the team cmpetitin (wmen and/r men). JUMAS Registratin All cmpetitrs and fficials must be registered in JUMAS ( by April 4 th, Please nte: When entering athletes nly taking part in the team event, please use participant type extra (withut any weight categry). In case an fficial r cmpetitr has n JUMAS entry fr this event (late entries and replacements), the head f delegatin must present an fficial letter frm his/her federatin granting him/her permissin t take part and receive an accreditatin /14

Federatins must arrive and check-in within the time limits prvided. A maximum f 2 representatives per Natinal Federatin are allwed in the accreditatin rm. Accreditatin A list f all the inscribed cmpetitrs is generated by the JUMAS system, which is cnfirmed by the head f delegatin that it is the final list, with the crrect names, the crrect categries and the crrect IJF Wrld Ranking List psitins. The list f entries is cnfirmed with the EJU fficial. N inscriptin will be accepted after the end f the natin cntrl /14

6 Eurpean Champinships Cntrl f Natinality Each cmpetitr s PASSPORT r cpy f the passprt (in case the cmpetitrs are still travelling) will be requested by the EJU fficial t check natinality and age f the cmpetitrs. The cmpetitrs must nt be present at the natinality cntrl. Finances EJU The federatins must be in rder with the annual fee and ther financial bligatins t the EJU. The entry fee per cmpetitr must be paid t the EJU. In rder t take part at the cmpetitin the natinal federatin must have fulfilled the necessary payments t the rganizer and the EJU. In case there was verpayment, r athletes did nt arrive fr valid reasns, EJU Treasury shall transfer this difference t the Federatin s accunt. Organizer finances The Organiser checks that all payments fr htel accmmdatin have been settled. Any pending invices with the rganiser shuld be settled here. The delegatins departure date, time, number f peple and travel details are als cnfirmed at this stage. A cntact name and number fr each delegatin shuld be given. Delegatins which have their financials settled befrehand may use the fast lane. Flag and Anthem Cntrl The head f delegatin cnfirms the flag and the anthem which will be used fr the medal ceremny. Accreditatin cards are handed ver t teams after finishing the whle accreditatin prcess. The EJU accreditatin cards fr the Eurpean Champinships, which are printed frm JUMAS, must be presented at the fficial weigh-in and befre each cntest. 9. DURATION OF CONTESTS Duratin wmen s cntests: 4 minutes and Glden Scre withut time limit. Duratin men s cntests: 5 minutes and Glden Scre withut time limit. 10. TECHNICAL INFORMATION INDIVIDUAL EVENT 10.1 COMPOSITION OF DELEGATION Each delegatin may enter a maximum f 9 athletes in ttal fr men and 9 athletes in ttal fr wmen. In each weight categry f men r wmen a maximum f 2 athletes can be entered. The fficial scales are available the whle day fr unfficial weight cntrl. Exact times and place fr weigh-in can be fund in the prgram. The weight f the cmpetitrs has t fall within the categry in which they are enrlled. The cmpetitrs presenting themselves after the clsing f the weigh-in, cannt participate at the cmpetitin. can present themselves nly ne time n the scales during the fficial weigh-in. must present their EJU Accreditatin and Passprt at the fficial weigh-in. Randm weight checks with the same rules as the fficial weigh-in can be rganized befre the first fights in the mrning f the cmpetitin. The weight f the athlete cannt be mre than 5% higher (withut Judgi) than the fficial maximum weight limit f the categry DRAW The draw will take place in the afternn befre the first day f cntests after the accreditatin. Time and place are stated in the prgram. The tp eight (8) amng the entered cmpetitrs in each weight categry will be seeded accrding t the current IJF Wrld Ranking List. Befre the draw the lists f each categry are hung in the crridr utside the draw rm. Each Head f Delegatin is respnsible t check that all inscribed cmpetitrs are n these lists and that they are under the right categry and with the crrect IJF Wrld Ranking List psitin. N crrectins can be made after the draw. At least ne delegate frm each participating Natinal Federatin must attend the draw. After the cmpletin f the draw, tw sets f the draw lists will be prvided t each delegatin AWARDS The rganizer shall prvide a certificate f participatin fr each cmpetitr (given t head f delegatin) and medals, flwers and diplmas, given at the medal ceremny: 10.7 ANTI-DOPING First place: Gld medal, flwers and diplma Secnd place: Silver medal, flwers and diplma Tw Third places: Brnze medals, flwers and diplmas The anti-dping cntrl will be cnducted accrding t the EJU Medical Handbk and include in each categry the winner f the categry plus ne f the three ther medal winners. The cmpetitrs have t reprt t the Dping Cntrl Statin nt later than 60 min after signed Ntificatin frm, in writing by the Physician mandated by the EJU, must fllw the indicatins leading them t the check statin. In that perid f 60 minutes, the athletes are allwed t take part in the awarding ceremny and t fill their press cmmitments /14

