3 Intrductin Overview FINA Schls are intended t prvide training and certify Officials, Judges and Referees in five aquatic disciplines. In rder t be nminated fr a FINA Officials List and becming eligible t fficiate in FINA events, the Technical Officials must attend a FINA Schl in their respective discipline and pass the final exam prvided at the end f the same. Objective The purpse f FINA Schls is t: Increase the number f Technical Officials and enhance the quality f the existing nes Create a unifrm pattern f interpretatin and applicatin f rules acrss all aquatic disciplines, thus raising the quality f fficiating Develp and prmte aquatics wrldwide 3

4 The FINA Schls Descriptin FINA Schls fr Officials, Judges and Referees are available within each cntinental regin in five aquatic disciplines: FINA Swimming Schls fr Officials: The FINA Swimming Schls fr Officials have t be regarded as a standardized prgramme held ver a duratin f tw (2) days. FINA Open Water Swimming Schls fr Officials: The FINA Open Water Swimming Schls fr Officials have t be regarded as a standardized prgramme held ver duratin f tw (2) days. Officials wh have passed a FINA OWS Schl will receive a certificatin, which is valid fr a 4-year perid. FINA OWS Officials List N 12 (valid frm January 1, 2017 t December 31, 2020): all new applicatins (nt including renewals) must have attended and passed a FINA OWS Schl. FINA Open Water Swimming Officials List N 13 and all subsequent FINA OWS Officials Lists: all new applicants and renewals must have attended and passed a FINA OWS Schl. FINA TOWSC Members and frmer members are eligible fr renewal under existing List criteria. FINA Synchrnised Swimming Schls fr Judges: The FINA Synchrnised Swimming Schls fr Judges have t be regarded as a standardized prgramme held ver a duratin f fur (4) days. The bjective f the FINA Synchrnised Swimming Schls fr Judges is t establish a universal, standardized judges training and testing system that will prepare and certify highly qualified FINA list judges: A, B r G. It is imprtant t nte that t be cnsidered fr judging at a FINA cmpetitin, a synchrnised swimming judge must have successfully passed the judges exam prvided at ne f the FINA Synchrnised Swimming Schls. FINA Diving Develpment Schls fr Judges: The FINA Diving Develpment Schls fr Judges have t be regarded as a basic develpment curse designed fr individuals wh have n prir diving judge s experience. The FINA Diving Develpment Schls are held ver a duratin f tw (2) days. 4

5 FINA Diving Certificatin Schls fr Judges: The FINA Diving Certificatin Schls fr Judges have t be regarded as a standardized prgramme held ver a duratin f three (3) days. The FINA Diving Certificatin Schls are designed fr experienced Judges taking this curse fr the first time r fr Judges wh are seeking t renew their FINA Diving Judges Certificatin. Participants wh are new t diving and have limited experience must attend a FINA Diving Develpment Schl fr Judges befre attending a FINA Diving Certificatin Schl fr Judges. Please nte that the fllwing persns d nt need t attend a FINA Diving Develpment Schl and may attend a FINA Diving Certificatin Schl: frmer divers (nt active), caches, experienced natinal judges whse Natinal Federatins certify that they have judged at a natinal-reginal level and at internatinal events hsted by the federatin within the past 3 years. FINA Water Pl Schls fr Referees: The FINA Water Pl Schls fr Referees have t be regarded as a standardized prgramme held ver a duratin f three (3) days. They are intended fr new referees wishing t becme FINA Water Pl Referees as well as fr referees seeking t update their FINA Water Pl Referee titles. Future designatin f FINA Water Pl Referees: nly the referees wh have passed the final exam and received the title f FINA Water Pl Referee will be able t be selected fr FINA cmpetitins. Update curse: referees wh had passed the exam and had received their FINA titles in 2014 had their update curse in 2016, whereas the referees wh received their FINA title in 2015 will have their update curse in Curse frmat FINA Schls are cnducted by FINA Technical Cmmittee Members accrding t each aquatic discipline. Each FINA Schl cvers theretical sessins and practical training, ending with a final assessment. Held ver a weekend r ver a lng weekend sessin, they are usually rganised at a central lcatin in rder t facilitate and encurage the Technical Officials participatin. At the end f each FINA Schl, the attendees will receive recgnitin by means f a certificate f participatin. Schls Prgramme Each FINA Schl prgramme and cntent has been created and is cntinuusly updated by the different FINA Technical Cmmittees accrding t the new FINA rules. 5

