AL TO NOTE DECISIONS / ACTIONS TAKEN SINCE THE FOC MEETING Cuncil & ESB decisins 21 February 2018: The IOF Cuncil unanimusly apprved the dates f the Eurpean Yuth Orienteering Champinships 2019 (EYOC 2019) as June 27-30, April 2018: Russia had submitted an applicatin fr WOC This applicatin was nt accepted by the IOF due t the prvisins in the Wrld Anti-Dping Cde ( ) which stated that applicatins fr internatinal events culd nt be accepted frm natins where the Natinal Anti-Dping Organisatin (NADO) was deemed nn-cmpliant. The applicatin fr WOC 2022 was als valid fr WOC The IOF Cuncil nted that this applicatin culd be cnsidered nce the AL

2 Page 2 Russian NADO was cmpliant again if requested by the Russian Orienteering Federatin. 7 April 2018: Cuncil appinted Estnia the rganiser f EOC Cuncil tasked FOC with cntinuing the discussin with the rganisers regarding B-finals. B-finals must be rganised such that they d nt have the same curses as A-finals and shall have n effect n A-finals results. 23 April 2018: The ESB apprved the Wrld Cup Special Rules, especially the new Appendix regarding the 3 rd sprint frmat cmpetitin in CZE. 3 FOC Remits and Special Tasks FOC Remits and Special Tasks were sent t the IOF Cuncil fr apprval in the end f January. AL FOCUS ON KEY OUTCOMES STRATEGIC PLANNING & EVENT QUALITY 4 The Wrld Games (TWG) In mid-april, rienteering was cnfirmed t be a part f The Wrld Games 2021 in Birmingham, USA. FOC s initial respnsibilities will be prpsing an SEA, setting up the prgramme and defining the qualificatin criteria (nce the number f participating athletes is clarified). SEA t be cntacted and cnfirmed in the August FOC meeting. 5 Wrld Orienteering Champinships (WOC) WOC 2018, Latvia. Status reprt. N new SEA reprt available. The rganiser presented a brief status reprt at HLES Finance is ne f the cncerns. Dates are 4-11 August. DL gave an update n the prgress. There are a few tpics f minr cncern, but they still have time t reslve them. The financial situatin imprved dramatically als. WOC 2019, Nrway. Status reprt. N new SEA reprt available. Venue is Sarpsbrg, Østfld. Dates are August. Prgress seems t be n track. Sprint WOC 2020, Denmark. Status reprt. N new SEA reprt available. First SEA visit tk place in the end f Nvember The rganiser is making very gd prgress. WOC 2021, Czech Republic. Dates need t be finalised. Prpsal is 2-6 July 2021, since we have t squeeze in The Wrld Games and O- Ringen Wrld Cup int July als. N majr actins expected until after the Wrld Cup in Octber. Sprint WOC 2022: Tw bids were apprved by the IOF fr the 2022 Sprint WOC frm Paris (FRA) and Edinburgh (GBR). FOC shrtlisted bth candidates fr evaluatin visits by AL and Tm Hllwell. The IOF Cuncil shuld decide abut the rganiser in their August meeting. AL DL, AL. PM

3 Page 3 6 Eurpean Orienteering Champinships (EOC) EOC 2018, Switzerland. Dates are 5-13 May. Bulletin 3 published. JM made his last visit in March. Everything is n track. EOC 2020, Estnia. The Estnian applicatin was apprved by Cuncil. Dates are August. Prpsed prgramme is the same as the fixed WOC prgramme (frest). At this stage, FOC needs t find an SEA and cnsider EST s request t allw fr B -finals in the Middle Distance cmpetitin. EOC The event will have the same frmats as the sprint WOC. Applicatin deadline was 31 st March 2018, but n applicatin was received. This shuld be Wrld Cup rund 2/3. FOC recmmends t the IOF Office t apprach pssible rganisers practively. Actin AL. The Bulgarian Orienteering Federatin s applicatin fr WMOC 2021 included a statement that if awarded WMOC 2021 they wuld be willing t rganise EOC EOC in the future: FOC established a Wrking Grup t adjust the rules fr EOC after the split in frest and sprint EOCs. Members f the Wrking Grup: AL (chair), USK, JM and BT. Reprt t be made by August Actin AL t prvide a questinnaire fr JM t hand ut at the EOC 2018 fr participating teams. 