3 June 8, 217 Mr. Mohammed Naeem Pickering Islamic Centre 265 Brock Road Pickering, ON Re: Proposed Addition to Pickering Islamic Centre, 265 Brock Road, Pickering, ON - Traffic Impact and Parking Study, Site Circulation Review and Transportation Demand Management Plan Dear Mr. Naeem, TRANS-PLAN is pleased to submit this Traffic Impact and Parking Study, Site Circulation Review and Transportation Demand Management Plan in support of a Zoning By-law Amendment and Site Plan Application for a proposed addition to the Pickering Islamic Centre, located at 265 Brock Road in the City of Pickering, Ontario. The development proposal includes a three-storey addition with a building increase from 1,724 sq.m. of gross floor area (GFA) to 4,886 sq.m. of GFA. The proposed parking supply is 16 spaces (115 spaces on the surface and 45 spaces with the construction of a new parking deck). Our traffic impact study findings indicate that the proposed addition could be accommodated by introducing signal timing adjustments at two signalized intersections at Brock Road with Major Oaks Road and with Finch Avenue. Usman Road, as an opened road allowance, and the residential development at the rear of the site are also incorporated in our study. Our parking study includes a review of the parking requirements based on the City of Pickering Zoning Bylaw. Peak parking demands of the site, during Friday early afternoon prayers, is expected to be just under 3 spaces, while the proposed parking supply is 16 spaces; however, the surge in parking demands is very brief, and as typical with the operation of mosques, parking would also occur in the parking aisles (on a vehicle last in, first out basis), as to not impact roadway operations and designated on-site fire routes. Some on-street parking would also continue to occur on the adjacent street, Usman Road, during this time. A Transportation Demand Management plan is also provided, outlining measures to encourage fewer single-occupant auto trips to and from the site and to encourage other travel modes. INTRODUCTION Trans-Plan has been retained by Pickering Islamic Centre to complete a transportation study for a proposed three-storey addition to the current building (school and prayer hall use) located at 265 Brock Road in the City of Pickering, Ontario. This assessment includes the following studies and tasks: Traffic Impact Study a review and assessment of the existing road network a review of the existing and future pedestrian safety along Brock Road related to the site an assessment of boundary road operations under future background conditions, including a review of traffic growth, area developments and proposed transportation improvements in the study area an assessment of the impact of site-generated traffic on the study area intersections and proposed boundary roadway connections under future traffic conditions recommendations to mitigate any identified traffic impacts on the boundary roadways, resulting from the proposed development Parking Study a review of site parking supply and requirements based on the City of Pickering s current Zoning Bylaw a review of the existing site parking demand and the estimated future parking demand of the site recommendations to accommodate the existing and future parking demand Transportation Demand Management a review of existing and future transportation demand management (TDM) opportunities near the study area recommendation of various TDM measures for the site to encourage a reduction in single-occupant auto trips and auto parking demands Site Circulation Review a review of the on-site circulation for school bus drop-offs / pick-ups, waste collection operations and parking manoeuvres for passenger vehicles Prior to commencing this study, Transportation and Planning staff at the City of Pickering and at the Region of Durham were contacted to discuss the scope and methodology and were provided with a study Terms of Reference. This report follows Durham Region Traffic Impact Study Guidelines, October 211. Comments were received from the Region of Durham and the City of Pickering and were incorporated in our study. 2. SITE LOCATION & EXISITNG CONDITIONS The site, shown in Figure 1, is located at 265 Brock Road, Pickering, and is an Islamic school and a place of worship / prayer hall, known as the Pickering Islamic Centre (PIC). The site is located approximately 2 metres (m) south of Major Oaks Road, on the east side of Brock Road. 1

Other land uses include a place of worship, school and a commercial plaza north of the site. South of the site along Brock Road, there is the Brock Ridge Community Park and a few commercial uses. The current details for the school and prayer hall, including catchment area (approximate boundary area served), programs and hours of operation, are summarized in Table 1. Access to the site is provided via two driveways: a right-in / out driveway at the west limit of the site, at Brock Road, just north of Usman Road, and a full-moves driveway at the south limit of the site, at Usman Road. The existing parking supply is approximately 62 spaces for the combined school and prayer hall uses. 3. PROPOSED DEVELOPMENT The proposed site plan, prepared by Khalil U. Syed Architect, is shown in Figure 2. The proposed threestorey addition includes the following: Building increase from approximately 1,724 to 4,886 sq.m. of GFA Construction of a new parking deck, with a total parking supply of 16 spaces for the site Increase from 2 to 21 classrooms (including a daycare room, kindergarten room and computer lab as classrooms) Slight increase in the worship area size from approximately 299 to 347 sq.m. of GFA A parking structure is proposed at the rear of the property at the north-east corner (with 1,528 sq.m. of GFA). A right-out only access is proposed on Brock Road and a full moves access is proposed to be 2

The site statistics of the existing and future building and operations is shown in Table 2. The school currently has 72 students and is planned to increase to approximately 3 students (within a five- to ten-year horizon after the addition is completed). The school is operational on weekdays, with a start time of 8:15am and a dismissal time of 3:3pm. Additional classes for students (with smaller enrollment sizes compared to regular daytime school programs) are available on Fridays and Saturdays. The Friday class runs from 6:pm to 9:pm, for girls, ages 6 to 15, and the Saturday class runs from 1:3am and 1:3pm, for boys, ages 5 to 17. Place of Worship: The place of worship holds prayers throughout the week, with Friday being the busiest day of the week. The typical prayer times last for approximately 15 to 2 minutes in duration and occur five times per day, at 3