16 Prir t the FINA Schl, the electrnic manual will be sent t the Hst Federatin accrding t the chsen discipline. The schl participants shuld have access t this dcument during the curse, either in hard cpy r in electrnic versin. Certificates Each FINA Schl participant will receive recgnitin by means f a certificate f participatin. Schl fees There is n fee fr the participants attending a FINA Schl. Bidding Prcedure Applicatin Prcedure Natinal Federatins wishing t hst a FINA Schl in their cuntry may submit a bid applicatin t the FINA Office. Please kindly nte the fllwing details: All Natinal Federatins may submit their bids t FINA during the bidding prcess. Each Natinal Federatin may rganise ne (1) schl per discipline n an annual basis. Analysis and Apprval The bid applicatins will be assessed by the FINA Technical Cmmissins f each discipline accrding t the fllwing criteria: Guaranteed attendance numbers: at least ten (10) participants are required Feasibility f the schl Once the FINA Schls have been apprved, all the Natinal Federatins will be ntified regarding the status f their bids and prvided with all the necessary infrmatin fr the schl s rganisatin. 16

17 Hw t hst a FINA Schl Bidding prcedure Sept-Oct: All Natinal Federatins are invited t send their bids fr FINA Schls t the FINA Office, wh will cllect all the prpspals fr further apprval. Each Natinal Federatin may rganise ne (1) schl per discipline n an annual basis. Bids apprval Oct-Nv: FINA ntifies the Natinal Federatins awarded with a FINA Schl. Apprved schls may be rganised frm January t December f the fllwing year. Dates & lecturer cnfirmatin NF's awarded with a FINA Schl are requested t cmplete the Schl Details Frm and send it back t the FINA Office at least sixty (60) days prir t the curse starting date. The FINA Technical Cmmittees will check the availability f its members and appint the lecturer(s) fr the schl. GMS Registratin The memrandum f the event is sent t all the Natinal Federatins lcated in the cntinent where the schl is ging t be held and published n the FINA website. Natinal Federatins are invited t nminate their Technical Officials thrugh the FINA GMS by the established deadline. Only fully submitted registratins will be cnsidered fr apprval. Schl rganisatin NF's: nce the participants have been apprved by FINA, the NF's shall send the participants' flight itineraries and their accmmdatin requests t the Hst Federatin. Hst Federatin: arranges the accmmdatin, lcal transprtatin, meeting rm rental, audivisual equipment, prductin f printed materials and pl rental if required. Cnclusin Hst Federatin: sends the schl reprt and pictures t the FINA Office fr evaluatin purpses, as well as the dcuments fr reimbursement FINA: sends the results f the participants t each Natinal Federatin. Schl rganisatin Once FINA ntifies de Natinal Federatins awarded with a FINA Schl, they are prvided with the fr the rganisatin f FINA Schls and the Schl Details Frm t be returned duly cmpleted. This frm must be submitted t the FINA Office at least sixty (60) days prir t the curse starting date. Please nte that n actin will be made until this dcument has been sent t FINA. Please nte that at least ten (10) participants are required in rder that a FINA Schl takes place. 17

Withut this infrmatin in the GMS, the applicatin is nt valid. Shuld yu require any assistance with the registratins, please cntact the FINA GMS Supprt at aquaticsdb@fina.rg Participants apprval Once a registratin has been submitted thrugh the FINA GMS, it will be assessed by FINA and apprved in due time. As sn as a registratin has been apprved, the Natinal Federatin will be ntified and requested t send the participant s arrival/departure details and the accmmdatin request t the Hst Federatin. 18