7 Wrld Cup (WCup) Wrld Cup 2018: status reprt Rund 1 Switzerland, as part f EOC (5-13 May). Rund 2 Latvia, as part f WOC (4-11 August). Rund 3 Nrway: Pre-WOC arund Halden will be held frm 31 st August until 2 nd September. (Shrtened) lng distance n Friday, a prlgue (9:00) and a pursuit (16:00) n Saturday and a frest relay n Sunday is n the prgramme. Bulletin 2 was published in March. Rund 4 Czech Republic: Dates are 4-7 Octber, with the 3 rd Sprint frmat n Thursday, a Sprint Relay n Friday, a Middle Distance n Saturday and a Sprint n Sunday. ACh infrmed that everything is n track. The frmat descriptin fr the 3 rd Sprint frmat cmpetitin was finalised a few weeks ag, s there is sme wrk left with that cmpetitin. Wrld Cup 2018 Special Rules. The detailed descriptin f the new 3 rd Sprint frmat in CZE as an additin was recently apprved by ESB. Wrld Cup 2019: status reprt Rund 1 Finland, smewhere in the Helsinki metrplitan area, the week befre Jukla (8-11 June). Tw frest cmpetitins n the weekend and ne Relay cmpetitin (Sprint Relay n Sumenlinna?) n Tuesday. AL, PM BT, MKH, PM

4 Page 4 Rund 2 Nrway, as part f WOC (13-17 August). Rund 3 Switzerland: (Laufen, near Basel), Sprint-based rund. Dates are September. The actual plan is t have three cmpetitins with a Middle Distance, a Sprint, and the 3 rd Sprint frmat. Rund 4 China: This has nw been endrsed by Cuncil, the Partnership Agreement is signed. The prvince f Guangdng (arund Guangzhu) will hst the event. Dates and frmats tbd. Dates are t be crdinated with the CISM Wrld Military Games which will be rganised in Wuhan Octber. BT as the SEA is currently in China negtiating. Jarslav Kačmarčík is a part f the rganisatin. It lks as if the dates will be Octber with ne individual Sprint cmpetitin (withut qualificatin), ne Sprint Relay and anther cmpetitin. This ther cmpetitin may be a Middle Distance (similar t what we had in The Wrld Games in 2009 and 2013) r a secnd individual Sprint. A final prpsal shall be made by ur August meeting. Special Rules fr Wrld Cup 2019 must be apprved by Cuncil in Octber in rder fr the teams t have adequate time fr planning. Actin BT. Wrld Cup in the future: Frm 2020 and nwards the intentin is that the Wrld Cup will be held with 3 fixed runds. The 3 rd Wrld Cup rund in 2020 is prpsed t be the EOC (frest). Discussins with O- Ringen AB and Verein Swiss Cup regarding the Wrld Cup fr the years had reached the stage that a written agreement had been prpsed and was being discussed between the parties. The gal is t finalise the agreement as sn as pssible. 8 Junir Wrld Orienteering Champinships (JWOC) JWOC 2018 Hungary: Status reprt. N new SEA reprt available. Jari Kymäläinen visited Kecskemét in late March. Preparatins are n track, bulletin 3 was published in early April. Dates are 8-14 July. JWOC 2019 Denmark: Status reprt. N new SEA reprt available. Dates are 6-12 July. Preparatins are n track. A rule deviatin request was received t allw 1-minute start intervals in the lng distance cmpetitin (with butterflies). FOC didn t supprt the rule deviatin request, and asked the Danish rganiser instead t present this t the team fficials at JWOC FOC can nly supprt the RDR if the teams supprt it. JWOC 2020 Turkey: New SEA reprt available. The Partnership Agreement was finally signed by JM after a visit t Turkey in March. The next visit will be in June t check draft curses. The Event Centre will be mved clser t Istanbul, t Gebze University. Dates are 28 June 5 July, JWOC 2021: Three applicatins received frm POR, ROM and SWE. Initial assessment was made during the meeting. HLP will draft the HLP