Prayer times are subject to changes based on the time of year (lunar calendar) and daylight savings time. The Friday prayers held in the afternoon, at approximately 1:45pm in the spring, typically has the most attendees visiting the place of worship, with a total of approximately 367 persons in attendance (to be discussed further in Section 6, Site Traffic). 4. EXISTING CONDITIONS 4.1 Road Network The boundary roadways located in the study area are described as follows: Brock Road (Highway 1) is a major arterial road (Type "A" Arterial) under the jurisdiction of the Region of Durham that generally runs in a north-south direction, with four travel lanes: two per direction. A two way centre left turn lane is provided from Dellbrook Avenue to Major Oaks Road, while a raised concrete centre median spans from Major Oaks Road to Finch Avenue (with a median break at Usman Road to permit southbound left turns). The posted speed limit on Brock Road is 6 km/h in the vicinity of the site. Finch Avenue (Highway 37) is a minor arterial road (Type "B" Arterial) under the jurisdiction of the Region of Durham that generally runs in an east-west direction, with two travel lanes. The roadway continues west into the Scarborough District of the City of Toronto. The posted speed limit on Finch Avenue is 6 km/h. Dellbrook Avenue is a local road under the jurisdiction of the City of Pickering that generally runs in an east-west oriented direction, with two travel lanes, terminating at Brock Road, with a plaza on the east leg. The roadway continues west to Valley Farm Road. The posted speed limit on Dellbrook Avenue is 4 km/h. Major Oaks Road is a local road under the jurisdiction of the City of Pickering. Major Oaks Road connects to Brock Road as an east-west oriented road and curves to a north-south orientation approximately 5m west of Brock Road. The roadway has two travel lanes and has a posted speed limit of 4 km/h. Usman Road is a local road under the jurisdiction of the City of Pickering and services the Pickering Islamic Centre as well as future residential development to the east (the road allowance is currently unassumed). Usman Road forms a crescent shape to connect with Brock Road at two intersection points: at Major Oaks Road, north leg, signalized intersection, and just south of Major Oaks Road, south leg, sidestreet stop controlled. Usman Road has two travel lanes and has an assumed speed limit of 4 km/h. 4.2 Traffic Counts To determine existing operating conditions in the study area, Trans-Plan conducted a site visit and conducted Turning Movement Counts (TMCs) where counts were not readily available or current from the Region s database. The count hours chosen coincide with the morning school arrival period, the busier early afternoon Friday prayer times and the afternoon school dismissal period at the PIC. A summary of the count date, count hours and peak hours obtained for each intersection counted is shown in Table 3. Detailed TMC data and current signal timing plans provided by Durham Region are provided in Appendix A. 4

The existing traffic volumes for the weekday morning (AM), midday (MD) and afternoon (PM) peak hours are shown in Figure Transit Service The site is served by Durham Region Transit (DRT), connecting transit riders to major locations including the Pickering Golf Club and the Pickering GO Station. DRT operates the following bus routes within the study area: Route 111, East Pickering generally runs along Pickering Parkway, Finch Avenue and Dixie Road, connecting riders between Pickering Parkway Terminal and the communities of Maple Ridge, William Dunbar, Bainebridge/Southview and Valley Farm. The route operates at a frequency of 2 minutes during the weekdays and 3 minutes on the weekends. The nearest stop close to the site is located at Brock Road and Finch Avenue, approximately 4m south of the site. Route 112, Brock is mainly a north-south transit route operating generally along Bayly Street and Brock Road, connecting riders from Pickering GO Station and DRT Pulse to Zents Drive in the north. The route operates at a frequency of 15 minutes during the weekdays and 3 minutes during the weekend. The nearest stop is located on Brock Road at the entrance of the Brock Ridge Community Park, approximately 12m south of the site (and bus stops were previously located in front of the PIC, west of Major Oaks Road, prior to construction of the subdivision in the area, which would likely be replaced afterwards). Route 199, Claremont generally runs along Brock Road, connecting transit riders between the Pickering Parkway Terminal to the Claremont community. Route 199 runs on Fridays only and services the community of Claremont. This route shares a bus stop with Route 112 in the vicinity of the site. Details for each route and nearest bus stops to the site are shown in Table 4. Figure 5 shows the transit provided within the study area. 5

