SCOPE OF THE POLICY MANUAL (c)(3) NON-PROFIT BRAC is a Clrad nn-prfit crpratin in gd standing and has Bylaws and Articles f Incrpratin n file with the Secretary f State. 1.2 USA CYCLING LOCAL ASSOCIATION BRAC is the lcal assciatin fr USA Cycling (USAC) representing Clrad and Sutheastern Wyming. 1.3 USA CYCLING RULEBOOK BRAC incrprates and adpts the USA Cycling (USAC) rulebk fr bicycle racing POLICY As a Lcal Assciatin, BRAC can make exceptins r additins t USAC rules in the frm f a plicy, with apprval f the BRAC Bard f Directrs, as lng as USAC minimum standards are met. 1.5 POLICY MANUAL BRAC maintains this Plicy Manual that gverns the assciatin s current plicies and prcedures. BRAC BOARD OF DIRECTORS 3.1 BRAC Bard f Directrs The members f the BRAC Bard f Directrs shall fulfill respnsibilities specified belw, subject t the cntrl f the Club Cuncil f the Assciatin, and may have ther duties as shall frm time t time be assigned t them by the Assciatin President acting n behalf f the Club Cuncil. All individual members must be members in gd standing f the Assciatin (dues paid, regulatin cmpliance, etc.) President The President shall functin as Chairpersn f the BRAC Bard f Directrs and the Club Cuncil. In perids between meetings f the Club Cuncil, the President may interpret the Schedule f Fees, Bylaws and Cnstitutin, with the cnsultatin f the majrity f members f the BRAC Bard f Directrs. They shall, with the apprval f the Club Cuncil, appint all special cmmittees, ther than thse elected directly by the Club Cuncil, and shall have the duty t infrm the BRAC Bard f Directrs r Club Cuncil if a member is nt fulfilling their duties. The President can recmmend the remval f said member frm any cmmittee. The President, alng with the Executive Directr, shall be the fficial spkespersn fr the rganizatin and their duties are, but are nt limited t, preparing the mnthly agenda fr the meetings f the BRAC Bard f Directrs, crdinating with the Executive Directr and/r ther Assciatin Staff, the racing schedule, develping/revising the annual budget, rganizing the club annual meeting, prcuring spnsrships and any ther duties as may be assigned. The President shall wrk with the Executive Directr and/r ther staff t ensure efficient functining f the assciatin Secretary The Secretary shall keep the minutes f all meetings f the Club Cuncil and the BRAC Bard f Directrs. Meeting minutes, financial dcuments, bylaws, and all plicies may be fund n the BRAC website Vice-President In the absence f the President, the Vice-President shall, in general, have the pwer t perfrm the duties f the President Treasurer The Treasurer, alng with the Executive Directr, will versee the maintenance f the rganizatin s financial recrds. The Treasurer shall mnitr the mnthly statements prepared by the Executive Directr t the BRAC Bard f Directrs and shall review with the Executive Directr and the Assciatin s accuntant the yearly financial reprt t the Annual Club Cuncil. The Treasurer shall, alng with the President, supervise the Executive Directr in the day-t-day financial affairs f the Assciatin. They shall versee the keeping f the Assciatin bks and recrds, which is the physical duty f the Executive Directr and insure that all recrds and accunts are crrect. The Treasurer shall deliver the financial reprt t the Bard f Directrs in the absence f the Executive Directr Directrs at Large Directrs at Large will serve as representatives f the membership t the BRAC Bard f Directrs Directrs at Large will be assigned duties by the President r the BRAC Bard f Directrs. 3.2 COMPENSATION BRAC Bard f Directrs members may be paid frm Assciatin funds with the prir apprval f the BRAC Bard f Directrs and such fee cannt exceed $5,000 per year. 3