5 Page 5 evaluatin and additinal questins and send these t ACh fr review. All applicants will be asked t give presentatins during the August FOC meeting either in persn r via Skype (actin HLP). Final decisin t be made by the IOF Cuncil in August. 9 Wrld Masters Orienteering Champinships (WMOC) WMOC 2018 Denmark: Status reprt. N new SEA reprt available. Over 3900 entries by the secnd deadline (28 March) this has the ptential t be the largest WMOCs ever. Dates are 7-13 July. Several key rganisers plus the SEA attended HLES. WMOC 2019 Latvia: Status reprt. N new SEA reprt available. Apprved dates are 5-12 July. Sme cncerns abut a lack f manpwer. Mst key fficials are als wrking with WOC, i.e. they will mst likely nt start the wrk after WOC. Next SEA visit scheduled fr August. Sme prblems abut transprt t the frest events have still t be reslved. Bulletin 1 was published in March. A few key fficials (including the Event Directr, but nt the SEA) attended the HLES. WMOC 2020 Slvakia: SEA Francesc Giandmenic and Assistant SEA Jáns Sümegi apprved by Cuncil. First SEA visit scheduled fr August. Dates apprved by Cuncil: 7-15 August, WMOC 2021: fur bids frm BUL, ESP, ITA (same as WMOC 2020 bid), JPN (tgether with WMG 2021). FOC shrtlisted BUL, ITA and JPN fr assessment visits, t be carried ut by DM in May July. Final decisin t be made by the IOF Cuncil in August. WMOC at HLES: ne f the split sessins fcused n WMOC at the High Level Event Seminar in Riga. 10 Senir & Yuth Reginal Orienteering Champinships (utside Eurpe) Nrth American Orienteering Champinships 2018 (Senir & Junir), 18 th -21 st August 2018, Whitehrse, Yukn, Canada. One issue is that there are n IOF rules available fr the junir classes. Clarificatin fr the 2018 editin: The winner f the M21 & W21 classes gets the extra entry spt fr WOC Suth American Orienteering Champinships 2018 (Senir & Yuth), 5-11 Nvember 2018, Uruguay. New SEA reprt available. Asian Orienteering Champinships 2018, Hng Kng. Preliminary dates are December. Bulletin 1 published. Asian Junir & Yuth Orienteering Champinships 2019: Japan had prmised t apply by April Oceania Orienteering Champinships (Senir, Junir & Yuth) 2019, 28 th September 6 th Octber 2019, Wagga Wagga, NSW, Australia. DM, BT, JM BT, JM

6 Page 6 Asian Orienteering Champinships 2020: Suth Krea had shwn interest in applying t rganise. Nrth American Orienteering Champinships 2020 (Senir & Junir): the USA applied (Lake Tahe, CA). FOC recmmends the USA bid fr NAOC 2020 fr apprval t the IOF Cuncil. Suth American Orienteering Champinships 2020 (Senir & Yuth): rumurs are that Brazil will be the nly candidate. FOCUS ON KEY OUTCOMES RULES 11 Mapping issues FOC decided t revisit the idea f allwing 1: maps fr lng distance events in junir and senir high level events. JM was appinted t head a grup frm FOC and Map Cmmissin t wrk n this issue. Different stakehlders were asked t give their cmments n this issue. After a lng discussin, FOC agreed that 1: maps shuld be allwed in IOF events in the future with certain cnditins. FOC & FOAC share the view, that 1: is a preferable scale fr lng distance cmpetitins. It fits best with the frmat descriptin and the character f a lng distance curse in sme detailed / steep terrains 1: is much mre suitable, s using it shuld be mre flexible than it is nw there is a shared cncern that if the rganiser can chse freely, they will chse 1: mre than it is necessary (because mst areas are mapped in the way that it can be used fr bth middle distance and lng distance cmpetitins). JM, ACh FOC prpses t ESB / IOF Cuncil a test perid fr the rest f 2018 fr WRE cmpetitins and Reginal Champinships utside Eurpe: the EA / SEA can apprve 1: map scale fr lng distance cmpetitins based n a checklist criteria: if the terrain allws fr very lng leg rute-chices t be created, we recmmend t stay with 1: nly if the mapping f the terrain can t be crrectly generalised t the extent that it is readable, then it is acceptable t use 1: if it is readable in 1:15.000, we suggest t stay with 1: In any cmpetitin where the EA / SEA decides t apprve 1: map scale, the EA / SEA is required t send an t the IOF Office 2 weeks after the cmpetitin with the cmpetitin maps (as pdfs) and with the answers t these three questins: Why did yu chse 1: as the map scale?