FUTURE BACKGROUND CONDITIONS Future background traffic volumes were based on a review of planned developments and future traffic volume growth in the study area. Planned roadway improvements are also reviewed in this section. 5.1 Background Growth Rate Analysis of historical AADT data obtained from the Durham Region database resulted in inconclusive rates, with the analysis provided in Appendix B. Based on discussion with Regional staff, a two percent (compounded) growth rate per annum, for a seven-year period (five years after full build-out, assumed in year 219), was recommended due to new developments in Duffin Heights and Seaton (located near Brock Road and Highway 47, to the north of the site). This growth rate was applied to the study roadways to determine future background traffic volumes. 5.2 Planned Background Developments Based on a review of the development applications of the City of Pickering and discussions with City staff, there are three notable background developments in the study area planned and currently under construction within the study horizon. These future developments are listed in Table 5. The above noted developments have been incorporated into our analysis of future background traffic conditions. 5.3 Planned Roadway and Transit Improvements The Usman Road, at the east leg of the Major Oaks Road and Brock Road intersection, is currently unassumed; however, based on our field visit to review the percent completion of build-out of the development, the intersection (all approaches, including the east leg) is expected available to the public by year 219. As per discussions with Durham Region and City of Pickering staff, Brock Road is to be widened to six lanes with the outer lanes (one lane per direction) dedicated for High Occupancy Vehicles (HOV) and bus rapid transit (BRT) for high-frequency transit service. The implementation of the widening is not expected until after 226 (which is outside of our study horizon). 5.4 Horizon Years As per discussions with Durham Region, with opening day presumed to occur in year 219, a five-year planning horizon thereafter (year 224) was assessed. The future background traffic volumes for the 224 horizon year, for the weekday morning (AM), midday (MD) and afternoon (PM) peak hours are shown in Figure SITE TRAFFIC 6.1 Traffic Survey Methodology Detailed traffic surveys were conducted at the property to determine the existing traffic generated by the school and the place of worship. The vast majority of persons attending the PIC arrive by auto (considering the Regional draw). The school mainly generates auto trips during the school student arrival period (before and up to 8:15am) to drop-off children and during the school dismissal period (before and after 3:3pm) to pick-up children. The place of worship generates peak auto trips before and after afternoon prayer times (2:pm and 3:pm). Based on discussions with staff at the PIC, Friday afternoon prayers are typically the busiest day and time period of the week. Surveys were conducted by Trans-Plan on Friday March 24, 217 (which was a typical day of operations). Details of the survey methodology is provided as follows: Recorded the number of vehicles (volumes of autos) entering and exiting the site at the driveway(s) at 15-minute intervals during the peak periods Recorded the number of vehicles that dropped-off / picked-up students during the arrival and dismissal times of the school Counted the number of attendees entering the building during the prayer times of 2:pm (~1:45pm) and 3:pm Noted persons that parked off-site at Usman Road or at the neighbouring subdivision to the west (i.e. on-street) and at the Brock Ridge Community Park parking lot (crossing Brock Road) to attend prayers 7

16 Made general observations of on-site operations and circulation Traffic Impact & Parking Study, Circulation Review & TDM Plan Proposed Addition to Pickering Islamic Centre 265 Brock Road, Pickering, ON 6.2 Survey Results of Existing Site Traffic The detailed survey results can be found in Appendix C and are further summarized in Table 6. Auto Trip Rates The site trips of the school was expressed vehicles as per student, where there are 72 students currently enrolled at the school (which was consistent with our observations). The place of worship trip rates were expressed vehicles as per attendee for the prayer sessions. The 2:pm prayer held approximately 367 attendees. Vehicles entered the site from around 1:pm to attend the 2:pm prayer. Some attendees parked their vehicle outside of the site; these attendees were also included in our trip rates. After the 2:pm prayer, the majority of the attendees left the site; however, a portion of these attendees stayed for the 3:pm prayer. Additionally, after the 3:pm prayer, some attendees would remain to pick up their children from the Islamic school, which dismissed shortly after prayers ended. The student attendees were recorded separately to determine the school auto trip rates. The 3:pm prayer held approximately 172 attendees (not including the attendees picking up students). The trips rates were obtained for the weekday AM, MD and PM peak hours and the average two-way trip rates was: Weekday AM peak hour:.89 trips per student Weekday MD peak hour (2:pm prayer time):.83 trips per attendee Weekday PM peak hour (3:pm prayer time): 1.4 trips per attendee and.97 trips per student (which were combined to determine total site trips) Auto Passenger Drop-offs / Pick-ups The vast majority of parents / guardians parked their vehicle at the parking lot on-site and dropped-off / picked up their children at the entrance of the school. The duration of drop-offs was approximately 5 minutes on average. Approximately 35 vehicles were observed during the peak one-hour student drop-off and pick-up (school arrival and dismissal) periods (unrelated to prayer hall traffic). Approximately 12 vehicular drop-offs and 7 vehicular pick-ups occurred during the peak 5-minute period for school activity. All students were observed to arrive or depart the site by vehicle. The 3:pm prayers ended before the 3:3pm school dismissal period. The majority of attendees at the 3:pm prayers exited the site, therefore, allowing for ample parking availability on the property for parents / guardians to park and pick up students during the 3:3pm school dismissal period. 8

Attendees parked at the Brock Ridge Community Park, the vacant lot at the southeast corner of Brock Road and Usman Road (south leg), the presentation centre located north of the site, and at the residential neighbourhood on the west side of Brock Road. The volume of attendees that parked off-site, walked from their parked vehicles and crossed at Brock Road to attend the prayer hall were recorded. Table 7 includes the number of crossings at the signalized intersection of Brock Road at Major Oaks Road / Usman Road (i.e. protected crossings) and at the mid-block on Brock Road, between Finch Avenue and Major Oaks Road (i.e. unprotected crossings). There were no walk trips and / or crossing along Brock Road observed during the school morning arrival and afternoon dismissal periods, given that students arrived / departed by auto drop-offs and pick-ups onsite. 9