19 Regulatins fr FINA Schls Schl rganisatin As part f the FINA Develpment Prgramme, each Natinal Federatin may rganise ne (1) schl per discipline -swimming, pen water swimming, synchrnised swimming, diving r water pl- n an annual basis. In rder t start the rganisatin f any FINA Schl, the Schl Details Frm must be sent t the FINA Office at least sixty (60) days prir t the schl starting date. Please nte that n actin will be made as lng as this dcument has nt been received by FINA. Participants registratin All the participants, including the nes affiliated t the Hst Natinal Federatin, must be registered thrugh the FINA GMS by the established deadline. Please kindly nte the fllwing details: Only Natinal Federatins are entitled t nminate their fficials thrugh the FINA GMS. In rder t submit each registratin, please cmplete the participant's prfile including a cpy f his/her passprt r natinal ID, his/her pht and his/her persnal address. Only fully submitted registratins will be cnsidered fr apprval. Nn-registered participants will nt be certified after the schl cmpletin. Participants natinality Please nte that any Technical Official may be nminated fr a FINA Schl regardless f his/her natinality. Hwever, please take int cnsideratin that GR 2.5 When a cmpetitr r cmpetitin fficial represents his/her cuntry in a cmpetitin, he/she shall be a citizen, whether by birth r naturalisatin, f the natin he/she represents, prvided that a naturalised citizen shall have lived in that cuntry fr at least ne year prir t that cmpetitin. Cmpetitrs, wh have mre than ne natinality accrding t the laws f the respective natins must chse ne Sprt Natinality and be affiliated t ne Member nly (FINA Handbk , General Rules 2.5). 19

20 Financial Cnditins Ecnmical Supprt Schl rganisatin FINA cvers a maximum f USD fr the fllwing: Rm rental Rental f audi-visual equipment Prductin f bklets r pamphlets Other necessary materials fr the rganisatin f the schl Lecturer FINA will appint the lecturer(s). Travel: FINA will cver the lecturer travel expenses in ecnmy fare. The expenses related t the lecturer s lcal transprtatin must be cvered by the Hst Federatin. Per Diem: FINA will prvide a Per Diem f USD per day including travel days as pcket mney Accmmdatin: FINA will cver the lecturer s full bard accmmdatin, including three (3) meals. FINA lecturers shall be staying at a 4 stars htel. Please nte that the lecturer s accmmdatin expenses must be apprved by the FINA Office prir t the schl starting date. Participants Please nte that at least ten (10) participants are required in rder that a FINA Schl takes place. Travel: Each Natinal Federatin must cver the participants travel expenses. Accmmdatin: Each Natinal Federatin must cver the participants accmmdatin expenses. Lcal transprtatin: Transfers frm and t the airprt must be prvided by the OC (free f charge) fr thse participants accmmdated at the fficial htel. Participatin fees: There is n fee fr the participants attending a FINA Schl. 20

21 Reimbursement Prcedure In rder t be reimbursed fr the abve mentined expenses, FINA must receive the fllwing dcuments within sixty (60) days frm the cnclusin f the schl: 1. Invice, issued by the Natinal Federatin and addressed t FINA, clearly listing the expenses t be reimbursed (please see belw the invicing guidelines) 2. Original r scanned cpies f all the payment receipts 3. NF bank accunt details using the FINA Reimbursement Frm, indicating where the transfer shuld be depsited Please take int accunt that if ne f these dcuments is missing, FINA will nt be able t prceed with the reimbursement. Please nte that accrding t the FINA s auditr ruling, there are n exceptins t the reimbursement prcedure. Invicing Any reimbursement request has t be cvered by an invice addressed t FINA as per the invicing requirements.