A persn f their chice (team dctr, cach, trainer, head f delegatin...) may accmpany them. The draw is made during the cmpetitin befre the start f the finals blck. 11. TECHNICAL DETAILS TEAM EVENT 11.1 COMPOSITION OF TEAMS The team shuld cnsist f 5 athletes, ne in every fficial weight categry. Substitutes are authrised in weight categries, a team can cnsist f maximum 10 athletes. In rder t be represented, the team must be cmpsed f at least 3 (three) cmpetitrs wh can cmpete in 3 different weight categries. The fficial scales are available the whle day fr unfficial weight cntrl. Fr thse cmpetitrs that have NOT cmpeted in the individual cmpetitins, weight must be within the weight limit f their categry. Thse cmpetitrs that have cmpeted in the individual cmpetitin will be permitted a 2kg tlerance. The cmpetitrs inscribed in team categries Wmen +70 kg, Men -90 kg and +90 kg cmpeting in individual events n Saturday will NOT be required fr the fficial weigh-in fr team cmpetitin Saturday evening DRAW The draw will take place befre the final blck n Saturday 26th f April Details can be fund in the prgram. The fur medal winners frm the previus year s Team Eurpean Champinships will be seeded. At least ne delegate frm each participating Natinal Federatin must attend the draw /14

9 Eurpean Champinships 11.6 CONFIRMATION OF TEAM LIST Final cnfirmatin f the team list will be dne n Saturday 26th f April 2014 during the annunced time in the cmpetitin hall. The Team fficial must sign the final list. In case f injury during the cmpetitin in individual weight categries cntested n Saturday, replacement fr the injured athlete will be accepted befre the weigh in fr teams n Saturday evening LINE-UP OF TEAMS Befre each rund the team leader must present the line-up f the team t the Sprt Directr. At each rund he/she has the right t replace ne r several cmpetitrs by ther cmpetitrs f the crrespnding weight categry r frm the next lwer categry. All cmpetitrs in the line-up fr the team cntest presented t the Sprt Directr and at the fficial bw n the mat have t cmpete. If ne cmpetitr des nt cmpete the team will lse by disqualificatin! A cmpetitr, wh has presented himself fr the cntest and des nt cmpete, lses the right t cmpete in the event. If ne team des nt arrive fr a match, the ther team will be declared the winner DECISION If at the end f the cntest there is nt at least a difference f a Yuk r a Shid between the tw cmpetitrs, the cntest will cntinue accrding t Glden Scre rule. The number f cntests wn will decide the winning team. In the case f a tight number f cntests wn and sum f winning scres, ne categry will be drawn fr immediate glden scre. Scres will be given as fllws: Ippn Gachi/Sg Gachi/Fusen Gachi/Kiken Gachi: 100 pints Waza-ari: 10 pints Yuk: 1 pint 11.9 AWARDS Win by Shid: 0.5 pints The rganizer shall prvide fr the medal ceremny: ANTI-DOPING First place: 1 Trphy, 11 Gld medals and diplmas Secnd place: 1 Trphy, 11 Silver medals and diplmas 2 Third places: 2 Trphies, 22 Brnze medals and diplmas Dping test will perfrmed accrding t EJU Medical Handbk. One weight categry is drawn fr the Male and anther fr the Female. Every registered cmpetitr f the team takes part t the draw lt. The Gld medal winner and anther drawn medallist are tested. In the case f nn-cntestatin f that weight categry then the immediate superir weight categry r immediate inferir f the same team will be tested Tw (2) tests fr the Male and tw (2) tests fr the Female /14

