2 ISAF Gals and Pririties Our Gals and Pririties fcuses n psitining sailing as an attractive sprt and as a successful sprt n the Olympic Prgramme. This strategic fcus has been made with the understanding that this is a plan fr ISAF and fr sailing in general with bth the needs and well-being f the sailrs in mind. The sailrs are the heart f the rganisatin, and their participatin in the sprt is f the upmst imprtance t ISAF. 4 Cuncil Summary This is a summary f the Cuncil meeting held n Saturday 11 May at the Scandic Cpenhagen Htel, Cpenhagen, Denmark discussing the pririties and directin f ISAF fr the next fur years by the Cuncil f the Internatinal Sailing Federatin. The tpics are in the fllwing sectins: 1. The Develpment f the sprt; 2. Pssible barriers t the grwth f the sprt; 3. The Majr challenges facing the Member Natinal Authrities; 4. Suggestins and ideas fr the future. Each Cuncil member gave an verview f the infrmatin gathered fr the MNA s f their particular grup. Many issues were mentined several times which is reflected in the Frequency clumn. 1. Develpment f Sprt Frequency 8 Kitebarding is grwing. 5 There is a lack f data with regard t the size f participatin in ur sprt. 3 Yuth: up t 18 has been quite stable fr the last 8-10 years 18-25: number f sailrs is t lw amng the largest MNAs. It is difficult fr mst sprts t secure members in this age grup, where the yuth gets mre and mre fcused n educatin and career One persn dinghies: Optimist is still the mst spread dinghy in the clubs, but decreasing a little, especially with fewer participants in the natinal rankings. Other dinghies fr yuth are RS Tera, Zm 8, Eurpe, Laser Radial and Laser. Tw persn dinghies: Many clubs have nw RS Feva dinghies supprting tw persn sailing. Further 29er is the mst ppular tw persn dinghy in Denmark and Nrway. The yunger male and female crews are primarily fcusing n skiff classes. Keelbats: up t the 1990 es keelbat sailing was quite strng in 3

5 sailing clubs amng largest MNAs. Sme MNAs see a strng sciety amng single and duble hand sailing. Multihulls: relatively few crews in Hbie 16 Spi and SL16 (skiff sailing and kitebarding is prbably attracting these sailrs mre) in the grup. Windsurfing: Many clubs have gd beginner curses, but racing is decreasing r stable in the Frmula Windsurfing Classes. Quite few RS: X sailrs in the grup. Kitebarding: There has been grwth in the rganized part f kitebarding; Nw als mre Windsurfing & Kitebarding clubs. Sme MNAs have develped certified instructr curse in rder t raise the quality f educatin in Kitebarding Schls. 3 Almst unchanged number f clubs and club memberships ver the last twenty years. 3 Wmen and girl s participatin is grwing, cmpensating a slight decline in men s and by s memberships. 3 Sailing is increasing in the develping wrld especially in cuntries with a rapidly grwing 'middle class' but a challenge t keep new peple in the sprt after the first intrductin. 3 Oceanic racing has a huge public interest and attractive fr spnsrship [ISAF is neglecting ffshre and keelbat sailing]. 2 Sailing is a pririty sprt in sme cuntries; success in Olympic Games is mre imprtant; Sailrs are natinal heres and celebrities. 1 Keelbat racing attracts abut the same amunt f peple n less bats, because the bats tend t becme bigger (= mre crew n bard). 1 Due t the fact that the number f classes is grwing, in mst f the classes the number f participants in races is declining (smaller fleets). 1 Actively trying t integrate Kitebarding int the club- and federatin structure, althugh the tp level is primarily prfessinally rganized. 4

6 2. Barriers t develp the sprt further Frequency 10 Pr cmmunicatins between the MNAs in the ISAF Cuncil Grups. 10 Educatin f trainers needs mre fcus. Shrtage f qualified caches shuld be classified. 8 Sailing t expensive; Equipment is expensive. It is mre and mre expensive t run Natinal Yuth squads, training facilities and Natinal Olympic Teams. It is difficult t get spnsrs fr all MNAs in the grup. Sailing perceived as exclusive. 7 Declining level f vlunteers and vlunteer s ppulatin getting lder. 7 The clubs will prbably have t invest in mre equipment, which can be used by the members fr 1-2 hurs; hwever the existing ld members/sailrs, wh already have private bats, are nt very willing t supprt club investments, therefre clubs need t develp alternative prgrams fr investment in equipment. 6 Rising csts fr travelling t races, accmmdatin and training sessins. It is mre and mre expensive t run Natinal Yuth squads, training facilities and Natinal Olympic Teams. Cncern ver the cst f fficials in the sprt. 5 The traditin in the sprt is bth gd and bad fr the sprt. We have t develp the sprt and clarify and strengthen ur rights t the sprt. Strengthening the rights nt nly means pssibilities f incme but als make peple understand the sprt frm the utside. 4 T many classes fighting fr same suls, n clear path fr an individual sailr develpment frm junir sailr t Olympic sailr. 3 Yuth Sailing must be stimulated further, especially by assisting the clubs in effectively recruiting new sailrs by cperatin with schls and yuth institutins. A challenge is that the yuth prbably in the future will have mre hurs in schl and this makes it mre difficult fr time cnsuming sprts like sailing, where equipment als is expensive. Fcus n cheaper classes. 3 New attractive sprts and leisure activities are entering the market absrbing their share f the (limited) ptential fr future grwth ther (trend) hbbies, sprts and leisure activities are grwing. 2 Individuals, especially children, students and yung prfessinals have less available leisure time than befre. 2 Cmmunicatin between classes and clubs nt as gd as it culd be. 5

