The Polty Councl approved the budget two weeks ago, but a low attendance prohbted senators from reachng budgetary quorum, or two thrds of the senate, for the last senate meetng of the year. Ths marks the thrd consecutve week the senate has been unable to meet to approve the budget, allowng t to pass as proposed by eght councl members wthout a senate vote. The senate tradtonally approves the budget before t becomes the student government's polcy. Among other changes, the budget wll ncrease Polty salares by $30,800, whch would be used to hre a fulltme Polty prnt shop employee and provde current employees wth a rase n salary, accordng to Senator Rchard Cole. Last week's senate meetng, whch also faled to reach quorum, was rdden wth dspute for over an hour on the frst page of the budget The salary ncrease was the subject of much of ths debate. The dscusson was nterrupted when the grevance perod for electons began durng the senate meetng and many senators left the meetng to fle complants. " wsh the councl had brought t to us earler," sad Gershwn College Senator Tom Varghese. "To ask senators to come and dscuss the budget for four or fve hours the week before fnals s askng them to spread themselves too thn academcally." "Because of the electons, t seemed lke the budget was the last thng on people's mnds," he sad. Accordng to Polty Presdent Dan Slepan, treasurer and presdentelect Davd Greene who was not present at last nght's senate meetng turned n the budget sx weeks late. Greene could not be reached for comment before press tme. "The budget s always late," sad Cole, who consders the budget, whch funds nearly 150 clubs, the "meat and potatoes" of Polty. Last year's budget was left untl the last meetng of the sprng semester, accordng to Cole. "t's rdculous," he sad. "We spent over fve hours argung about the budget and not a sngle tem was changed... t's my guess that they purposely delayed the budget so that t would be passed the way t was last year." Cole sad he beleves that senators dd not know how to voteon the budget tems last year and suggested that the budget be handed out before sprng vacaton n the future. 'The senators should have about a month to educate themselves about t so people can dscuss t ntellgently," he sad. " do thnk t's knd of sad that the we haven't been able to make quorum for the past couple of weeks," sad vce presdent elect Jerry Canada, who attrbutes the low attendence to the apathy of some senators. "A lot of people have complants about where ther money s gong, but they don't even come to the meetng." Cole, who beleves many senators are dscouraged by the system, blames the councl. "Even f the senators are apathetc, t's the job of the councl members to go out there and get the students nvolved," he sad. "t's a lengthy process," sad Polty Vce Presdent Tom Pye of the budget. Although Pye, who chars the senate, beleves that part of the troubles of the process are due to the sxweeklate budget, he says that people don't take nto acount all that t entals. "Davd Greene had a bt of a problem wth tme constrants but can't speak for hm," sad Pye. "t's a tough job for one person." The total damage to the cars s $300. A wndow n Hamlton College was broken last Tuesday at 3 am. The plate glass wndow wll have to be replaced at a cost of $225. A 1987 Cadllac was vandalzed last Sunday at 12:30 pm n the Admnstaton parkng lot There was $250 worth of damage to the rearvew wndow. Two master keys were stolen from room 256 n the Humantes buldng last Saturday at 7 pm. The lock on the room was destroyed by a drll and the theves were able to take the keys. The damage to the lock s $25. A Zeos 3365 computer and a Panasonc KXP 1180 prnter were stolen fron room S44 1 n the Socal Behavoral Scence buldng last Frday. The room was forced nto and the total value of the stolen goods s $1500. A gym locker was broken nto last Sunday at 6 pm. $200 worth of sports equpment ncludng clothng was stolen from the locker. A 1985 Toyota was vandalzed n the Lake Dr. Student parkng lot at 2:30 am last Thursday. The wndsheld was broken. The replacement cost s $200. A 1988 Cavaler was broken nto last Frday n the Kelly paved parkng lot at 12:45 am. The car was scratched on the hood, trunk and the drver's sde. The drver sde lock was damaged n the break and the rado was stolen. The