10 12. OFFICIAL HOTELS Eurpean Champinships Fr all participants, wh need t be accredited, the accmmdatin in an fficial htel can nly be bked thrugh the rganisers. Fr athletes, caches, referees, medics and fficials the Organizing Cmmittee prvides htels in tw categries all n bed and breakfast, half bard and full bard base. The rates quted are in Eur per persn/per night and include breakfast, (lunch & dinner ptinal), taxes and VAT. The binding htel reservatin (Frm 3) must be sent t the rganizer by March 24 th Reservatins will be prcessed strictly accrding t the date f bking. In case the requested htel is fully bked, the federatin will be infrmed and asked t make a new reservatin. Reservatins can be cnfirmed nly after receiving at least 50 % f the ttal accmmdatin cst that must be sent t ur bank accunt befre March 24 th 2014, therwise accmmdatin cannt be guaranteed fr yur delegatin. TRANSPORT NEAREST AIRPORT: Mntpellier, Méditerranée (MPL) - France NEAREST TRAIN STATION: Mntpellier Saint-Rch Federatins are respnsible fr their wn travel t the abve mentined airprt r train statin. The rganizer will take care f the transprtatin frm the abve mentined airprts and railway statins t the fficial cmpetitin htel and cmpetitin venue during the cmpetitin. Please send Frm 4 t the rganisers by April 4 th VISA The rganisers will help with btaining entry visas fr cmpetitrs and fficials. Please specify all infrmatin that is needed in the invitatin letters fr visas and submit Frm 6 and a scanned cpy f the first page f the passprts until March 24 th /14

JUDOGI CONTROL Apprved Judgi All Judka must cmpete in IJF Apprved Judgi (supplied by ne f the fllwing manufacturers: Greenhill, SFJAM NORIS, DANRHO, MIZUNO, Duble D Adidas, HAYAKAWA, Fighting Film, Bud Sprt AG, ESSIMO, MATSURU B.V.). Judgi Cntrl It will be perated with a Skuteiki prir t the fight. Judgi must have an IJF Official Label APPROVED JUDOGI with an ptical cde which cannt be falsified. The label will be cntrlled with an ptical lamp. Each f the cmpetitin clthing articles (jacket, trusers and belt) must have an IJF fficial label. Backnumber Each cmpetitr taking part in the EJU events is bliged t have sewn n the back f his Judgi the fficial backnumber (bth EJU and IJF are allwed) bearing his surname and his Natinal Olympic Cmmittee abbreviatin. The backnumber can be rdered frm r (Attentin: prductin and delivery takes arund 4 weeks). The SPONSOR part (if needed) will be given t the head f delegatin during registratin, and the athletes can stick it themselves using the special glue n the back number. Markings and Advertising Judgi markings must be in accrdance with the EJU regulatins. The space n the shulder stripes can be nly used by the EJU Suppliers. Imprtant: If an athlete des nt respect the Judgi rules, the athlete will nt be permitted t pass the Judgi Cntrl, and the cach wh is respnsible fr the athlete will be suspended fr the rest f the cmpetitin day. The rganiser is nt bliged t prvide reserve Judgi at Judgi Cntrl, but the athlete is allwed t present himself in anther IJF Apprved Judgi, cmplying with the Skuteiki rule (and withut backnumber) - in this case n cach can g with this athlete t the mat! In the case f a repeated ffence the cach will be suspended fr the rest f the cmpetitin. 18. REFEREEING 18.1 SELECTION & REGISTRATION OF REFEREES The EJU Refereeing Cmmissin will select the referees fr these Champinships by name, based n the results f the classificatin. The federatins will get the infrmatin in time and later, the whle list f referees will be available n the EJU hmepage in the calendar sectin. 13 Eurpean Champinships After the nminatin f the referees, the federatin must cnfirm the participatin t EJU Head Office by the deadline stipulated in the letter. Further, the referee must be entered by his/her federatin like every ther delegate in JUMAS and als the htel reservatin has t be dne by the natinal federatin REFEREE MEETING A referee meeting is scheduled the evening befre the first cmpetitin day. Time and place are stated in the prgram. The attendance t the Referee meeting is strictly cmpulsry REFEREEING RULES The cmpetitin will be carried ut accrding t the rules and sprting cdes f the IJF and EJU EJU JURY The jury is nt an appeals jury. It can be cnsulted by the referees in case f any difficulty. In n circumstances can the cmpetitrs r their representatives f their delegatin cnsult the jury. N prtest against the referees decisins will be accepted. Withdrawal by injury During eliminatins if the respnsibility f the injury cannt be attributed t ne f the cmpetitrs, the injured fighter shall lse the cntest. if the respnsibility f the injury is attributed t ne f the cmpetitrs, the ther will be declared winner. The cmpetitr respnsible fr the injury will nt be able t participate at the repechage. In case f withdrawal, the cmpetitr cannt present himself fr the fllwing cntests. During the finals r semi-finals if the respnsibility f the injury cannt be attributed t ne f the cmpetitrs, the injured cmpetitr shall lse the cntest. if the respnsibility f the injury is attributed t ne f the cmpetitrs, the ther will be declared winner. Direct Hanskumake In case f direct Hanskumake against the spirit f jud, a jint decisin wuld be taken by the EJU Sprts Cmmissin and the EJU Refereeing Cmmissin. In this case, the Judka wuld receive n medal and n ranking pints fr that turnament. Nte: A cmpetitr wh has been declared as a lser by injury can cntinue the cmpetitin. A cmpetitr, wh has gt a direct Hanskumake as the penalty against the spirit f ur sprt, will nt be authrised t cntinue the cmpetitin. 19. COACHING Cde f behavir f caches as defined in the IJF Sprts and Organizatin Rules, Annex 4 will be strictly bserved, inclusive the Dress Cde. Caches are nt allwed t give indicatins t the cmpetitrs while they are fighting. Only during the pause time (after matte), will caches be permitted t give indicatins t their athletes. After the pause is finished, and the fight cntinues (hajime), caches must keep silent. If a cach desn t fllw these rules, she/he can be expelled frm the cmpetitin area. If a cach persist with such behavir the EJU Accreditatin will be taken away fr the day. If the cach still persists with this behavir frm utside the cmpetitin area, she/he culd be penalized further /14