FOC discussed these cmments and asked Ach t send these t Map Cmmissin as FOC s cmments. FOCUS ON KEY OUTCOMES EVENT ADVISING 12 Event Advising EA Clinics: High Level Event Seminar This was a successful HLES with a very gd prgramme. AL was respnsible fr rganisatinal matters, HLP, USK, MKH & DM fr the cntent. We had 64 entries frm 17 cuntries. HLES 2019 is planned t be in Prague (CZE), AL t negtiate dates by ur August meeting. A Clinic was rganised in Nrway (Sarpsbrg), n 3-4 March. USK and Jan Arild Jhnsen was respnsible fr the rganisatin. 15 entries frm 6 cuntries: 7 NOR, 1 USA, 2 MAS, 1 SUI, BLR 3, DEN 1. High Level Organiser Clinic in China will take place between June. This is rganised by the Orienteering Assciatin f China. USK & AL will lead the Clinic. Fcus areas will be event rganisatin, curse planning and JWOC peculiarities. Event Advising Clinic in Hng Kng will be held n December, in cnjunctin with ASOC (22-27 December 2018). OAHK is the rganiser, with USK respnsible fr the cntent. USK, HLP INCREASE THE ATTRACTIVENESS OF ORIENTEERING TO YOUNG PEOPLE 13 Eurpean Yuth Orienteering Champinships (EYOC) EYOC 2018: Velik Tarnv, Bulgaria. Dates are 28 th June 1 st July. FOC recmmendatin fr the dates: 19 th -22 nd June 2020 [PMN: after negtiatin with HUN]. Official recmmendatin t Cuncil t be made. STRENGTHEN IOF POSITION ON THE WORLD SPORTING STAGE EVENT DEVELOPMENT 14 Organisers Guidelines (Manuals) WOC Organisers Manual: DL & HLP set up a milestne plan abut when this can be finalised. First draft t be ready by Nvember C-G Strutz assists in creating the WOC Manual. MKH vlunteered t assist in prfreading the chapters. JWOC Organisers Guidelines: The 2018 versin f the Guidelines are published in the Event Overview Tl frmat. The cntents can be accessed frm here: Actin HLP t send the ne dcument versin t David Wästlund fr publicatin. WMOC Organisers Manual: The 2018 versin was published in February. WRE Organisers Manual: The 2018 versin was published in late April. EYOC Organisers Guidelines: Brand new guidelines were published n the IOF website. The EA fr EYOC 2018 agreed t use the dcument and prpse imprvements after the cmpetitin. Manual transfrmatin prject: The JWOC Guidelines are already published in the Event Overview Tl as a Manual. The WMOC Guidelines was renamed as a Manual as were the WRE Guidelines. The FtO Cmpetitin Rules fr 2019 shuld als be updated with this new term and it will eventually be merged int the WOC manual prject rd Sprint frmat develpment FOC tasks fr 2018: develp a testing plan fr 2018 (fine-tuning and identificatin f pssibilities t have cmpetitin testing with spectatrs and media prductin). Update. update the frmat descriptin dcument paper by 30 th September (fr the IOF General Assembly) and by 30 th Nvember (annual update t be published n the IOF website with the findings f the Wrld Cup in CZE. This is still missing. It was als previusly agreed that the Milestne plan (a plan shwing the milestnes and the test and develpment events that will be held until the frmat is finally ready fr WOC 2020) dcument culd be further develped. DL gave an update n the test status. VISIBILITY OF ORIENTEERING 16 Wrld Ranking Events (WRE) Update. The Wrld Ranking Scheme Rules were updated in Octber Wrld Ranking System (WRS) review prject: The wrking grup and reference grups were established, and wrk had begun in the wrking grup. DM and BT are bth members f the wrking grup. DM gave a shrt update. DM, BT STRONG MANAGEMENT AND FUNDING TEAMWORK 17 Any Other Business (AOB) Event Supervisrs: At the latest IOF Cuncil meeting, Owe Fredhlm presented an updated versin f the dcument Event Quality at IOF Wrldand Reginal Champinships fllwing discussins with FOC. The IOF Cuncil discussed the prpsal and decided t table it until a future meeting. Tm Hllwell was tasked with discussing with FOC regarding practical slutins fr the 2018 events. AL infrmed TH, that the system we wuld like t implement int the Rules will wrk OK fr 2018, but we wuld still like t put this int the Rules fr Next meetings FOC Meeting 3-18: During WOC in Latvia, prbably during the beginning f WOC (5-6 August). AL t rganise. FOC Meeting 4-18: In Brås, Sweden, 9 th -11 th Nvember in cnjunctin with a lcal 3-day sprint event. MKH t rganise. FOC Meeting 1-19: secnd half f January, as part f the IOF Jint Meeting. IOF Office t rganise.