total value of the damage s $600 and the rado s worth $400. A wndow n Whtman College was broken las: Thursday at4:45 pm. A shot from apellet gun shattered the wndow causng $300 worth of damage. No one has been arrested n connecton wth the crme. A 1989 Ford Probe was burglarzed last Thursday n the O' Nell prkng lot The vctm left the car unlocked, sad Publc Safety. The lst of lost goods nclude a pocketbook, $80 n U.S. currency, makeup, a Bble and SUNY D. The total cost of the stolen goods s $200. A 1989 Chevy was broken nto n the Kelly paved parkng lot on Aprl 28 at 10 pm. The thef broke the lock on the drvers sde and entered the car. A Cobra radar detector, 30 tapes and four books were stolen. The total of the stolen goods s $600 and the damage to the lock costs $200. A 1982 Chevy Camaro was broken nto n the South Plot at about 8:30 am last Wednesday. lte door of the car was unlocked and the thef stole the stereo, equlzer, amplfers and 30 tapes. The total cost of the stolen goods s $610. A 1983 Aud was vandalzed at 3 am last Wednesday n the Langumr curved parkng lot The wndsheld and wndows were broken for a total damage worth $225. A 1987 Pontac was vandalzed n the Old H parkng lot on Aprl 28 at about 4 pm. Tbe wndow and antenna were broken and the fnshed was scratched. Tle total damage to the car s $200. "f you only have two weeks, then make the best of the two weeks."' Pye suggested that some of the Polty setbacks could be remeded by earler appontments of the subcommttee chars. "One of the reasons that the budget was late was because of a lttle breakdown n communcaton between the commttee chars and the treasurer," sad Pye. "People are apponted to commttees and some feel n over ther heads." He suggests that commttee chars be apponted at the end of the fall semester nstead of the begnnng of the sprng semester and be be gven a brefng ut wth the treasurer so that they know what s expected of them. He also suggests that senators get more nvolved outsde of the weekly senate meetngs. Tbe walkout by more than 10 employees left two employees n the Student Unon bar. nvestgators hred by the campus food servce, ARA Servces, found last month that Brdge bartenders were not abdng by unversty polces, whch pohbtany promotons that encourage drnkng, sad John Raney, ARA's drector of dnng servces. Two bartenders were fred because "they were not dong ther job," sad Gary Nagel, manager of the Brdge. They were not enforcng the polces and standards establshed pror to the openng of the Brdge last October. Because the Brdge s a unversty operaton, t cannot run events lke Happy Hour or drnk specals that would promote alcohol consumpton, sad Nagel. "Furthermore, the campus has determned alcohol should not be the prmary focus of any event t s an ancllary tem whch may be provded atevents n accordance wth campus polcy and New York State aw," accordng to the alcohol polcy stated n the Unversty Student Conduct Code. The common practce of buybacks, n whch a bartender buys aleang rounds of dnnks for customers, s a longstandng tradton n ths area that generates bgger tps for the bartender, Nagel sad. Although common, the practce s llegal n New York State because t encourages alcohol consumpton. Because buybacks and gveaways are not allowed at the Brdge, the result s a very reasonable prcng polcy, "consderably lower than what you'd fnd offcampus," sad Nagel. Former bartender Pat Mannon crtczed the polcy. He was asked to stay, but he sad he left "out of soldarty" wth hs frends. He sad students can't be expected to pay $20 for drnks for themselves and ther frends and not have buybacks. He descrbed ARA as all "take, take, take." Mke Lbretto, a 1991 Stony Brook graduate and a former bartender, agreed. "College students can't afford tobuy drnks n the frst place," Lbretto sad. Brennan Holmes, a former assstant manager who also qut, called ARA "very The End of the Brdge campus bar n the Student Unon unprofessonal" n that t dd not follow good busness practces lke "takng care of regulars." Lbretto sad the bar "had been carryng the restaurant," as the restaurant, Edde O'Bren's, lost money. ARA was tryng to "weed out what they feel s the problem," he charged, and t decded that student employees were the problem. Former bouncer Chrs DCarls sad that ARA used bartender Dave Reynolds as a scapegoat "You can't have a bar wthout buybacks," he sad. Shane Donovan, a bouncer who qut, sad ARA sometmes dscouraged bouncers from enforcng state drnkng laws. When the bar was flled the bouncers were nstructed to check dentfcatons harder and reject any questonable Ds, he sad. When ths resulted n less busness, the bouncers were told to be more lenent n approvng dentfcaton. Accordng to Lbretto, the Brdge s one of ARA's frst experences n runnng a bar. " know the bar busness, and they just don't know t," he sad. Donovan sad he had been told that ARA's only alcohol servng experence has been n sports stadumns. Accordng to Dwayne Andrews, assstant manager, only two people one bamender and one bouncer stayed on the staff. The remander of the staff, ncludng coatchecks, cashers, and watresses, all walked out some n the mddle of ther shfts. Accordng to Holmes, ARA adnnstrators decded they ddn't want students and recent alumn who had frends at Stony ~~~~~o Brook workng there. Andrews sad that no more student bartenders wll be hred. "Everyone knows somebody," he sad. Nagel sad that the walkout was expected, as the staff had been a tghtlyknt group. "Our group had worked there for the past fve years," sad Holmes. The staff was soon replenshed from the large number of students eager to work at the bar. Challengng a publc offcal's record sn't called negatve n my poltcal scence book. t's called scrutny.) Cole wasn't dsqualfed for the many volatons because Polty s afrad of lawsuts. The electon board knows ts bylaws are flawed and Polty has been aware of ther shortcomngs snce last year, when the electon board had to swallow ts prde and renstate fve dsqualfed canddates. But t took untl March for anyone n the student government to begn dscussng new bylaws. And gudelnes that would satsfy the Polty Senate were not found n tme tor the electon. Untl the electon process s scrapped and reconstructed from scratch, there wll never be a far student government electon on ths campus agan. And wth the room left open n the system for manpulaton, we wll have to queston every year whether those n offce were actually elected by the students or by the unchanged corrupt system. For three of the offces, canddates are runnng unopposed, ncludng the presdent. The only contested poston s secretary, n whch only one canddate, Englsh student Tom Pepper, wll appear on the ballot. Jean Rousseau, a Ph.D. canddate n chemstry, s campagnng aganst Pepper as a wrten canddate. The GSO extended the deadlnes for canddate pettons "a week or two," accordng to George Bdermann, edtor of News and Blues, a GSO publcaton. "All ths delay s because nobody wanted to run," sad Monca McTgue, GSO presdent. But dffculty n recrutng executve canddates s not new to the GSO. '"s has happened a lot of tmes," McTgue sad. 'People get apathetc." "t's always hard to get canddates to run for GSO postons," Bdermann sad. The GSO electon also faces the problems of nsuffcent publcty and staffng, accordng to GSO Secretary Gary Halada. " am currently the only member of the electon commttee," he sad. "The process was started late." "We, as graduate students, have faled our msson," sad Jeff Lacher, GSO senator from the School of Contnung Educaton. "That s, to hold an electon." The GSO conducts ts electons based on maln ballots, as opposed to votng n person, Bdermann sad. The ballots are delvered to the academc departments. Graudust students then complete the ballots and mal them nto the GSO, where they are counted. But the GSO s rectfyng that delay, accordng to Halada. "Rght now sx or seven departments have ballots," he sad. "f everyone gets these ballots out, thnk we can mnmze the damage from what's not been done and get ths done by the 18th," Lacher sad. The GSO dscussed the electon process n an emergency meetng last nght, whch could not be called an offcal meet ng because the GSO consttuton demands that a meetng be announced a week ahead of tme, McTgue sad. Ths meetng was announced on Tuesday. "f we hadn't held ths meetng, the electon could be three days away and we would not know what's gong on," Lacher sad. Last nght's falure of the Polty Senate to gather enough senators to pass the student government's $1.3 mllon budget confrms the neffectveness of an archac system. Now, StonyBrookstudentswllhave to settle for a student budget pad for