14 Eurpean Champinships 20. RESPONSIBILITY OF THE FEDERATIONS Medical Certificate The sex certificate and the medical certificate f the cmpetitrs are nt required. The cmpetitrs will cmpete under the full respnsibility f the federatins. Insurance Each federatin is respnsible fr insuring its cmpetitrs against injury and third part risk (public liability) during the perid f the champinships. The Eurpean Jud Unin declines all respnsibility. Attitude f Cmpetitrs The federatins are respnsible vis-à-vis the EJU cncerning the general attitude f their cmpetitrs. Image f Athletes The federatins are respnsible t have btained the rights fr the EJU t use the cmpetitr s image in whichever way it cnsiders it necessary fr the prmtin f the sprt. Neither the rganizer f the event, nr the Eurpean Jud Unin (nr any f its fficials r members) will be liable r respnsible fr any persnal injury nr fr any lss r damage t yur prperty arising ut f yur participatin and travelling in cnnectin with these events. 21. FUNDAMENTAL PRINCIPLE All Natinal Federatins, fficials, caches and athletes participating in this event have t respect and accept the authrity f the EJU fficials, the rules and statutes f the Internatinal Jud Federatin and Eurpean Jud Unin, as well as the IJF Antidping Rules. Individuals deemed t have acted against the EJU r IJF, their principles r purpses shall be subject t suspensin r expulsin frm the event and/r cancellatin f their accreditatin cards. 22. Awarding Ceremnies All cmpetitrs having wn a medal have t attend the ceremny t receive their medal in persn. If a cmpetitr is absent during the awarding ceremny fr n valid reasn, he/she will lse the right t have the medal. It is strictly frbidden fr cmpetitrs n the pdium t bring natinal flags r the similar identificatin ther than the ne represented in the regular manner n their equipment. Any demnstratin f religius, plitical, persnal r cmmercial sign is prhibited and s is wearing a cap r any ther head cver.
