[Deliverables 2014/2015] Secured recgnitin by FIBA and a sustainable future fr Basketball within Wales. [Participatin, Achievement and Excellence] BAW became an equal partner in the Great Britain prgram [Nte: Letter extract frm Patrick Baumann FIBA secretary General, the FIBA Central Bard regretfully nted that, despite the discussins we held in May 2013, there has been n further develpment in this respect n the part f yur Federatin which still appears against wrking twards any British Basketball Federatin's prject that unites the hme Natins t help basketball reach its grwth ptential in the UK. Basketball Wales' psitin appeared particularly at dds with the fact that the Agreement was based n dcuments prepared with the participatin f all three hme Natins. Yur psitin was als perceived as disregarding FIBA's special exemptin t allw the hme Natins t participate individually in specific Yuth Internatinal Cmpetitins even beynd Dated 10 th Dec 2013.]. The legacy f the previus Bard restricted any fundamental negtiatins. Nn-cmpliance wuld have resulted in immediate and sustained suspensin. Established a wrking relatinship with Sprt Wales [Participatin, Achievement and Excellence] Basketball Wales has demnstrated a psitive nging relatinship with Sprt Wales. Relevant t the need fr mutual respect and understanding, Sprt Wales has ffered t engage in the Recgnitin Review exercise and Basketball Wales tk part in the Sprt Wales cnsultatin fr gvernance strategy. Basketball Wales welcmes the pprtunity t mve frward with Sprt Wales, as an imprtant ptential fr funding and supprt, whilst cntinuing t develp financial supprt frm alternative surces. Recgnitin Review The Vluntary Cde f Gd Gvernance (2014) is supprted by UK Sprt and Sprt Wales as the recmmended practice. Since its publicatin it has helped many sprt and recreatin bdies develp and implement effective frms f gvernance. Whether this was the intrductin f new systems t make the rganisatin mre transparent t its membership, r a restructuring f the Bard t bring in essential business skills. Basketball Wales are wrking with Ian Blackburn and Gareth Parry f Sprt Wales t achieve recgnitin. Membership (2014/2015) attracts greatest number f registratins. Designed t supprt the grwth in fficiating standards acrss the gegraphical lcatins and leagues structures. Officiating standards t be managed and cntrlled t meet the demands fr grwth f the game within Wales and acrss GB. The Table fficiating pathway will be available t view in the cming mnths. There has been mre activity in Officiating events during 2014/2015 than at any ther time in Basketball Wales histry. A mentring prgram fr fficials is being established, its current frmat is nt targeted with its activities (Strengths and weaknesses), perfrmance f the mentr and the candidate cannt be measured. Due t the number f mentrs the effectiveness f the prgramme is limited. Therefre the Officiating Cmmittee has been challenged t deliver a prgram a prgram that will strengthen achievement and deliver excellence Elite Natinal Develpment [Participatin, Achievement and Excellence] The 2014/2015 seasn has been ur mst ambitius year ever, the grwth in the number f teams t 11, the increased participatin pprtunities has given all ur teams expsure t cmpete frm Wales U11 s t U18 s. Secured the appintment f Keith Mair as Senir Men s Cach: Keith s pedigree with New Zealand extends t Wrld and Olympic champinships and his desire t cntribute t the grwth and participatin is a key measure f the prgress that has been achieved. We have retained the vluntary services f 39 supprt staff [Caches and Team Managers] Thrugh the Elite Natinal Develpment Centre (ENDC) the next key steps have been implemented t aid the grwth in participants, increase the achievement f players and supprt staff t deliver excellence in Basketball Wales has secured FIBA apprved grants t supprt many f the afrementined activities The grwth in the Girl/Wmen s teams has been pleasing, we nw run U12, U14, U16, U18 and Senir Wmen s teams This area has cntinued t see the greatest grwth and participatin levels, with 2 medal winning perfrmances at Internatinal level achieved this year, matching that achieved last year. This year bth ur U18s teams wmen and men, wn brnze medals. The need t supprt the grwth f the Girl/Wmen s game was recgnised with the C-ptin f Stef Cllins nt the Bard. Stef Cllins is an active GB Basketball player based in Cardiff, wh recgnises the imprtance f supprting the whle game. Stef cmpeted in EurBasket Wmen 2015 and is aspiring t make the Ri Olympics. The grwth f the game fr particularly at the highest level (WBBL Wmen's British Basketball League) must be supprted by a strng fundatin. Stef s remit is t establish and grw this fundatin within Wales thrugh links with schls and clubs t increase participatin and achievement. Finance [Participatin, Achievement and Excellence] T supprt Participatin, Achievement and Excellence the Bard f Basketball Wales recgnises the requirement t be fiscally secure internally and available fr third party scrutiny. Basketball Wales has imprved its internal fiscal management, the Cmpany accunts are expected t be signed ff in the next week. Third party scrutiny: Sprt Wales instructed Price Waterhuse Cpers (PwC prvide and supprt a netwrk f specialists in tax, human resurce services, crprate finance, investment funds and