Similarly, 12 attendees crossed the mid-block of Brock Road against traffic to attend the Friday afternoon prayers at 3:pm. It was noted, however, that all illegal crossings at the midblock were by adults. 6.3 Site Trip Generation for the Proposed Addition Site trips were generated separately for the individual uses at the PIC: the prayer hall and the school components, and combined where appropriate. Place of Worship Auto site trips generated for the place of worship is expected to be similar to the existing trip generation, given the modest proposed increase to the prayer hall and given that any growth would be offset by the increase in walk trips, seeing as some attendees would live in area, at the future residential development to the east of Usman Road. The site trip generation for the prayer hall component of the PIC is shown in Table 8. Islamic School The additional school trips were generated using the trip rates determined from our traffic survey results. The student enrollment is planned to increase from 72 students to approximately 3 students in the fiveto ten-year horizon. Among the 3 students, approximately 3 students are assumed to be bussed. Furthermore, approximately 2 students are assumed to walk to the school from the future residential development east of Usman Road. Teachers and administrative staff are expected to drive to the site and 1

The site trip generation for the weekday school component of the PIC is shown in Table 9. The 222 two-way trips include 192 student drop-offs auto trips, 4 school bus trips and 26 staff auto trips. During the weekday PM peak hour, the school is expected to generate approximately 243 new two-way trips with a trip rate of.97 trips per student. The 243 two-way trips include 213 student pick-up auto trips, 4 school bus trips and 26 staff auto trips. Additionally, there are 2 walk trips expected to occur in the weekday AM peak hour and weekday PM peak hour. Given that the Friday afternoon (3:pm) prayer time and the weekday PM school peak hour (afternoon dismissal) overlap, the site traffic was combined to obtain an estimated total of 484 (241 school prayer hall) two-way peak hour auto trips in the Friday (mid) afternoon peak hour. The combined site trips for the place of worship and for the school are summarized in Table 1. The site traffic assignments for the horizon year for the weekday AM, MD and PM peak hours are shown in Figure FUTURE TOTAL TRAFFIC CONDITIONS Site traffic volumes were added to the future background traffic volumes to obtain future total traffic volumes for the peak hours. The future total traffic volumes for the year 224 weekday AM, MD and PM peak hours are shown in Figure 8. The peak hours assessed are summarized as follows: Weekday AM 7:45am to 8:45am; roadway traffic volumes plus school morning arrival period Weekday MD 2:pm to 3:pm; roadway traffic volumes plus Friday 2:pm prayer time Weekday PM 3:pm to 4:pm; roadway traffic volumes plus Friday 3:pm prayer time and school afternoon dismissal period 7.1 Future Walk Trips & Pedestrian Crossing As noted in existing conditions, attendees were required to park at alternative parking areas due to insufficient parking within the site. Attendees crossed the midblock of Brock Road between Major Oaks Road and Finch Avenue after parking at the Brock Ridge Community Park and the residential neighbourhood west of Brock Road to get to the site. Due to safety concerns, it is recommended that PIC staff direct pedestrians to either cross at the intersection of Major Oaks Road or Finch Avenue. The future increase to the parking supply (proposed parking deck), as part of the building addition, is expected to reduce the occurrences of spillover parking (compared to existing conditions), as discussed further in Section 9. Therefore, the volume of (unprotected) midblock crossings to attend prayers is expected to be reduced after the proposed addition. If some spillover parking occurs to the west side of Brock Road, it is recommended that PIC staff inform attendees that pedestrians should cross Brock Road at nearby signalized locations located at Major Oaks Road or at Finch Avenue. 8. CAPACITY AND VEHICLE QUEUING ANALYSIS A capacity and queuing analysis was performed for the study area intersections and site driveway using Synchro and SimTraffic analysis software. The capacity and vehicle queue analysis results of the weekday AM, MD and PM peak hours are shown in Table 11 and Table 12 respectively. Capacity Analysis Sheets and Level of Service (LOS) definitions are provided in Appendix D and Appendix E, respectively. The vehicle queuing analyses were completed based on SimTraffic simulation runs to determine whether queues would exceed available storage lengths of turn lanes. 12

However, the existing intersection cycle lengths for the intersections were maintained. The summary of the signal timing adjustments is listed below: Major Oaks Road / Usman Road & Brock Road Weekday AM peak hour: provide an advance northbound left turn phase Weekday MD and PM peak hours: increase green-time for east-west phase Finch Avenue & Brock Road Weekday AM peak hour: slight increase to green time for north-south through phase Weekday PM peak hour: slight increase to green time for east-west through phase and slight increase to green time for advance northbound left turn phase Capacity Analysis Thresholds: The Durham Region Traffic Impact Study Guidelines state that a level of service (LOS) of D or better in urban areas is considered acceptable. Additionally, a volume-to-capacity (v/c) ratio above.9 is generally considered critical. The results of the capacity analysis and queuing analysis are summarized in this section for each intersection: Brock Road & Dellbrook Avenue Under existing conditions, the intersection operates at an overall good LOS of A with minimal delays for all weekday AM, MD and PM peak hours. For all periods, the eastbound and westbound movements operate at an acceptable LOS of C and D. Under future 224 total conditions, weekday AM peak hour, the intersection is expected to operate at an overall good LOS of B, with minimal delays of 11 seconds. In the weekday MD and PM peak hours, the intersection is expected to operate similarly to the existing conditions, with an overall good LOS of A. For all periods, the eastbound and westbound movements would continue to operate at an acceptable LOS of C and D. The 95th percentile vehicle queues of all the approaches are expected to be contained within the available storage lengths provided. Brock Road & Major Oaks Road / Usman Road (North Leg) Under existing conditions, weekday AM peak hour, the intersection operates at an overall good LOS of B, with minimal delays of 13 seconds. The intersection operates with reserve capacity, with a volume-tocapacity (v/c) ratio of.54 in the weekday AM peak hour. The intersection, in the weekday MD and PM peak hours, operates at a good overall LOS of A, with minimal delays. For all periods, the eastbound and westbound movements operate at an acceptable LOS of C and D. Under future 224 conditions (when the connection at Usman Road is open to the public), with minor signal timing adjustments, the intersection is expected to operate at a good overall LOS of B, with minimal to 13