by ther student actvty fees that was passed by eght students. But t wasn't necessarly the eght councl members! fault. They were the only expedent step n the process. The treasurer and presdentelect, Davd Greene, was sx weeks late wth hs budget and the senate faled to complete one meetng n ts last three tres. Polty's leadershp knew that gatherng the necessary number of senators as f nalsweekapproachedwaschancy. But the necessary precautons were not taken. But we've learned to expect such neffcency from the alng organzaton. The group that represents the students s flawed n every branch, makng effcency nearly mpossble: * We have a Polty Councl that has too much power. ABl members of the councl, excludng the presdent and vce presdent, have votes n the senate clearly a conflct of nterest because the senate needs a twothrds vote to overrde a councl decson. Put t ths way: Twothrds of appxately 30 senators means an overrde can only afford to lose 10 senators. f sx senators are councl members, your chance of overrdng s slm. * We have a Polty Senate that spends more tme fghtng wth tself than actng n students' nterests. SUNY's thrd tuton hke n two years was passed last month and Publc Safety offcers wll have guns by next semester, but senators nstead dscuss mpeachng each other. * We have a Polty judcal board that may as well not exst. The board has not made one sgnfcant rulng ths year, despte several cases brought to t. t consstently suffers from lack of partcpaton and lack of guts n rulng aganst fellow Polty offcals. And the apoltcal board too often gets caught up n the poltcs that elects ts members. Granted, t looks pretty bad. But only mnor changes would equalze the balance of powers and streamlne the processes that now get caught up n poltcs and bureaucracy. Polty must update ts bylaws to reflect the contemporary needs ofthe student goverment. The new councl members should surrender ther votes n the senate; college legslatures must be more careful about pckng representatves n the senate and make them more accountable for ther decsons and attendance; and the judcal board must ether be scrapped or reborn wth new gudelnes and dutes. Hopefully, the newly elected councl wll recognze the value of these relatvely mnor changes and mplement them over the summer. Coyne along wth coassstants Peter Collns and Nck ladanza guded the team snce Head CoachSueRyan was n Europe, coachngaregonal East Coast team of under 16yearolds n England. When the Patrots took the feld durng the offseason, they were splt nto two squads the Red and Whte. The Red team was flled wth many of the players returnng for next season. They compled a perfect record of 30 n the pelmnary rounds, defeatng Adelph 42, Hofstra 70 and Lafayette 10. Feshmn Kara Lynn Wreth and freshman Rebecca Ag were multple goal scoas over the three games. They dd not place frst overall though. St John's ganed the number one seed as they scored 13 goals; Stony Brook was second wth 12 goals. n the semfnal, the Patrots dd not far as well n a rematch wth Adelph. Tso sad that the tournaments create a game stuaton whch she could play all of the players and take some of the pressures of playng volleyball durng the season. Senk's leadershp revtalzed a baseball program that was once a hallmark of nstablty. " ddn't expect [the award] at all, t beng only my second year," Senk sad. "Personally t was very gratfyng, especally when t's chosen by your peers. Not only does t recognze what 've done, but what the program and the players have done... You're only as good as your players. apprecate the award but also apprecate that [the players] were as much a pan of t" " was real excted about hs wnnng the award," Tso sad of Senk. Marcus earned Stony Brook VDP/Statesman Athlete of the Week honors for the week of Aprl 28 by httng.526 over a fvegame span whch saw Stony Brook go 32, durng the week, ncludng an 112 wn over Old Westbury and a twogame sweep of New Jersey Tech n whch Marcus accumulated 10 hts, fve for extra bases. Hs three doubles and two home runs drove n eght Patrot base runmers. "He s playng at the top of hs game rght now," sad Head Coach Matt Senk. 'The potental for ths type of week from Dave was there all season." The fact that Marcus has not been recognzed earler n the season s an ndcaton of the strength of the Patrots lneup.