4 3.3 EXPENSES MISCELLANEOUS Frm time t time Officers and Directrs will incur expenses n BRAC'S behalf which have been apprved by the Executive Directr r the BRAC Bard f Directrs. These expenses must be submitted n the Assciatin expense reprt, with all receipts attached befre any reimbursement can be made. All Directrs and Officers are limited in spending any significant funds n behalf f BRAC that have nt previusly been apprved MILEAGE OR GASOLINE Directrs receive reimbursement f mileage r gasline nly with Bard apprval. 3.4 SIGNATURE POWER BRAC shall assign signature pwer t the President, Treasurer, Executive Directr, and/r ther staff as apprved by the Bard f Directrs. 3.5 EMERGENCY ACTION PLAN (EAP) BRAC has adpted an Emergency Actin Plan that prvides guidance t bard, staff, fficials, event directrs and vlunteers in the event f a serius accident r fatality. 3.6 CONFLICT OF INTEREST STATEMENT BRAC has adpted a Cnflict f Interest Statement fr all members f the Bard f Directrs. This dcument must be signed by all bard members at the first bard f directr s meeting after the annual meeting. 3.7 BACKGROUND CHECKS BRAC Bard Members are required t underg an NCSI Backgrund Check which will be funded by BRAC. USA Cycling fficials are required by USAC t underg backgrund checks. BRAC will cver the cst f these backgrund checks fr fficials wh are BRAC members. 3.8 BOARD RIGHTS The Bicycle Racing Assciatin Bard f Directrs retains the right t mdify, nullify, r negtiate all plicy discrepancies and issues in BRAC plicy r adjining dcuments falling under their jurisdictin. 4. BRAC TECHNICAL COMMITTEE The BRAC Bard f Directrs shall appint a Technical Cmmittee Chair. Other members f this cmmittee shall be the Membership Manager and ther parties designated by the Executive Directr, in cnsultatin with the BRAC Bard f Directrs. There shall be a minimum f three peple n the cmmittee, ne f whm ne must be a USAC fficial. The Technical Cmmittee will evaluate events, help with plicy as pertaining t racing, assist with meetings fr Officials, determine elements f Officials prgrams, review fees every 2 years, determine/recmmend benefits, evaluate and prvide training/educatin prgrams. 4

5 5. BRAC STAFF 5.1 Executive Directr The Executive Directr shall be cnsidered a full-time, paid emplyee f the Assciatin. The BRAC Bard f Directrs shall assign a salary amunt t the psitin and all jb respnsibilities. The Executive Directr shall be in charge f the peratin f the Assciatin, carrying ut the details f the rganizatin accrding t the plicies and regulatins established by the Bard f Directrs. 5.2 Membership Manager The BRAC Membership Manager shall be cnsidered a part-time, paid emplyee f the Assciatin. The Bard f Directrs shall assign a salary amunt and all jb respnsibilities with input frm the Executive Directr. The Membership Manager shall carry ut the administrative duties f the Assciatin Other Staff Psitins BRAC may appint r hire ther psitins n a vlunteer r paid basis as necessary fr the efficient peratin f the Assciatin and the sprt. 6. BRAC MEETINGS All meetings f BRAC shall be run under Rbert s Rules f Order. 6.1 BRAC BOARD OF DIRECTOR MEETINGS MEETING AGENDAS Meeting agendas will be psted n the Assciatin s website nt later than three days prir t the meeting, and made available t the BRAC Bard f Directrs, member clubs, and staff ATTENDANCE AND PARTICIPATION All meetings are pen t the general membership but nly thse members recgnized n the agenda shall be allwed t speak CLOSED SESSIONS The BRAC Bard f Directrs reserves the right t hld a clsed sessin when apprpriate. 6.2 BRAC ANNUAL CLUB COUNCIL MEETINGS DATE There shall be an Annual Meeting f the Clubs held each year The date shall be decided upn by the Executive Directr in cnsultatin with the BRAC Bard f Directrs. In principle this meeting will take place in January r February. 5