7 Classes autnmus. 2 Dealing with legislatin. Fr instance EU car driving license regulatins are negative fr yung peple driving with big and heavy bat-trailers. EU car legislatin makes it near impssible t transprt medium sized sprts equipment withut the need f having expensive 4x4 vehicles (twing limits). 1 Ecnmic and plitical instability in the cuntry. 1 Lack f leadership in clubs. 1 Sailrs in the grup nw fcus mre n training lcally and select high level regattas in Eurpe, -in rder t reduce csts, but als fcus n a brader grup f sailrs. 6

Majr Challenges Frequency 11 Funding is getting mre difficult and challenging; Funding frm Natinal Sprts Cnfederatins is decreasing and membership fees are challenged in the grup where mre f the members nw pay abut eur t the federatin thrugh the club. The MNA have t find new surces f incme in rder t stabilize the financial situatin. Spnsr situatin is challenging (difficult). The cmmercial value f the sprt is lw s the MNA budgets are small t be able t serve sailrs well. Fr the tp elite sailrs, especially in the Olympic Classes, it is very difficult fr an MNA t find funding fr many events utside the cntinent, except fr Wrlds and Olympic training, Pre- Olympics and Olympics. Yacht clubs are nw running as a business i.e. catering/beverage utlets as they are under financial pressure. 6 T prvide attractive and effective services t member clubs, (individual club members) and classes in the field f legal advice, training, educatin and PR. 5 Effective lbbying t avid gvernmental regulatin and limitatin f the sprt. 5 T rganize prfessinal spnsring supprt fr nn-prfit sailing n federatin level. 5 T adjust events and rules t new develpments. Rules are difficult t understand. 4 T cpe with new cmmercial activities (charter, water turism, cmmercial events), demgraphic effects and the develpments in the leisure market described abve. 4 T maintain public and gvernmental supprt fr the sprt f sailing. 3 Ppularize sailing again sailing has t be trendy, in rder t attract bth yuth and adults in the future in strng cmpetitin with ther many ther sprts and leisure activities. The MNA must be able t supprt this by prmting the sprt in general, and helping the clubs frming a new strategy fr the future. Questin and challenge is hw t keep peple in the sprt. 2 A challenge is hw t serve lts f different sailrs and types f sailing with very small number f peple at the MNA. 1 ISAF s In-Huse-Certificatin system that prves inflexible fr natins with lng established in huse measurement systems. 7

Plicy suggestins and pririties Frequency 14 We think that ISAF shuld try t reduce csts at all levels t make the sprt mre available at all levels. 8 Securing the right f the Olympic Classes ISAF shuld prbably wn/partly wn the design rights, license/cntrl the builders/prducers and cntrl the price level. Establish reliable cntracts with manufacturers f Olympic equipment. 8 Prmte sailing twards the general public in rder t raise the prfile f sailing as a mdern and trendy sprt fr mdern peple. The first and fremst is t keep ur sprt interesting fr newcmers and audiences. Use new media. 7 We need lng term strategies making it easier fr the MNA t plan their natinal wrks, aligned with the future Olympic frmat and classes. 7 ISAF shuld crdinate the internatinal sailing events calendar. 7 MNAs benefit frm a lng term equipment strategy fr the Olympic Games and pathways fr sailrs t fllw t prgress thrugh classes t the elite level. 6 Develp a "best practice" n the web, s all MNAs can get input, ideas and cmmunicatin. 6 Renew structure f ISAF Cmmittees and prvide better strategic guidance frm the Executive Cmmittee. 6 ISAF has t find way t simplify and reduce rules f sailing. 6 Clubs t run sailing activities with club fleets. Successful evening sessins (shrt) and n bat private bat wnership is needed. 5 Cnnect t sailing has been very useful fr ur small MNAs and sailing has benefited greatly frm that prgram. 5 Integratin paralympic sailing in Clubs, MNAs and ISAF. 5 ISAF t rganise mre practical seminars/cnferences aimed at fr instance yacht club management and training. ISAF's cnference shuld have a mre infrmative/educatinal purpse. Streamlining and translatin services t cntinue. 4 ISAF must braden the perspective f sailing t much fcus n Olympic Sailing, which is a very small part f the sailing wrld. 4 ISAF shuld encurage and supprt the develpment f the cntinental federatins, where the MNAs t a much larger extent in 9