3 financial services regulatin) in 2008 t audit the gvernance and financial management f Basketball Wales. This type f audit was a rutine prcess which Sprt Wales wuld apply frm time t time t rganisatins receiving funding and supprt frm Sprt Wales. The audit identified a large number f critical cncerns with gvernance and financial management. Nt until 2014, when negtiatins were held with Sprt Wales senir management were they prepared t re-engage with the Bard f Basketball Wales. This new relatinship is based upn a framewrk f integrity and trust. Unfrtunately, that has translated int 8yrs f lst funding fr ur Members and the grwth f their game due t the actins f the previus Bard. The Recgnitin review is the prduct f this relatinship Cmpany insurance: The Bard identified inadequacies in the plicy prvisin fr ur players and supprt staff attending verseas cmpetitins, The apprpriate prvisins have nw been put in place. The existing plicy had been in place fr at least the last 8yrs.Equally, with the infrmatin available frm ur membership database we were able t ensure the plicy addressed the apprpriate scale, diversity f membership and their activities. 1 st April 2014 t 31 st March 2015 Turnver Expenditure Mini Basketball Finance [Participatin, Achievement and Excellence] Basketball Wales has previusly made financial dnatins t the running f summer camps fr the Bridgend area schls. This supprt has never translated int ur clubs in the area receiving grwing levels f participatin. Therefre, the Bard has decided t strengthen the relatinship with the Bridgend schls by prviding Caching supprt t teachers, Officiating supprt fr cmpetitins and imprving cmmunicatin between Basketball wales, clubs and schls in the lcality. Cach Educatin [Participatin, Achievement and Excellence] Cach educatin is a primary bjective t ensure that thse wh wish t participate and achieve have the best instructin and guidance A brad range f activatrs curses have been delivered t supprt ur clubs at the basic entry level candidates. This demnstrates and supprts an increased participatin and achievement in basketball activities The ENDC Caching and Team Managers have demnstrated increased achievement thrugh participatin in the fllwing curses. Excellence is delivered by FECC recgnitin BW Level 1 Cach BW Level 2 Cach BW Level 3 Cach (Mdules thrugh ENDC) FECC (Appinted thrugh ENDC) Cmmercial Activities [Participatin, Achievement and Excellence] Basketball Wales main spnsr is Legea (Prvides a range f cntemprary sprtswear frm ne f Italy s leading suppliers. With prbably the largest selectin f kit designs and clur cmbinatins cmplemented by a wide range f match-day and leisure wear, all with Italian styling) The current natinal team kit cntract is due fr renewal in April Legea have tabled a revised cntract which includes a 25% uplift in the value t Basketball Wales. Discussins are underway t determine the best way t prceed. Thrugh ur participatin in BBF (Great Britain), discussins are currently underway fr a multi-millin pund investment frm a private investr. The strategy fr the cmmercial investr is a whle sprt apprach, which wuld result in Basketball Wales as the NGB receiving significant annual investment ver a sustained perid f time. As the terms and cnditins f this pprtunity are available we will share them with ur Members. The Bard recgnises the need t supprt ur cmmercial grwth thrugh imprved cmmunicatin via ur website. The Bard needs t invest in the develpment f ur website and scial media t supprt grwth in participatin and achievement.

4 Schls The schls 3x3 cmpetitin was partially successful with a smaller than anticipated number f schls taking part, but with participants frm schls wh had previusly nt been invlved in cmpetitins befre. While basketball is flurishing in sme areas, there are still parts f Wales where there is n basketball being played in schls Mre wrk needs t be dne with Sprt Wales t encurage the prmtin f basketball in schls. 3x3 3x3 is a new sprt which is grwing in Wales. It has nw been made part f the BW Schls Cmpetitin prgramme. ENDC has nw created a dedicated caching psitin fr 3x3. In 2014 Basketball Wales sent a senir men s and senir wmen s team t the inaugural FBA Eurpe Champinships. Wales sent U18 girls and bys t the FIBA Eurpe 3x3 qualifiers In Amsterdam. Wales currently ranked verall 49 th in Wrld fr 3x3 and 25 th fr U18s [Cnclusin 2014/2015] Thrugh maintaining Participatin, Achievement and Excellence as ur cre values the Bard f Basketball Wales is building a rbust fundatin fr the develpment f the game in Wales. Basketball remains a very ppular sprt within ur schls and it is my belief that we have started t erstablish the necessary structure t vertically integrate ur clubs, regins and natinal teams. We remain fcused n increasing participatin, delivering achievement and identifying excellence: Establishing BAW as a cmpetent Bard with the assciated fficers and financial liabilities managed in accrdance with the Vluntary Cde f Gd Practice; Demnstrate effective crprate gvernance t grw the level f participatin, achievement and excellence f all BAW members annually.