Review applicatins fr State Champinships. Race Directrs present at the meeting will prvide a recmmendatin t the Bard f Directrs regarding the State Champinships. Infrmatin frm this meeting will be utilized by the BRAC Bard f Directrs during its next mnthly meeting t: Accept the cycl-crss calendar Award CUP designatins t crss races Determine the State Champinship event ROAD RACE DIRECTOR MEETING DATE There shall be a Rad Race Directr Meeting held in the fall f each year GOALS Finalize the upcming rad racing seasn calendar. PROCESS TO CHANGE POLICY 7.1 AGENDA ITEMS ITEM SUBMISSION All agenda items fr the Annual Meeting shall be submitted at least 30 days prir t the annual meeting NEW BUSINESS If nt submitted by this date, members may intrduce items during the New Business prtin f the meeting, but any item which affects the financial aspects f the Assciatin must have been submitted by the 30 day deadline. 8. MEMBERSHIP 8.1 INDIVIDUAL MEMBERSHIP DURATION Memberships are annual and based n a standard calendar year expiring December 31 st. Memberships may be ffered prir t January 1 st. In this case the membership is gd fr the remainder f that calendar year and the next cmplete calendar year USA CYCLING MEMBERSHIP BRAC member clubs must be USAC member clubs as well OBLIGATIONS When a club jins the BRAC, they agree t abide by USAC rules, BRAC plicies, and BRAC Bylaws The BRAC member club president r fficial club cntact must be a licensed USAC member and BRAC member BRAC clubs must prmte r c-prmte a minimum f ne permitted USAC event per year r help BRAC with a nn-usac permitted activity (i.e. awards party, camp, clinic, r summit) All USA Cycling clubs in Clrad and sutheastern Wyming are expected t pay all mnies wed t fficials at the end f the race and give the Chief Referee all ccurrence reprts with releases in additin t any USAC 1-Day Licenses and annual USAC memberships sld. BRAC will send the club, within 48 hurs, a surcharge reprt utlining all fees wed t BRAC and USAC. BRAC and USAC checks are expected within 3 weeks f receipt f bill Clubs that are late paying mnies wed t BRAC will incur late fees per the schedule f fees OUTSTANDING OBLIGATIONS BRAC member clubs will have Outstanding Obligatins until all bligatins detailed in are satisfied BAD STANDING BRAC member clubs will be declared in bad standing if in a previus year f club membership (between meetings f the Club Cuncil) the club did nt satisfy bligatins detailed in A club that hires an independent race directr t manage part r all f its event is respnsible fr the behavir and perfrmance f said race directr, including payment f any fees r ther mnies wed r incurred due t the race directr s actins A club in bad standing will frfeit the benefits prvided t member clubs, including eligibility in Cup Pints Cmpetitins. In rder t regain gd standing, clubs must pay all fees and mney wed t bth USAC and BRAC. Clubs which have nt prmted r c- prmted a USAC cmpetitive event r helped with a BRAC nn-usac event must be listed n an upcming event permit r be scheduled t help BRAC with an upcming activity in rder t regain their gd standing A club in bad standing (frm previus year) must fulfill bligatins befre any team pints can be accrued. 8

PRIVACY AND GENDER EQUITY POLICIES 9.1 MEMBER PRIVACY BRAC respects the right t privacy f all cmmunicatins received frm all members. If yu d nt want electrnic updates, and/r membership infrmatin frm BRAC, please check the apprpriate bx n yur membership applicatin frm. We d nt share, sell r distribute ur list t ur spnsrs, publicatins r vendrs. 9.2 GENDER EQUITY BRAC is cmmitted t prmting equity [parity] in wmen s cycling. As a part f this cmmitment, we understand the imprtance f equity in race prizes. Equal payuts send a message t all cyclists that Men s and Wmen s races are equally imprtant, and the racers deserve equal respect fr their effrts. While BRAC des nt require specific prize amunts, we encurage Race Directrs t strive fr equitable payut distributin acrss Men s and Wmen s races. While we understand that field sizes can vary significantly and may impact ttal prize amunts, ultimately, pay equity remains imprtant t the grwth f ur sprt, even if sme races may pay ut mre than cllected fr thse entrants. 9