In the weekday MD peak hour, the intersection is expected to operate similarly to the existing conditions, at a good overall LOS of A. In the weekday PM peak hour, the intersection is expected to operate at a good overall LOS of B, with minimal delays of 17 seconds. For all periods, the eastbound and westbound movements would continue to operate at an acceptable LOS of C and D. Under future conditions, the modelled 95th percentile vehicle queue lengths are contained within the available storage lengths provided at the intersection, except for the northbound left turn movement in the weekday PM peak hour (73m queues vs. 67m storage); however, additional storage is provided within the centre lane. Brock Road at Site Access (Existing Right-in / out; Future Right-out Only) Under existing conditions, the site access operates at a good LOS of B with a delay of up to 14 seconds during the weekday AM and MD peak hours. The site access, in the weekday PM peak hour, operates at an acceptable LOS of C with a minimal delay of 2 seconds. Under future 224 total conditions, the site access is expected to operate similarly as the existing conditions. The vehicle queues exiting the driveway is expected be approximately 28m (~4 vehicles), which would be contained within the driveway throat length. Usman Road at Site Access (Full-moves) Under existing conditions, the site access operates at a good LOS of A, with minimal delays, for southbound traffic exiting the development. Under future 224 total conditions, the site access is expected to operate at a good LOS of A to B with minimal delays of up to 12 seconds, for southbound traffic exiting the development. The site traffic queue is expected to be approximately 25m (~4 vehicles) and is expected to be contained within the site. Brock Road & Usman Road (South Leg) Under existing conditions, the (unsignalized, westbound left turn restricted) intersection operates at an overall good LOS of B, with delays of up to 13 seconds or less in the weekday AM, MD and PM peak hours. Under future 224 total conditions, the intersection would continue to operate at an overall good LOS of B. The southbound left approach is expected to operate at a LOS of B in the weekday AM and MD peak hours, and at an acceptable LOS of C in the weekday PM peak hour. The 95 th percentile vehicle queues for the westbound right turning movement are expected to be approximately 9m (~2 vehicles) and are not expected to block the upstream site driveway for the PIC at Usman Road. Similarly, the southbound left turn queues are expected to be contained within the available 6m storage length for the movement. 14

23 Brock Road & Finch Avenue Traffic Impact & Parking Study, Circulation Review & TDM Plan Proposed Addition to Pickering Islamic Centre 265 Brock Road, Pickering, ON Under existing conditions, the intersection operates at an overall good LOS of B with minimal overall delays of up to 17 seconds during each of the weekday AM, MD and PM peak hours. The eastbound and westbound movements operate at an acceptable LOS of C to D, with average delays of 31 to 47 seconds. Under future 224 background traffic conditions, in the weekday AM peak hour, the intersection is expected to operate at an overall acceptable LOS of C, with an overall v/c ratio of.89. The southbound through / right movement is expected to operate at an acceptable LOS of C, but with a v/c of.94. Under future 224 total traffic conditions, weekday AM peak hour, with the addition of site traffic, the v/c ratio increases slightly from a v/c of.89 to.91 and the southbound through / right movement increases slightly from a v/c of.94 to.98. Given that the operations of the intersection southbound through movements at the arterial road intersection is related to background traffic growth, this is expected to be addressed by area-wide public transportation improvements, including the planned HOV lanes on Brock Road within the study area, planned for year 226. Under future 224 background and total traffic conditions, in the weekday MD peak hour, the intersection is expected to operate at an overall acceptable LOS of B with an overall v/c ratio of.47 to.5, operating with reserve capacity. Under future 224 background and total traffic conditions, in the weekday PM peak hour, the intersection is expected to operate at an overall acceptable LOS of C with an overall v/c ratio of.82. The northbound left turn lane, 95th percentile vehicle queues, may exceed the available storage under future 224 total traffic conditions (33m storage vs. 77m queues in the weekday PM peak hour); however, the taper lane (providing a full centre lane width for an additional 4m) allows for additional vehicles to store. From our SimTraffic results, queues clear after each cycle. The 95th percentile vehicle queues for all other turn lanes are expected to be contained within the storage lengths provided. 15

PARKING STUDY A parking study was conducted to determine the current and future parking demands of the PIC and to compare the demand with the proposed parking supply and Zoning By-law requirements for parking. The existing site currently has a parking supply of 62 spaces and the proposed parking supply after the addition is 16 spaces (115 on surface parking and 45 spaces on the parking deck). 9.1 Parking Requirements, City of Pickering Zoning By-law The parking requirements for the PIC are based on the City of Pickering Zoning By-law, Section , and are shown in Table 13, in comparison to the parking supply. Source information is provided in Appendix F. However, given that Friday afternoon prayers are a busy time period with typically higher than usual parking demands, parking surveys were conducted at the property to gain a better understanding. 9.2 Parking Survey Methodology Details of the parking survey conducted by Trans-Plan are as follows: Conducted on Friday March 24, 217 during the school arrival (from 8:am to 9:pm) / dismissal periods and during the afternoon prayers (from 12:pm to 4:pm). Recorded parking demand (number of spaces occupied) at the site was recorded at 15-minute intervals Recorded student drop-offs and pick-ups by auto at the school were recorded separately from the attendees of the place of worship. Noted spillover parking to the adjacent roadways (on-street parking), to vacant lots, to the neighbourhood on the west side of Brock Road and to the Brock Ridge Community Park, were recorded at 15-minute intervals. 9.3 Parking Survey Results The locations of where the spillover parking occurred are shown in Figure 9. 18

