2 Page 2 f 7 GENERAL RULES: 2018 MARCHING and CLUSTER GROUP RULES 1. All Grups must be federal 501(c)(3) tax exempt rganizatins and may nt be paired in any manner with a 501(c)(4) rganizatin. Returning rganizatins infrmatin is n file at the Parade ffice. Each new rganizatin must submit its fficial dcumentatin (Certificate f Incrpratin, IRS letter, missin statement, etc.). The Parade reserves the right t reject any registratin r revke any apprved registratin. 2. All Grups must identify with Israel as a Jewish and demcratic state and recgnize Israel as the hmeland f the Jewish Peple. 3. All Grups must ppse, nt fund, nr advcate fr the glbal Byctt, Divest and Sanctin (BDS) mvement against Israel, which seeks the delegitimizatin and destructin f the entire Jewish and demcratic State f Israel. Fr further backgrund infrmatin, please review the fllwing tw resurces: The ABCs f BDS and The Delegitimizatin f Israel. MARCHING GROUP RULES 1. The minimum number f participants in a Marching Grup shuld be abut A single rganizatinal marching grup is nt permitted t allw ther grups t march with it as part f its cntingent. (If yur grup has fewer than abut 30 participants and wishes t partner as ne delegatin with ther marching grups, see the requirements belw fr CLUSTER GROUPS. Please be aware that this is fr security reasns. 3. Upn determinatin that a nn-registered grup has marched with yur marching grup, yur grup will be charged an additinal full registratin fee and yu will be placed n prbatin fr the fllwing year s Parade. 4. Marchers shuld be in 4 th grade and abve. Only adults affiliated with educatinal r yuth rganizatins are permitted t march with such grups. 5. Jewish/Zinist Yuth rganizatins must be affiliated with either the American Zinist Mvement r a majr Jewish religius mvement such as Orthdx, Cnservative, Refrm, r Recnstructinist, etc. 6. All grups must assign at least tw liaisns t attend the mandatry Parade Creative Planning Meeting, either virtually nline r in persn, as part f the registratin prcess. 7. All Marching Grup participants children and adults must wear crdinated attire fr security reasns. Marching and Cluster Grup rganizers must nt give ut their t shirts t unaffiliated r unknwn individuals. This is fr safety and security reasns.

3 Page 3 f 7 CLUSTER GROUP RULES: 1. One persn frm the rganizing grup representing the Cluster Grup must act as a Primary Cluster Liaisn t the Parade. The Primary Cluster Liaisn will be respnsible fr: a. Crdinating the Parade Planning Meeting with Parade staff b. Crdinating Parade preparatin within the Cluster Grup as a whle c. Ensuring that every grup within the Cluster submits its registratin frm, Tne and Spirit Agreement and Registratin Fee. 2. Each grup within the Cluster must designate a liaisn fr internal Cluster cmmunicatin. All liaisns must attend the Cluster Creative Planning Meeting nline/at the Parade ffice. 3. Registratin frms must include cntact infrmatin fr each participating rganizatin and its individual liaisn fr cmmunicatins and emergencies. Each grup in the cluster must sign and submit a separate Tne & Spirit Agreement. This is a security issue. PARADE DAY RULES 1. All Grups must have the fllwing fr the Parade: (A) An Organizatin Name Banner; (B) a Theme Statement Opening Banner; (C) Clsing Banner fr Grups ver 200; (D) Hand-held prps; and (E) unifrmity f cstume/attire/t-shirts. Cluster Grups need an verall Cluster Grup identifying Banner. 2. All grups within the Cluster must have the fllwing fr the Parade: (A) An Organizatin Name Banner; (B) a Theme Banner eching the Cluster Theme; (D) Hand-held prps; and (E) unifrmity f cstume/attire/t-shirts. 3. The Parade s Creative Directr shall apprve all banners, prps, flags, music, T-shirts, and cstumes used in the Parade. The Parade Directr shall apprve any Handuts distributed in the Parade. Grups may nt, under any circumstances, insert unapprved banners, additinal statements n banners r ther prps unrelated t their apprved theme (e.g. plitical slgans, divisive r inflammatry statements). Large wden sticks are nt permitted as per NYPD. Use cardbard tubes/pvc instead fr prps and thin pvc fr hrizntal banners. 4. N weapns r representatins f weapns are permitted. N drnes are permitted in NYC. 5. Only Registered Marching Grups and apprved vehicles are allwed t participate in the Parade. N spectatr, nr any unapprved vehicle, may jin the Line-f-March at any time r anywhere. 6. Participants must walk the full length f the Parade rute and are nt allwed t leave the Line-f-March at any time, including the VIP seating area. All Grups must mve frward at all times unless directed t stp by the NYPD and/r Parade Staff. 7. Strllers, carriages, and talking n mbile devices are strngly discuraged.

It is held with pride and with a sense f unity, despite philsphical r plitical differences within the cmmunity-at-large. Themes and Creative Visual Presentatins must be in the tne and spirit f the Parade. Registered Marching Grups must present their theme statements and messages n JCRC-NY apprved banners and prps in ptimistic, inspiratinal and psitive phraselgy. The Parade is an aplitical event. It is nt a rally, a prtest march, nr a walk-a-thn. 1. We have read the Rules f the Parade; and, as a registered Grup, we agree t adhere t them. We understand the Parade s requirements as t the Tne & Spirit f the Parade; and, as a registered marching grup, we agree t adhere t thse directives. 2.