10 10. SCHEDULE OF FEES AND SURCHARGES The BRAC Bard f Directrs and staff will recmmend a Schedule f Fees and Surcharges that will be ratified at the BRAC Annual Meeting. The Schedule f Fees and Surcharges will be psted t the BRAC website. 11. RACE CALENDAR DATES 11.1 RACE CALENDAR DEPOSIT A calendar depsit (see Schedule f Fees) is charged t all USAC clubs wishing t be listed n the BRAC Calendar. Only events that are directed by BRAC member clubs will have a link t their event flyer frm this listing. The depsit is refunded r subtracted frm surcharges wed nce the race has ccurred DATE EXCLUSIVITY T ensure maximum participatin at events, BRAC prefers t schedule nly ne race per day per discipline. Clubs are expected t reslve race day cnflicts. If nt, BRAC will decide based n the fllwing criteria: Availability f qualified fficials Discipline (Rad, Track, Cycl-crss) Histry f event and its quality ( established, well-prmted events typically given preference n their race date) Races may c-exist if f different sub-disciplines (e.g. Criterium and time trial) Distance between prpsed venues. ( 150 mile rule) fr weekend events Pririty t Natinal Champinships, State Champinships, and Cllegiate Events Except in the case where it is unavidable, BRAC will nt have tw different State Champinships n cnsecutive days f a weekend. 12. RACE KIT The Race Kit includes, but is nt limited t: lap cunters, brms, cnes, ply psts, pdiums, banners, signage, bullhrns, tables, chairs, marshal vests, clers, cmputers, printers, decrative flags, tents, and radis ELIGIBILITY Only BRAC Member Clubs are eligible t use the Race Kit. 11 12.3 CHECK IN/OUT PROCEDURES Clubs are respnsible fr checking the equipment ut and returning it in gd rder. Materials must be put back int the facility in their prper lcatin. Clubs are respnsible fr any lss r damage t the race kit. 13. MEDICAL SUPPORT 13.1 REQUIREMENTS All USAC cmpetitive events held in Clrad and sutheastern Wyming are required t have a licensed EMT, paramedic r a cmparable medical prfessinal with triage experience at the race t facilitate the handling f medical services and decisins during the event. The race will be cancelled by the Chief Referee if this requirement is nt met DOCUMENTATION The medical prfessinal is required t cmplete a First Reprt f Occurrence Frm n every persn he/she treats, excluding thse wh receive treatment fr superficial rad rash CONCUSSION AWARENESS TRAINING All BRAC Race Directrs are required t take the nline curse ffered by the CDC regarding cncussin awareness. 14. RACE GROUPS 14.1 CUP EVENTS Race Grups ffered at BRAC events can be fund in the respective plicy dcuments fr the Rcky Muntain Rad Cup, the Clrad Crss Cup and the Clrad Track Cup COMBINATION OF RACE GROUPS A race grup is defined by the gender, age, and categry f the riders in the grup. Different categries are separated by dashes. Fr example, the Men 1-2 race grup cmprises men f categries 1 r 2. This is a grup that will be tracked fr Cup pints at all BRAC cup events. When multiple race grups are run n a curse at the same time, a slash ( / ) between race grups implies that riders may be started tgether r have staggered starts, will have separate prize lists, and separate results will be generated. Ex: Men / Men 60+ In the scenari abve, tw race grups, Men and Men 60+ are starting at the same time, r slightly staggered. Bth f these race grups have a prize list, and results will be reprted fr each. 11

12 15. ROAD OMNIUMS 15.1 DEFINITION A Rad Omnium is a series f rad events (stages) with an verall prize based upn accumulated pints. The individual stages may be rad races, time trials, hill climbs, r criteriums TIE BREAKERS In the event f a tie, the General Classificatin fr a rad mnium is determined by the placing n the final event - r the event selected by Race Directr as indicated in the race annuncement and/r technical guide Omnium Pint Scale The fllwing pint scales are recmmended t determine the final placings fr rad mniums and will be used unless anther set f pint scales are in the technical guide. Race Directrs must determine a way t classify riders wh have scred n pints, at least up t the 25 places required fr Cup results. Usually this wuld be using the results f a particular race. 13 16. BRAC PROGRAMS 16.1 PRE-J EVENTS BRAC supprts yuth riding by encuraging criterium and cycl-crss events t prvide a Pre-J event (Pre- Junir) fr athletes with a racing age f less than nine years. Pre-J events have n entry fee and n scring. Standard release waivers are required. Race Directrs are reimbursed the Pre-J permit fee if they place the Pre-J lg n flyer WOMEN S PROGRAM BRAC is cmmitted t grwing the sprt f wmen s cycling in ur area. T this end, we hst Wmen s Summits, wrk t crdinate clinics and mentring events fr beginning wmen racers, hst wmen-specific camps, and serve as a cmmn grund n which t build cmmunicatin between BRAC member clubs, cllegiate clubs, and like-minded rganizatins JUNIOR PROGRAM BRAC is cmmitted t yuth/junir/u23 racing. BRAC prvides travel grants t yung riders fr participatin in internatinal events and majr natinal level races and camps. BRAC hsts junir camps fr rad, track, and CX. 13

14 16.6 STATE CHAMPIONSHIPS BRAC shall designate Clrad State Champinships events fr Rad Racing, Time Trial, Hill Climb, Criterium, Cycl-crss and Track events State Champinship designatin can nly be awarded t a BRAC member club BRAC State Champinships shall be a partnership between BRAC and a Race Directr r Prmting Club. BRAC will prvide State Champinship medals and jerseys, administrative supprt, Awards pdiums and backdrp, and/r ther services t be determined between the tw parties Only current USAC annual licensees wh are USA citizens r permanent residents and reside in the state as shwn n their license are eligible t cmpete fr the State Champinship Title.