The vast majority of parents / guardians parked their vehicle in the parking lot and walked their children to the entrance of the school. The parking rate for school uses is calculated to be.14 spaces occupied per student (1 spaces / 72 student enrollment). The Friday 2:pm prayers had a peak parking demand total of 296 spaces occupied, occurring at 2:15pm. The site accommodated 133 spaces within the lot (with vehicles parked illegally in the parking aisles). The parking spillover was 163 spaces. When parking at the site reached capacity, attendees for the prayer hall parked at the various aforementioned locations off-site. The Friday 3:pm prayers and school dismissal period had a combined peak parking demand of 16 spaces occupied, occurring at 3:15pm. The site accommodated 146 spaces within the lot (123 spaces related to prayer hall traffic and 23 spaces related to school traffic). The parking spillover was 14 spaces. The parking rate for school uses is calculated to be.32 spaces occupied per student (23 spaces / 72 student enrollment). It was generally observed that attendees were guided by PIC staff to park along some of the driveway aisles. Staff limited the number of vehicles parking at the site to provide room for vehicles to leave the site after prayer. A number of parents / guardians of students who attended the 3:pm prayer picked up their children afterwards for the 3:3pm school dismissal. Total 19

28 Traffic Impact & Parking Study, Circulation Review & TDM Plan Proposed Addition to Pickering Islamic Centre 265 Brock Road, Pickering, ON 9.4 Future Parking Demands for School and Prayer Hall Uses Parking demands generated by the school use is expected to increase after the addition, with the student enrollment increasing from 72 to 3 students (but accounting for approximately 5 the 3 students arriving by school bus or walking to school from the new residential development nearby). The existing parking rate during school arrival was recorded to be.14 spaces per student and the school dismissal parking rate was.32 spaces per student. The rates were applied to the expected number of students that would be dropped-off / picked-up by a parent / guardian with a vehicle. Table 15 shows the anticipated future parking demands for the school uses. The peak parking demand for the site during the Friday 3:pm prayers and the afternoon school dismissal period, combined, is estimated to be 217 spaces: 137 spaces occupied for the prayer hall uses (as previously shown in Table 14) and 8 spaces occupied for school uses. By comparison The Friday 2:pm prayers would continue to have the highest parking demand at 296 spaces (as previously shown in Table 14) and is the critical parking demand for the site. 9.5 Allocation of Residual Parking Demands during Friday Prayers The proposed parking supply of 16 spaces is deficient by 136 spaces when compared to the parking demand during the Friday 2:pm prayers; however, the deficiency is short-term, lasting about 2 minutes on a Friday early afternoon (prior to the roadway weekday PM peak hour and when visitor parking demands on-street in the neighbourhood would typically be lower). PIC staff currently direct traffic within the site to park within the driving aisles within the site to remedy the current parking situation. Vehicles would therefore enter and exit in a last in first out (LIFO) method to ensure that parking occurs in an orderly manner. Consequently, the site plan was reviewed to determine the number of vehicles able to park within the drive aisles without blocking the designated fire route or impacting roadway traffic on Brock Road, as illustrated in Figure 1. The drive aisles could fit approximately 46 vehicles, which would result in a residual short-term spillover parking demand of approximately 9 spaces. Attendees for the prayers could park on local roads for a short duration on Fridays, provided that they adhere to the City of Pickering Traffic and Parking By-law 664/5. Vehicles are permitted to park on the street for up to 3 hours and should not block residential driveways and / or fire hydrants. In close proximity of the site, approximately 37 on-street spaces (3 spaces on Usman Road and 7 spaces on Jade Street) 2

It is noteworthy that a number of residents in the future subdivision are anticipated to also attend prayers at the PIC. A portion of the excess parking demand of approximately 53 spaces could continue to be accommodated (on a short-term basis on Fridays for the 2 minute duration) at the Brock Ridge Community Park. Additionally, future transit improvements and TDM measures, as discussed in the following section, may encourage a reduction in parking demands for Friday afternoon prayers. 9.6 Durham Region Bus Rapid Transit (BRT) & HOV lanes The future widening of Brock Road (from four the six lanes) for dedicated HOV lanes and BRT would promote alternative forms of transportation for the attendees and could potentially reduce parking demands at the site. The improvements are expected to be implemented sometime after 226. A Transportation Demand Management (TDM) plan was prepared to go into more details of alternative modes of transportation to help encourage a reduction in traffic and parking demand at the site. 1. TRANSPORTATION DEMAND MANAGEMENT PLAN A TDM plan is provided as part of the proposed addition to the PIC in an effort to assist minimize congestion, improve air quality, reduce greenhouse gas emissions, reduce parking demand, and improve public health in the long-term. This TDM plan for the PIC proposed building addition, along with the Durham Region transportation policies and initiatives for the surrounding road network, will help provide the public greater choice, incentives and opportunities to choose travel modes other than single-occupant vehicles. Our proposed TDM plan for the site is outlined as follows: Transit Increasing public transit use has many benefits such as protecting the environment, reducing traffic congestion on Regional roads, providing convenience, saving energy, strengthening communities and improving liveability. The site is currently well served by transit with DRT buses operating along Brock Road at service frequencies of at least approximately 15 to 2 minutes in the weekday AM, MD and PM peak hours, respectively. Transit stops are located south of the site near the community park, approximately a two minute walk from the subject site. The BRT is to be implemented on Brock Road in 226 and it will be supplemented with a HOV lane to maintain a high frequency of 5 to 1 minute headways. The BRT would encourage attendees, staff and teachers to consider transit as an alternative from driving. To encourage attendees and staff at the site to travel by transit, they should be provided with DRT information packages containing route maps, schedules and other useful information. Cycling Encouraging more people to cycle would result in taking more cars off the road during peak hours, helping to reduce traffic congestion, and is more environmentally friendly. 21