11 the future will be able t exchange knwledge and experience and cperate i.e.: Supprt, develp, cperate with Cntinental federatins delegate different tasks fr example educatin f race fficials, cntinental champinships and series, cntinental classes (?), etc. 4 Frmalise a training scheme fr caches. Fcus n cach develpment and training. 4 The decisin making prcess shuld be mre pen and faster. 4 ISAF and MNAs have t find an effective way t prtect the unauthrized use f their rules, events and expertise. 3 Build a strng ISAF Sailing Wrld Cup, with the prime gal t prmte sailing in different parts f the wrld cntinents. The Sailing Wrld Cup must be able t prvide funding fr tp elite sailrs t participate; maybe the Sailing Wrld Cup shuld nly be fr classes with supplied equipment. Frmats can be changed, s there is n need fr mre than bats per class. 3 The Sailing Wrld Cup will never wrk in a prper way n all cntinents withut any ecnmical balance. Cmmercial mney, prize mney, appearance mney etc. has t be in relatin t the csts. The ttal cst picture has t be lwer at the same time as we need t increase the incme. Fr example a lt f sailing and mtrbats are transprted frm cntinent t cntinent at huge csts. Cut these csts by supplied bats at these events t make it wrk and sail in small grups with the same bats as we already d. Nt nly Lasers but als 49er and 49er FX and Nacra 17 and bards. 3 Identify and clarify the cmmercial rights in the sprt and ISAF t be in cntrl. Strng ISAF Management n Cmmercial aspects. 3 ISAF must have the curage t take difficult decisins if it benefits the sprt in the lng term. ISAF shuld lead in a structured way. 3 ISAF is a very centralized rganizatin tday and needs t build a strnger cntinental/reginal structure, as ISAF at the mment is nly able t supprt tp level sailing frm Suthamptn. 3 Building wn ISAF brands ISAF Wrlds, ISAF Wrld Cup and ther majr ISAF Events must be cmmercially viable. 3 Enhance cperatin, especially within the established ISAF Grups and MNAs related thrugh Reginal Games. 3 Reduce Number f Wrld Events and Titles. 3 Cmbine Class Events. 3 ISAF t prvide supprt and clinics. Mre and better understanding what is n ffer, the cmmunicatin t the MNAs is very difficult. Level f current seminars fr internatinal fficials des nt match; t many d nt pass the test. There may be issues with languages. 10

12 3 Restructure ISAF and MNAs. Membership based rganisatins are in decline; MNAs and ISAF shuld be a branch rganisatin, prviding services and include cmmercial initiatives and wrk with cmmercial partners. 2 Open discussin cncerning the validatin f Olympic classes. 2 Training fr club leaders. 2 Extra Olympic medal fr kitebarding. 2 Securing Sailings psitin in the Summer Olympic Games vital fr the future f sailing, as Olympics are ne f the best shw windws fr sailing in a glbal scale. 2 Frmat f all regattas need evaluatin and the Racing Rules shuld be simplified. 2 Cntinental Federatins shuld, with the supprt f ISAF, develp a series f events in their area, supprt educatin prgrams fr Race Officials, caches, media relatins etc. 2 ISAF t prvide educatin material that is easily usable n club level, best practice. Language is a prblem, MNAs need t be able t prvide the ISAF material in wn language. 2 Pinpint imprtance f transparency and demcracy and get ISAF representatives that represent the Grup, nt themselves. 2 Renew and mdernize wrking methds within the ISAF cmmittees; i.e. mre use f web and cyber platfrm. 2 ISAF and MNAs have t establish an effective licensing system n internatinal and natinal level t regulate cmmercial use f their sprt system (especially fr activities in Olympic classes). 2 Mdify AGM and MY meetings t shrter time schedules and less peple, less cmmittees etc. clarify and simplify explain the decisin making prcesses and make them mre cmprehensible fr the sailing cmmunity, thus imprving understanding and acceptance f ISAF plicy, decisins and Rules. 2 Mdify the Race Officials Scheme t a mre accessible and easier t fllw system. At present, yung and interested peple can hardly affrd the necessities f becming r staying an IRO - be it Measurers, Judges r Race Officers. The musts and needs are t much t cpe with. 2 Develp an ISAF unified simple rating system. 1 Get mre females int the sprt f sailing at all levels. 1 Get sailing int schl s curriculum. 11