30 Traffic Impact & Parking Study, Circulation Review & TDM Plan Proposed Addition to Pickering Islamic Centre 265 Brock Road, Pickering, ON Within the study area, there are available multi-use pathways (MUP) for cyclists and pedestrians along both sides of Brock Road. The MUPs provide added safety for cyclists by reducing auto and cycle conflicts. To encourage more cycle trips to / from the site, bicycle parking spaces, provided at convenient locations near PIC main entrance, would be beneficial. The bicycle parking rates provided in the Draft Pickering City Centre Zoning By-law was reviewed to determine the appropriate number of bicycle spaces recommended. Although the site is not located in the City Centre, the bicycle rates are to be used as a guide to the number of bicycle spaces to be provided. Table 16 shows the results of the analysis and Appendix G provides the excerpt of the Zoning By-law. Greater of 2 or 1 space per 5 sq.m. 1 spaces Based on the Draft Pickering City Centre Zoning By-law, the site would require 1 bicycle spaces (bike racks) on-site. The bicycle parking spaces could be utilized by attendees for prayers, staff and students. The provision of bicycle parking would further encourage a reduction in parking demand for the site. Walking As mentioned, MUPs are provided along both sides of Brock Road. The study area intersections also contain either a sidewalk or multi-use pathways. The site plan provides a sidewalk connection to the multiuse pathway along Brock Road. A crosswalk crossing Usman Road is delineated and sidewalks are also provided along Usman Road adjacent to the site. Carpooling To help reduce travel by single-occupant automobiles, attendees, staff and teachers are encouraged to carpool, if applicable. Parents of students could also consider setting up a carpool for their children with other parents. Carpooling will allow attendees, staff and teachers to utilize the future HOV lanes along Brock Road. Attendees, staff and teachers should be encouraged to join programs such as the Durham Smart Commute and seek opportunities to carpool, where practicable. Smart Commute is one of a network of local transportation management associations (TMA s) across the GTA-Hamilton delivering TDM programs and services. A travel information package should be provided to new staff and teachers of the site that includes information for Smart Commute and other variety of carpool options. 22

SITE CIRCULATION REVIEW A site circulation review was completed using AutoTurn vehicle turning template software for design vehicles that include a school bus, waste collection vehicle and passenger vehicles. Details of the site circulation review for each vehicle type is provided in this section: Small School Buses The school is expected to have two small school buses to pick up students. Figure 11 shows a school bus entering the site through at the Usman Road access parking at the edge of the curb near the daycare. Figure 12 shows the bus exiting via the right-out only site access. Waste Collection Vehicles A waste bin is located at the east side of the site at the south side of the parking deck. Figure 13 shows a waste collection vehicle entering the site and driving to towards the bins. Waste collection is expected to occur outside of school and prayer times at the site. Figure 14 shows the waste collection vehicle exiting the site through the full moves site access on Usman Road. Passenger Vehicles Figure 15 shows passenger vehicles parking on surface parking spaces and the spaces on the parking deck with no major issues; however, some minor red-line modifications are shown in Figure 15, for the parking deck and surface parking under the deck, for passenger vehicles to enter / exit the stalls at the end of the parking aisles. Our site circulation review for each design vehicle reviewed indicates that school buses, waste collection vehicles and passenger vehicles are able to circulate without incident. 12. CONCLUSIONS This traffic impact and parking study, TDM plan and site circulation review for the proposed addition to the PIC, located at 265 Brock Road in the City of Pickering, is summarized as follows: 12.1 Traffic Impact Study The proposed addition to the PIC includes a building expansion from two to three stories, with a planned increase from 1,724 to 4,886 sq.m. of GFA. The number of classrooms is planned to increase from 2 to 21, to accommodate an increased enrollment from 72 to 3 students. The prayer hall worship area is planned to increase slightly from 299 to 347 sq.m. of GFA. Parking at the site would be accommodated by a parking deck, which would increase the supply from approximately 62 spaces to 16 spaces. The proposed access scheme for the site is a full-moves access at Usman Road and a right-out only access at Brock Road. Traffic ultimately heading southbound on Brock Road to Finch Avenue would access the signalized intersection of Brock Road at Major Oaks Road / Usman Road, which is expected to be open to the public (i.e. the east leg of the intersection) prior to the building addition (i.e. year 219). The Region of Durham planned improvements in the study area include a widening from 4 to 6 lanes along Brock Road, with the outer lanes operating as HOV and BRT lanes. The 23

32 Traffic Impact & Parking Study, Circulation Review & TDM Plan Proposed Addition to Pickering Islamic Centre 265 Brock Road, Pickering, ON implementation of the widening is expected to occur around year 226 (just outside of our study horizon year for the PIC). Existing site traffic was surveyed and student drop-offs / pick-ups were recorded on a typical Friday during the school morning arrival and dismissal periods and during afternoon prayers, occurring around 2:pm and 3:pm. It was noted that the afternoon school dismissal period coincides with the Friday afternoon 3:pm prayer time. However, the site peaked during Friday afternoon 2:pm prayers, where approximately 367 attendees arrived, generating a parking demand of 296 vehicles. From our review of pedestrian crossings on Brock Road, approximately 42 attendees crossed at the mid-block (unprotected, against traffic) of Brock Road (opposite the PIC) for the Friday 2:pm prayer time and 12 attendees crossed in a similar fashion for the Friday 3:pm prayer time. Only adult (not children) attendees were observed to cross at the mid-block. Nevertheless, these occurrences are expected to reduce as the on-site parking supply is increased (and with some reliance for on-street parking at Usman Road on the east side of Brock Road for the short duration of 2 minutes on a Friday afternoon). PIC staff should direct pedestrians to cross at the signalized intersections along Brock Road, including Major Oaks Road or Finch Avenue to address these safety concerns. Minor signal timing adjustments are proposed for the intersections of Brock Road with Major Oaks Road / Usman Road (north leg), and with Finch Avenue to accommodate future traffic volumes. The existing cycle lengths of the intersections were maintained. All intersections are expected to operate at good to acceptable levels of service, with minimal to average delays, under future year 224 total traffic conditions; however, for the intersection of Brock Road and Finch Avenue, in the weekday AM peak hour, the v/c ratio is expected to be.89 in future background conditions and increases slightly to.91 in future total conditions. The southbound through / right movement increases slightly from a v/c of.94 to.98 when comparing future background and total conditions. Given that the operations of the intersection southbound through movements at the arterial road intersection is mainly related to background traffic growth, this is expected to be addressed by area-wide public transportation improvements, including the aforementioned planned HOV and BRT lanes on Brock Road within the study area. The proposed addition to the PIC is not expected to have any significant impact on the roadway network based on our capacity and queue analysis results. The proposed development could be accommodated within the existing road network (subsequent to the full completion of the Brock Road and Major Oaks Road / Usman Road intersection) Parking Study A total parking supply of 16 spaces (115 on surface spaces and 45 spaces on the parking deck) is proposed on-site. Based on the City of Pickering Zoning By-law for parking requirements, a total of 141 spaces is required of the site, which is met by the proposed supply of 16 spaces, with a surplus of 19 spaces. Given that parking demands are typically busier during Friday afternoon prayer times for an Islamic place of worship, parking surveys were conducted. 24

33 Traffic Impact & Parking Study, Circulation Review & TDM Plan Proposed Addition to Pickering Islamic Centre 265 Brock Road, Pickering, ON - A peak parking demand of approximately 1 spaces occurred during school arrival, which resulted in a parking rate of.14 spaces per student (1 spaces / 72 students enrolled). - The Friday 2:pm prayers had a parking demand of approximately 296 spaces (133 spaces on-site and 163 spaces of spillover parking). - The 3:pm prayer had a parking demand of approximately 147 spaces (123 spaces onsite and 14 spaces of spillover parking). - The school dismissal had a peak parking demand of approximately 23 spaces with a parking rate of.32 spaces per student (23 spaces / 72 students enrolled). The school, after the proposed addition, is estimated to have a peak parking demand of 35 spaces during the morning school arrival period and 8 spaces during the afternoon school dismissal period. The combined peak parking demand of the site during the Friday 3:pm prayers and afternoon school dismissal period is estimated to be 217 spaces. The Friday 2:pm prayers would continue to have the highest peak parking demand for the day, at approximately 296 spaces. A number of worshippers may live in the future residential development to the east of the site (and therefore, walk to prayers), which would likely offset and increased activity due to the modest planned increase to the prayer hall worship area size, as part of the building addition). As is typical with places of worship that see a brief surge in parking demands, attendees could park within the driveway aisles to remedy the parking demand during the Friday 2:pm prayers without impacting the designated on-site fire route and roadway operations. The driveway aisles of the site could accommodate approximately 46 vehicles. PIC staff should continue to marshal traffic entering and exiting during Friday afternoon prayers. Attendees could potentially park on the street along Usman Road (for the short approximate 2- minute duration of the Friday afternoon prayer times) provided that they adhere to the City of Pickering Traffic and Parking By-law 664/5. Future road widening of Brock Road with outer lanes dedicated to HOV lanes and BRT would provide alternative modes of transportation for attendees at the prayer hall and for school staff or parents / guardians dropping off students by auto. The future parking traffic demand therefore has the potential to be reduced from the noted auto parking demand estimates Transportation Demand Management Plan To accommodate the existing site and the proposed addition, the following TDM recommendations are proposed: The site is well served by transit and the future HOV lanes and BRT will provide more frequent transit service along Brock Road to help reduce traffic demand. Provide attendees and staff with a TDM package including information such as maps and schedules of transit service and maps of cycling routes and pedestrian trails / walkways in the study area. A total of 5 or more bicycle parking spaces (cycle racks) are recommended near the entrance of the building. Brock Road has multi-use pathways for both pedestrians and cyclist and the proposed pedestrian connections to the site would accommodate alternative modes of travel. 25
